Portland, Oregon, on "Wednesday, the
30th day of April, ISSt, at 11 o'clock a. m.,
for the purrwo of nominating candi
dates for the following offices, to-wit:
Representative in congress, judge of the
supreme court, the presidential electors,
md district officers for the several judici
al districts, and to select sir delates to
attend the national republican conven
tion, end to tranBact such other business

The committee recommend that the
primaries be held on Saturday, the 12th
of April, and the county conventions on
Tuesday, the 22d day of April, unless
otherwise ordered by the proper county
central committees.
Tho oommittee earnestly recommend
that the delegates elected to tho state
convention attend in person, and if not
convenient for them to so attend person
ally, that they send their proxies by
electors of the county they represent.
The ...Republican voters of the state,
a-ithont regard to nast political differ
ences, who are in favor of elevating and
dignifying American labor, giving free
popular education to tho masses of the
people, effectually protecting all human
rights in every section of our common
country, and who desire to promote
friendly feeling and permanent harmony
throughout the state by maintaining a
government pledged to these objects
and privileges, are cordially invited to
unite in selecting delegates to the Re
publican state convention.

in council assembled, declare: i
First That we favor the forfeiture of j
nil unearned TAilrond and jvaffon road
3 grants and the' opening of the land to
i settlement Hnd occupancy by those en-
titled to the benefits of the various land
laws of tbe United butes.
Second That we are in favor of the
passage by congress of laws made in the
interest of the people, regulating inter
state commerce, ana also state law, con
trolling and regulating fares and freights
upon all transportation lines, and pre
venting discrimination in favor of or
against persons or places.
Third That we look with alarm upon
tbe unauthorized assumption of power
and jurisdiction of United States courts
in interfering with officers collecting the
revenue of the state of Oregon.
Fourth That we are in favor of the
mortgage tax law, and believe the prin
ciple of taxation enunciated therein is
correct and ought to be sustained.
FifthThat we favor the passage of
such laws in relation to the assessment
and collection of taxes as will make the
assessment and taxation of property
equal and uniform throughout the state,
and demand the strict enforcement of
such laws when enacted.
Sixth That the power conferred by
thfi federal constitution nnoii conrreK3 in
enact tariff laws was given for the sole 1
and exclusive purpose of deriving reve-i
nuesfor the support of such government, j
and that the enacting of any tariff law!
tor any other purpose, such us taxation !
of one class of people, is as entirely un- j
warranted by the constitution &a it is re
pugnant to justice and inimical to the
general welfare, and we therefore favor a
tariff for revenue, limited to the necessi
ties of government economically admin
istered, and a gradual but persistent re
duction of the existing protective duties.
Seventh That the improvement of our
coast harbors, the Columbia riyor and its
tributaries, is of vital importance to the
commerce of the whole state of Oregon,
and wo earnestly ask that an adequate
appropriation be made by our present
congress to begin the work of the Colum
bia river bar improvement, already too
long neglected. We also ask such appro
priation for the Cascade locks as will in
sure their speedy completion; also, we
ask of our representatives in congress a
united effort to secure a liberal appropri
ation for the improvement and continua
tion of tbe work of improving the har
bors of Yaquina bay, Coos bay and the
Coquille river.
Eighth That we faor the abolition of
the prison contract system, and the pres
ent coolie trade conducted on this coast,
as degrading to the wage workers of the
country.
Ninth That for the purpose of pre
venting growing frauds in our elections,
and to preserve the fruits of the ballot
box, we lavor the passage of a registry
law.
Tenth That we are in favor of more
efficient mechanica' lien laws.

steads exceeded that during the same

that tho people want the land and
should deter Congress from granting
large domains either to companies or

This country is growing too fast for
the government to be prodigal of its
lands, the one source of its life and

Oity branch as fast as possible. Be

the Oregon Construction company
have 1600 Ohineso and GOO white men
at work. About 500 more men will
be put at work between Baker City
and Huntington as soon as they can

ington is about two mile3 from tho
Snake river.
