The committee recommend that the priraarieffbe held on Saturday, the 12th of April, and the county conventions on Tuesday, the 22d day of April, unless otherwise ordered by the proper county central committees. The committee earnestly recommend that the deleoatoa elected to the state convention attend in person, and if not convenient for them to so attend person ally, that they send their proxies by electors of tho county they represent. The Renublican voters of the state, without regard to past political differ ences, who are in favor of elevating and dignifying American labor, giving free popular education to the masses of the people, effectually protecting all human rights m every section oi our common country, and who desire to promote friendly feeling and permanent harmony throughout the state by maintaining a cting delegates publican state oonvention. SOL. HLBSOH, Chairman. Portland, Oregon, Feb. 21, 1884. THE DEMOCRATIC STATE CONVENTION. The state Democratic oonvention is hereby called to meet at Dalles City, on Thursday, the 17th of April next, at 10 o'clock A. M., ior me purpose oi nominal ine candidates for the following offices; Judge of the supreme court, three presi dential electors, represeuiuuve iu iuu lower house of congress and district officers for the several judicial districts, and to select six delegates to the national Democratic convention, and generally to to do such other busines as may of right come before such convention. The committee deem it fitting to pre sent to the Democratic voters of the state the following consideratiens: "We see approaching an.-election of most vital import to our commonwealth in all its interests, both publio and pri vate. Deeming honesty the best policy, and in striking contrast with the course of the opposition party, we have named an early day for the assembling of the state convention. Our principles as. a party will then be enunciated, and our candi dates placed in the field subject to the approval or consideration of the body politic. The variance in the vote of this state during the past few years, and especially the very close contest in the presidential election of 1880, gives us much hope that. notwithstanding our present minority, with harmony in our rankB, and a well directed exertion of our strength, we shall carry off the palm of victory. But io insure ims tuu it is imperative mat an Democrats should contribute their undi vided support and hearty co-operation, not only in the actual canvass but in its very initiation the county primaries. "We do not presume to trespass upon the nrecincts of our rxmular convention, but do earnestly invoke all members of our party to put aside past differences and personal antagonisms, to unite m Har monious action in the various primaries and to sand full delegations of represen tative men to attend the state convention. "We have deemed it fitting to reduce the number of delegates, in the hope of secur ing the personal attendance of those to be chosen. "We especially recommend the .formation of local clubs, where prac ticable, throughout the state. Believing that the success of the De mocracy is the welfare of the people, we cordially invite all persons, regardless of past political affiliations, who favor sim plicity, economy and frugality in the ad ministration of public affairs to unite with us. AL ZLEBEB, Chairman. P. H. D'Abct, Secretary. DEMOCHATIC call. The Democratic convention of Clatsop county is called to meet at the county court-house iu tho city of Astoria at on6 o'clock p. The assertion is constantly being made that neither party can win the presidency without tho vote of New lfork. 'lhe 2 imes of that city says: "If the man named for president by the .Republican convention is not thoroughly acceptable" to the people of this state, theEepublicansin other states cannot avert his defeat" On the Democratic side we find the con ditions are quite as hard. If the man named tor president by the Demo cratic convention is not acceptable to Tammany, the Democrats in other states cannot avert his defeat. Tam mauv prevented the nomination of Tilden in 1880. The 60,030 voters who act independently, but are generally classed as Democrats, stood in Jr. Tilden's way to tho presidency at a time when ne might have been elected. A man named John Kelly controls these 60,000 votes. They have made him their chief, and at election time put their votes where Mr. Kelly thinks they will do the most good. Thus the pivotal state of New York narrows down to Tammany, and Tam many to John Kelly. If this cast of the situation is correct, John Kelly can dictate to the next Democratic national convention. If it makes a nomination ho does not like, he can defeat it by the casting of his 60,000 votes in New York. This is a rather pitiful state of affairs. The political arena should be made broader by tho introduction of new issues. It is not consistent with true democracy that one man. at the head of 60,003 voters, should direct a policy in which more tuan iu,uuu, uuu voters are vuauy in terested. Tammany wa3 organized to control local politics. Its aim is to secure a larger share of patronage than would belong to it as a general part of the Democratic party. When its claims have not been recognized within the party, it has not hesitated to set up for itself. It defeated the Democratic candidate for governor in 1879, and its threat kept Tilden out of the nati6nal convention in 18S0. A lofty ideal cannot be reached by a party whose policy is dictated by a small faction whose motive is the spoils of office. The Democrats may not be able to do without Tammany, but their dependence is an element of weakness. When the 5,000,000 or 6,000,000 voters who are expected to support the Democratic ticket throughout the country are informed that Gu.OOO of their number, who hap pen to live in New York, can, by virtue of their power cs a compact body of voters in a pivotal state, de mand the nomination of this or that man, and demonstrate their ability to defeat the ticket if their demand is not complied with, a portion of the 5,000,000 or 6,000,000 may come to the conclusion that a party so led may as well be beaten anyhow.
