The cost of these seven cruisers,
with the four-ordered in 1882, of
which the Chicago is the most prom
inent, and the completion of the
double-turreted monitors, will be less
than that 'of fw5 of the first-class
iron-cladsof England or Ttaly. While
our government" is thus proceeding
with such close economy, England,
France and Germany are steadily en
larging their gunmaking and steel
shipbuilding facilities, and Krupp is
now constructing a gigantic steam
hammer, to cost $2,500,000.
If it were entirely clear in what di
rection the nation could with the
most wisdom proceed for the efficient
strengthening of the navy, there can
be little doubt but that the public
sentiment would not only sanction a
much larger expenditure than the
completion of these new cruisers
calls for.'butvould earnestly impose
upon congress the duty of prompt
action. As it is, however, the cruisers
now under way have been so severely
criticised as to awaken a feeling of
public distrust concerning the advis
ability of proceeding further in the
same way. The vessels now building
were said to be only experimental,
but the question arises whether the
new ones in contemplation are 'also
of the same character, and, if so,
whether we needhave so many exper
iments under way at the same time.
The president has a very happy
cabinet family. To a man they are
all in favor of the nomination of their
chief as the next Eepublican nomi"
nee for the presidency. Mr. Lincoln
is so enthusiastic on the subject that
he would call out the army to-mor
row for him if it were lawful to do so,
and if it would procure liun-JLTxlele-gate
in addition to the large number
he already possesses. Mr. Chandler,
the secretary of "the navy, would
gladly man every old Lulk in the
service if it would strengthen the
great Arthur boom. And so on of
Mr. Folger, of Mr. Brewster, the ac
complished attorney-general; of Mr.
Gresham, Mr. Teller and Mr. Freling
huysen, who has just won so great a
diplomatic' triumph over Bismarck
and the English government. Mr.
Arthur is more fortunate in this re-
speot than Mr. Lincoln. Mr. Chase
aud Mr. Seward were presidential
"aspirants" in his cabinet. Mr. Bris
tow "boomed his little boom" in the
cabinet of General Grant The
shadow of Mr. Blaine rose behind
President Garfield. Before him Mr.
Hayes had Mr. Evarts. The country
is all the happier that there is not a
candidate in the cabinet
The Canaflian authorities are -worried
over the problem of how to in
duce half a million of their country
men who crossed the boundary to
our. hiippy shores to return. If our
northern neighbors are wise they will
give up this hopeless task. No Cana
dian who has lived under the out
stretched wingsof the eagle for any
length of time'edn be persuaded to
place himself again uuder the cold
paws of the lion. If the Canadians
are unhappy without their American
ized brethren the best thing they can
do is to come over and join them.
