from each coanty, and one delegate for
every 125 votes, and one for every frac
tion over one-half thereof, cast for Hon.
M. C. George, congressman, at the Inst
general election.
The committee recommend that the
primaries bo held on Saturday, the 12th
of April, and the count' conventions on
Tuesday, the 22d day of April, unless
otherwise ordered by fhu proior county
central committees.
The committeo earnestly recommend
that the delegates elected "to the state
convention attend in person, and if not
convenient for them to so attend person
ally, that they send their proxies by
electors of the county thoy represent.
The Republican voters of the state,
without regard to post political differ
ences, who are in favor of elevating and
dignifying American lalwr, giving free
popular education to the inaascs of the
people, effectually protecting all human
rights in every section of our common
country, and" who desiie to promote
friendly feeling and permanent harmony
throughout theBtate by maintaining a
government plodged to these objects
and privileges, are cordially invited to
unite in selecting delegates to the Re
publican slate convention.

First That we favor the forfeiture of
nil unearned railroad and -ragon road
grants and the opening of the land to
f-eitlenieut aud occupancy by those en
titled lo the benefits of the various lend

!''', I p.s.i;e by congress of laws made in the
I uilerei of the potiple, regulating inter-
stitte commerce, and aieo btale laws, con
trolling :.nd regulutuig fares and freights
uon all transportation lines, and pre
venting discrimination in invor 01 or
against persons or places.
Third That we look with alarm upon
the unauthorized assumption of nower
and jurisdiction of United States courts
m interfering with ouicera collecting the
revenue of tho state of Oregon.
Fourth That we are in favor of tho
mortgage tax law, and believe the prin
ciple of taxation enunciated therein is
correct and oucht to be sustained.
Fifth That we favor tho passage of
such laws in relation to tho assessment
and collection of taxes as will make the
assessment and taxation of property
equal and uniform throughout the state,
and demand the strict enforcement of
such laws when enacted.
Sixth That the power conferred by
the federal constitution upon congress to
enact tariff laws was given for the sole
and exclusive purpose of deriving reve
nues for the support of such government,
and that the enacting of any tariff law
tor any other purpose, such as taxation
of one class of people, is as entirely un
warranted by the constitution as it is re
pugnant to justice and inimical to the
general welfare, and we therefore favor a
tariff for revenue, limited to the necessi
ties of government economically admin
istered, and n gradual but persistent re
duction of the existing protective duties.
Seventh That the improvement of our
coast harbors, the Columbia river and its
tributaries, is of vital importance to the
commerce of tho whole state of Oregon,
and we earnestly ask that an adequato
appropriation be mado by our present
congress to begin the work of tho Colum
bia river bar improvement, already too
long neglected. We also oak such appro
priation for the Cascade locks as will in
sure their speedy completion; also, we
ask of our representatives in congress a
united effort to secure a liberal appropri
ation for the improvement and continua
tion of the work of improving the har
bors of laqmua bay, Uooa bav ana the
Coauille river.
Eighth That we favor the abolition of
the prison contract system, and the pres
ent coolie trade conducted on this coast,
as degrading to the wage workers of the
country.
Ninth That for the purpose of pre
venting growing frauds in our elections,
and to preserve the fruits of the ballot
box, wo favor the passage of a registry
law.
Tenth That we are in favor of more
1 efficient mechanics' lien laws.

convention imraeiliately reassem
bled.' This was done and a clause
inserted in the constitution authoriz
ing the legislature of Colorado nt its
first session to elect presidential
electors. The legislature met on ihe
1st of November, and on the 7th day
of that month met in joint conven
tion and elected three Republican
presidential electors, who duly cast
their votes in the electoral college for
Tlayca ami "Wheeler. There could be
no provision made in time for the
peoplo at large to vote for the presi
dential electors, as they would have
to do this by the preliminary action
of tho stale legislature in a general
election law, which, or course, could
not be passed and placed in opera
tion within the two days inter
vening between its meeting
and the presidential election.
Colorado has. of course, since
adopted the mode of the other states
in this matter. Its lir.-t presidential
vote was to meet the emergency, ilad
it not been for an accidental remark,
tho convention would have adjourned
without making u needed, provision, j
lhero would havo been no need for
tho electoral commission, as, without
the vote of Colorado, there could
havo been no disagreement on the
subject of who was elected president.
Tilden would have been, under the
circumstances, unquestionably presi
dent ol the United States. It is an
other incident showing how great
events aro frequently shaped by acci
dental circumstances.
The one especially marked con
trast between the industry of tho
present and that of two or three cen
turies ago, is found in the extent to
which the forces of nature have be
come subservient lo capital. Tho
possessor of capital, being alone able
to command these forces, has in the
present an advantage which he never
had in the past; and his superiority
over tho mere laborer, ia the struggle
for gain, is now greater than ever be
fore, by all the contributions winch
the gratuitous powers of nature mal:o
in his behalf. Not only has the capi
talist acquired a new advantage over
tho laborer through the improvements
in machinery, but the large aggrega
tions of capital ia moat de
partments of production have
a more than proportional ad
vautago over small amounts. These
facts account for the existing tenden
cy in industrial affairs tho tendency
to mass capital and establish corpora
tions. Modern industry has grown
out of its old relations, and by rea
sons of tho special development in
this direction the divorso interests of
society are thrown out of adjustment.
This makes dissatisfaction., particu
larly on the part of those who feel
they havo lost somewhat ot their for
mer advantage. There arises a belief
that something is wrong in the solid
body, and the social doctors prepare
their remedies, often -without any ad
equate understanding of the nature
of the disease they propose lo cure.
