THK KEPrBLICAS STATE COXYEKTIOS A Republican convention for the state of Oregon is called to meet at the city of Portland, Oregon, on Wednesday, the Wth day of April, 1881, at 11 o'clock a. m., for the purpose of nominating candi dates for the follovring offices, to-wit: Representative in congress, judge of the supreme court, the presidential electors, and district officers for the several judici al districts, and to select hix delegates to attend the national Republican conven tion, and to transact Mich other business as may properly come before the conven tion. The committee recommend th.it the primaries be held on Saturday, tho 12th of April, and the county conventions on Tuesday, the 2Jd day of April, unless otherwise ordered by the proper county central committees. The committee earnestly recommend that the delegates elected to the state convention attend in person, and if not convenient for them to so attend person ally, that they send their proxies by electors of the county they represent. The Republican voters of the state, without regard to past political differ ences, "who are in favor of elevating and dignifying American labor, giving free popular education to the masses of the people, effectually protecting all human rights in every section of our common country, and who desire to promote friendly feeling and parmanent harmony throughout the state by maintaining a government pledged to these objects and privileges, are cordially invited to unite in selecting delegates to the Re publican state convention. The state Democratic convention is hereby called to meet at Dalles City, on Thursday, the 17th of April next, at 10 o'clock a. 11., for the purpose of nominat ing candidates for the following effices: Judge of the supreme court, throe presi dential electors, repieeentative in the lower house of congress and district officers for the several judicial districts, and to select six delegates to the national Democratic convention, and generally to to do such ether busines as may of right come before such comention. The committee de-era it ntting to pre sent to the Democratic voters of the state the following consideratiens: "We see approaching an election of most vitHl import to our commonwealth in all its interests, both public and pri vate. Deeming honesty the best policy, end m striking contrast with the course of the opposition party, wo have named an early day for the assembling of the state convention. Our principles as a party will then be enunciated, and our candi dates placed in the field subject to the approval or consideration of the body politic. The variance in the vote of this state during the past few 3'ears, and especially tho very close contest in the presidential election of 1880, giea us mucU hope that, notwithstanding our present minority, with harmony in our ranks, and a well directed exertion of our strength, we shall carry off the palm of victory. The apothegm that the theory of to-day is tho practice 01 to-morrow finds a remarkable illustration of its truth in the present political condi tion of England, 'lbirty-six years ago the whole strength of the govern ment was directed to the suppression of the Chartists. Tho organization, thus called, simply demanded five couee&sious from the government, viz: manhood suffrage, vote by ballot, abolition of the proiwrty qualification for members of parliament salarietl representatives in parliament, and equal election districts. The demand led to a peifect htate of terrorism among the ruling classes, droops were kept in readiness in all the large cities to suppress any demonstration of chartism. Special constables were sworn in all over the kingdom. The country was practically placed in a state of siege when, in 1848, the organizers of the chartist movement announced their intention of march ing to tho parliament houses with a mammoth petition, and the Duke of WeUii gton, than commander in-chief ot her majesty's forces, stationed troops in the Bank of England and at all the nssaUaoie points of London rjady to quell the mob. ''The trail of the four-pounder" was hia pana cea for all political agitation, and he took care to have the remedy in readi ness. To-day, out of the famous "five points of the charter," two have been gained absolutely, and two of the other three are in a fair way of ac complishment. The ballot was adopt ed in 1572 without wrecking the empire; property qualification for members of parliament has been abol ished, and manhood suffrage is with in a short step of becoming the law. The present ministry is now prepar ing a measure which will give the last mentioned claim full effect when it is completed, as it will undoubted ly be during the present session of parliament. And none of these changes, which would have been con sidered utterly destructive 'thirty years ago, seem to have wtou hi any appreciable injury to the imperial prestige. "Witb regard to tb.6 other points, the plan to pay salaries to legislators is hardly likely to go into effect for many years to cjme, nor at all while men are to be found who will slave a lifetime to accumulate wealth and prestige sullicient to afford them the privi.ege of paying for an election, xhe Englishman works to win the wealth and fame that will give him 1 1 s prestige; the American works to get into our legislature to make wealth or fame after he has got there.
