The statu- Democratic convention is hereby called to meet nt Dalles City, on Thursday, the 17th of April next, at 10 o'clock a. m.. for the purpose of nominat ing candidates for the following effices: Judge of the supreme court, three presi dential electors, representative m the lower house of congiess and distiict officers for the several judicial districts, and to select six delegates to the national Democratic convention, and generally to to do such other busiues as may of right come before such convention. The committee deem it fittinc to pre sent to the Democratic voters of the state the following consideratiens: We see approaching an election of most vital import to our commonwealth in all its interests, both public and pri vate. Deeming honesty t ho best policy, and in striking contrast with the course of the opposition party, we have named an early day for the assembling of the state convention. Our principles as a party will then be enunciated, and our candi dates placet! in the field subject to the approval or consideration of the body politic The variance in the vote of this stnto during the past few years, and especially the very close contest in the presidential election of 1880, gives us much hope that, notwithstanding our present minority, with harmony in our ranks, and a well directed exertion of our strength, we shall carry off the palm of victory. But to insure this end it is imperative that all Democrats should contribute their undi vided support and ho'irty co-operation, not only in the actual canvass but in its very initiation the county primaries. Wo do not presume to trespass upon the precincts of our popular convention, but do earnestly invoke all members of our party to put aside past differences and personal antagonisms, to unite in har monious action in the various primaries ana to send full delegations of represen tative men to attend the state convention. We have deemed it fitting to reduce the number of delegates, in the hope of seour ing the personal attendance of those to be chosen. We especially recommend the formation of local clubs, where prac ticable, throughout the state. Believing that the success of the De mocracy is the welfare of the people, we cordially invite all persons, regardless of past political affiliations, who favor sim plicity, economy and frugality in the ad ministration of publio affairs to unite with us. A receut sojourner among the Choc taw nation, in Indian Territory, said to a reporter tho other day: "Indian Jaws are more severo than the laws among white people. It an Indian commits theft, he is given thirty-nine lashes on the bare back, provided it is his first offense. If it is his second offense, he is given ninety-nine lashes, and, should it be his third offense of stealing, ho is 'stood up' and shot like a dog. "You don't mean to say that they shoot them for stealing?"' "Yes, that's just what I mean, and it doesn't make any difference how small the theft may be, if it is his third offense, he is shot for it" 'Who does the shooting?" ""Whoever the man to be shot may select He generally chooses his nearest and best friend." "How is the shooting conducted?" "Well, the man is first stripped to the -waist Then ho stands up boldly, without being bound or propped up, and allows tho executioner to make a black spot on his breast, directly over hit heart Then the executioner takes a big navy revolver, steps back six or eight paces, takes deliberate aim at the black spot, and sends a bullet crashing through his victim's heart." "Is the victim blindfolded?" "No, indeed; and, more than that, he stands up bravely, with his arms and shoulders thrown back and chest expanded, and meets death without a sign of flinching. They think it the bravest act in life to stand up and show that they are not afraid to die. The would rather be killed than be branded as cowards. Why, they have no jails there at all, and an Indian accused of crime never attempts to escape. I have known of several of them condemned to be shot, who have been given the entire freedom of the Territory, and on the day fixed for the execution they turned up at the appointed hour, and took their little leaden piil with as much un concern as you would a dose of salts. They like to die game and havo it re corded of them afterward that they were not afraid to face death." "Have many of them been shot out there?" "Oh, yes, there was one shot not long ago, but he was shot for com miling murder. None have been shot for some time for stealing, but there's been many a one of them whipped the second time, and the next offense means death." "Don't the United Slates authori ties interfere and try to put a stop to such barbarism?" "Oh, no; what I have told you only applies to the Indians. If a white man commits a theft or murder, he is tried and punished by the United States authorities, for the Indians recognize that they haven't the right to punish a white man under their own laws."
