&fcc Jaitg gpfonan. ASTORIA, OREGON: TUKSDAY .MAKCH 11. ISSt ASSISTED EMIGRATION. In its investigation of the subject of "assisted emigration," tbe labor committee of tbe house of representa tives has developed information of no small importance to those interested in tbe cause of tbe American laborer. There is a general demand for legis lation in tbe interests of tbe working men. Politicians are in favor of it, because of tbe fact that their various constituencies are composed largely of workingmen. Theoretical reform ers are in .favor .of it, for it has long been one of their favorite hobbies. But tbe rock on wbicb all schemes for the amelioration of the laboring classes have hitherto been shattered wa9the vexed qnestion, what legisla tion do the interests of the people under consideration demand? With a view of obtaining a partial solution of this problem the labor committee of the present house has set itself to study the subject of "assisted emigration" and its ef fects upon the labor market of this country. There is no doubt that in certain localities American la borers have suffered from competi tion with imported labor; but the difficulty in the case is to frame such laws as will work a just discrimina tion between voluntary emigrants who will work to better their condition, and the assisted emigrants who are little better than slaves. It is evi dent that the importation of large companies of pauper laborers, placed under contract before leaving the old country to work for a given number of years at wages but little or noth ing in advance of what they have been accustomed to receive, must be injurious to free labor in America. And yet this is just what has been done, and is now doing. Corpora tions in this country have their agents in Europe who make it a busi ness to search out laborers out of employment, and place them under contract for a term of years to woik in America. The wages paid are so small that a very long time is re quired even to work out tbe passage money. In the majority of instances the men who accept such contract are those who aio too indolent to keep out of tbe poor house at home, and are consequently willing to sign articles by tho terms of which they can at least l)n assured a living. They are, as a class, weak morally and in tellectually and possessed of but very little of that stamina and ambition that characterize the wide-awake, pushing emigrant who comes to this country with the intention and de termination of bettering his condi tion and building up a comfortable home for himself and his family. It is hardly probable that a class of men who are thus wholly unfit for the dut ies of citizenship will ever become desirable acquisitions to our popula tion. Certain it is that their pres ence has a strong tendency to reduce the wages of working men and keep them as nearly as may be posssible on a level with the starvation wages of Europe. It was the practice of importing large numbars of virtually enslaved coolies that stirred up such a feeling against Chinese immigration. Voluntary emigration usually brings us tbe most progressive and ambiti ous of European laborers, whoso in fluence has been felt in the develop ment of every section of the country, particularly in the northwest. Tbe ery fact that they can appreciate the immense advantages offered by a new and free country, and that they have atamina enough to undertake the ohange, marks them as a desirable class of citizens for a land like ours. The work of congress is to draw the dividing line between emigrants that are desirable and thoBe who are not. Enforced emigration of every kind is undesirable; we cannot afford to transform this country into one vast workhouse for the reception of the paupers of Europe. Congress should take active measures for the exclu sion of such immigrants, whether assisted" by tho home government, as was the case with tbe Irish pau pers, to whom a lauding was refused last summer, or sent by labor mer chants who have purchased their services for a number of years.
