Georgia will get a larger eiun than any other state. Her nronortiou will bo $6,210,000. North Carolina will bo second on tho list; theu Alabama, Virginia, Tennessee. Mississippi. South Carolina, Kentucky, Texas and Arkansas follow in the order named. Pennsylvania will get more than any other northern state. New York follows next, and then Illinois, Ohio, Indiana and Massachusetts. It is interesting to observe that the new states of the west, though some of them are more tjoouIous than the older eastern states, will receive less money. Thus, Iowa wiU get only nan as much as Massachusetts, and Kan sas a great deal less than New Jersey and but little more than Connecticut The native inhabitants of the older states having been moving west, aud their places havo been largely sup plied with foreigners. This, too, accounts for the prodigious Eepubli can majorities in tho older ones. Oregon and "Washington territory have fewer illiterates in proportion to their population than Massachusetts or New Hampshire. Fifth That wo favor tbo passage of such laws in relation to the assessment and collection of taxes as will make the assessment and taxation of property equal and uniform throughout the state, and demand the strict enforcement of such laws wuen enacted. Sixth That the power conferred by ihe federal constitution ujion congress to enact tariiT laws was iiiven for the sole I and exclusive pui-iose of deriving reve- mies for the support of such government, 'and that the enacting of any tariff law ' lor any oilier purpose, such as taxation of one class of people, is as entirely un warranted by tiu) constitution as it is re pugnant 10 'justice and inimical to the general welfare, and we therefore favor a tariff for revenue, limited to the necessi ties of goernment economically ndiain ilcied, and a gradual but persistent re duciion of tbo existing xrolective duties Seventh That the improvement of our coast harbors, the Columbia river and its tributaries, is of vital importance to the coimneice of the whole state of Oregon, and we earnestly ask that an adequate j appropriation be made by our present congress to begin the worK 01 the (Jolpmi bia river bar improvement, already too long neglected. Wo also ask such appro priation for the Cascade locks aa will in sure their speedy completion; also, we ask of our representatives in congress a united effort to secure a liberal appropri ation for the improvement and continua tion of tile work of improving tbo har bors of Yaqniua bay, Coos bay and the Cormille rher. Eighth That wo favor the abolition of the prison contract system, and the pres ent coolie trade conducted on this coast, as degrading to the wage workers of the country.
