Ik the house of represnltivcs on the 16th inst, Morrison, the originat or of the "horizontal tariff" bill, in support of his measure he de scribed the financial condition of the country,the estimated surplus levenue over expenditures, and dwelt upon the necessity of reducing taxation. To fail to reduce taxation and relieve the people, would "be a flagrant disre gard of public duty. The pending bill might not be all reform, but it was an advance toward the promise of a more complete tariff reform. Such reform and adjustment of the tariff was not believed to be attain able the present session. It would create no surprise that, in the opinion of the committe on ways and means the measure was not sufficiently har monious to secure their approval. They found in it no merit, because it proposed to reduce all duties alike. A horizontal reduction might not be best, but none other was now practic able. The year 18C0 was a time of plenty. The laborer for wages was at least, as well as the grower of grain, better paid than they are in this yerr of 1834, and in 1850, a year of bounte ous plenty, our importations of for eign goods were less to the person in proportion to the population than in the years 1880 and 18G2. To the list of articles now imported free of duty, amouuting to nearly one-third of all our importations, it is proposed to add salt, coal, wood and lumber. Salt is already freed from tax for fisher men, also for exported meats, to les sen the cost of fool to He peoili of other countries, not for our own. Coal is untaxed for use on vessels having by law the exclusive right to the coasting trade, or engaged in the foreign carrying trade, a privilege denied to persons engaged in otbe; pursuits. The revenue from wooj and lumber imported and hereaftci to be admitted free of duty has in ten years past not much exceeded S10, 000,090. TLe census returns show that domestic wooden products ex ceed S5OJ,O03,OD0 per annum. If the average duty of 23 par cent on imported wood adds but 10 per cent, to the price of that produced here, its increased cost to the people has been 5500,030,000 in ten years. In these ten years, under the pretense of tax ing this article to secure 109,000 revenue, we have compelled the peo ple to pay 8500,000,003 in bounty to encourage the destruction of forests, and felling of trees, and at the same time we have given more than 18,000,- 009 acres of land under the timber culture act as a bounty to encourage the planting of other trees and other forests. In the estimates made by a clerk experienced in the bureau statistics which actual payments on importations show to be but esti mates based on the official tax bill would leave it to appear in cottons but two articles of cotton yams not the finest, dutiable above d9 per cent; in woolens but one, coarse carpet wool, which we do not produce, above 60 per cent, and in iron and steel but few above 50 per cent. These rates have been fixed as a limit above which on these articles no duty shall be col lected. The present rate on the finest cotton is &0 per cent, and yet it is an unquestioned fact, as shown by invoices and payments made, that dutiea exceeding 1U0 per cent, exceed ing first cost, are exacted and paid on cotton goods the duty upon which in the estimate referred to is staled to be less than 20 per cent. The same 13 true of iron and steel in a differ ent degree. In tho woolen schedule these abuses are almost glaring. In all they result from enormities, hid den and concealed, both in classifica tion of articles and rates of duty. The limit of 40. 50 and 60 per cent on cotton, metal and woolen sched ules is intended to expose and rem edy these hidden enormities. Those really de3irou3 of affording relief from existing abuses will not fail to find their opportunity in removing the taxes yielding 3,000,000 on sugar as much as on cotton and woolen good3, and $1-1.009,000 on other articles used in every home. The insufficient manner not to say deceptive character, of the late re vision, making, and circumstances at tending its adoption alike forbid that it should bj permanent The only seourity from agitation and change is to confine the taxing power to its rightful purpose, obtaining revenue limited to the necpssities of the gov ernment When no more revenue is needed by the government of the people, it has reached the limit of its power to tax the people. Estimates on the census statistics show that as many as 18.000.03J of our people do some work or are occupied in some business, and that tho aver age annual earnings of at least sixteen millions of these do not much exceed $300, and are "wholly consumed on means of sub sistence. There, too, are millions who in shop or field strike the blows of all production, all accumu'alioas of and the boasted additions to our national and individual wealth, which go to one-tenth of those who earn it, and of these a few appropriate the great mass of savings of tho people, and are i nnchea by the profits of the labor of other men. BiLssell mado an elaborate argu ment in opposition to the measure, and deprecated the re-opening of the tariff agitation, after the country had enjoyed a rest, but for tho short period of twelve months. The interests of the people, he thought, could be best subserved by letting the tariff laws alone for tho present This bill he olaimed was brought in as a challenge to fight in the coming presidential campaign, and declared that the Be publican party accepted the challenge and stood ready to go before the peo ple, standing by the policy of tariff, so adjusted as to give a revenue to the government and protection to American industries. De Lessep's canal is forging ahead Lieutenant Roger's second year's re port is out There are 15,000 men at work and a million cubic metres a month will be excavated this year to 700,000 last year. And before the next rainy season it is hoped the an nual excavation will reach 25,000,000 of cubic metres. De Lesseps has set 18S8 for the opening of the canal, but Eogers puts it 1892. Forty millions of dollars have been spent, a full third of De Lesseps' estimate for the total cost of the work. But whatever amount may be necessary to com plete, it can easily be obtained. If no great drawback is experienced, the canal will be in full operation in 1892, in time to celebrate the four hundredth anniversary of the landing of Christoval Colon, commonly called Columbus.
