The same being one delegate at. large
from each county, and one delegate for
every 125 votes, and one for every frac
tion over one-half thereof, cast for Hon.
M. C. George, congressman, at the last
general election.
The committee recommend that the
primaries be held on Saturday, the 12th
of April, and the county conventions on
Tuesday, the 2Jd day of April, unless
otherwise ordered by the proper county
central committees.
The committee earnestly recommend
that the delegates elected to tho state
convention attend in person, and if not
convenient for them to so attend person
ally, that they send their proxies by
electors of the county they represent.
The Bepublicau voters of the state,
without regard to past political differ
ences, who are in favor of elevating and
dignifying American labor, giving free
popular education to the masses of the
people, effectually protecting all human
rights in every section of our common
country, and who desire to promote
friendly feeling and permanent harmony
throughout the state by maintaining a
government pledged to these objects
and privileges, are cordially invited to
unit in selecting delogates to the Re
publican state convention.
SOL. HIRSCH. Chairman.
Portland, Oregon, Feb. 21, 18SJ.
T1JK DEMOCBATIC STATE C0XVE.NTI0JT.
The state Democratic convention is
hereby called to meet at Dalles City, on
Thursday, tho 17th of April next, at 10
o'clock a. M., for tho purpose of nominat
ing candidates for the following effices:
Judge of the supreme court, throo presi
dential electors, representative in the
louer house of congress and district
officers for the several judicial districts,
and to select six delegates to the national
Democratic convention, and generally to
to do such ether busmes as may of right
come before such convention.
The committee deem it fitting to pre
sent to the Democratic voters of the state
the following consideratiens:
We see annroachinc an election of
most vital import to our commonwealth
in all it4 interests, both public and pri
vate. Deenxine honesty the best policy, iaid
in striking contrast -with the courso of
the opposition party, we have named an
early day for the assembling of the st-ite
convention. Our principles as a party
will then be enunciated, and our candi
dates placed in the field subject to tho
approval or consideration of the body
pontic.
Tho variance in the vote of this state
during the past few years, and especially
the very close contest in the pres:dential
election of 1830, gives us much hope that,
notwithstanding our present minority,
with harmony in our ranks, and a well
directed exertion of our strength, we
shall carry off the palm of victory. But
to insure this end it is imperative that all
Democrats should contribute their undi
vided support and be irty co-operation,
inot only in the uctuai canvass but in its
vi-ry initiation tuo county pnmi ria i.
We do not presume to trespass upon tne
nrecincta of our notralar convention, but
do earnestly invoke ull members of our
party to put aside past dilferences and
personal antagonisms, to units in har
monious action in the various primaries
and to send full delegations ol represen
tative men to attend the state convention.
We have deemed it fitting to reduce tho
number of delegates, in tne hope of secur
ing the personal attendance of those to
bo choBsn. We especially recommend
the formation of local clubs, "where prac
ticable, throughout the state.
Believing that the success of tho De
mocracy is the welfare of the p3ople, we
cordially invite all persons, regardless of
past political affiliations, who favor sim
plicity, economy and frugality in the ad
ministration of public affairs to unite
with us.

under date of February 23d, after
describing the residence of Cardinal

immediately ncrcas the way is tho
prison like series of ediiiccs creeled
by Henry Tillard, formerly president
rnd chief manipulator ol" the North

est stock in the tr. k of his friends
about his poverty or even his com

even for this city ot rich people, and
all her Lossessions are the gift of her
husband. Pieaso do tot misunder
stand me. I am not criticising Mr.
Yillard's gift or Mrs. Yillard's -wealth,
I know nothing of the circumstances
and care less. That he lives, howev
er, in one of the most expensive resi
dences in the city; that his retinue
is greater than that o" men worth
twice the figure he was ever estimat
ed at, and that he keeps up both a
magnificent place iu the country and
the town mansion to which I allude,
are facts patent to any one who cares
to see them.
The Villard sensation has pretty
well died out, and the sighs of his
fellow shareholders are tolerably well
smothered by the reckless waves of
time, but public attention has been
renewed lo him by suits brought by
stockholders, who don't propose to
be sat upon and entirely squelched
without making a vigorous tight for
iuside informatinu. Yillard was
standing at the window with one
hand resting upon tho frame, the
other in his pocket Tho air was bit
iugly cold. Beggars shivered in the
breeze, lagged Italians poked their
iron bars m the ash barrels at the
corner, car drivers stamped their feet
as they drove by, and a coachman, in
a huge fur cap, rubbed the end of his
nose and swore because his prancing
horses, denuded of their natural hairy
growth, were impatient for a drive.
Villard is a talL portly, good looking
man, with a dreamy, listless look in
his eye and a saddened expression
upon his face, not born, however of
recent troubles, but characteristic of
him for the past twenty years. .Bas
ing my judgment on an acquaintance
with him when he was a correspond
ent in Washington in the early days
of the war. my judgment is that the
sleepiness is confined to his eyes, and
any man who selects him as other
than very wide awake will make a
sad mistake.
Eich as he may be, aud doubtless
is, what an illustration Le is of the
rocket like tendencies and possibili
ties of this wonderful country. How
Llike a socket he went up, his brilliant,
meteor like appearance attracting the
attention and winning the admiration,
not enly of his fellow countrymen,
but or ail manner of bobs and nabobs
from beyond the sea, and then how
like a stick, down, down he came, aud
with the final plunge he stood alone.
none so poor as to do him reverence
or to extend him sympathy. "What
his end may be, who can tell? His
native energy may dominate the sit
uation, and, with his undoubted
w,ealth, which is a power here to-day,
always has been, and always will be,
may yet achieve distinction and
worthily wear a crown of fame. It
doesn't look like it now, however.
His newspaper training taught him
one thing, and that is to auow news
nnpers lo print what they please,
He never explains, never contradicts.
