Four new councils of the Order of Chosen Friends have recently been in stituted by Grand Councilor Burton in Oregon and 'Washington Territory. The report of the grand secretary shows the receipts in the general fund for the ouarter ending January 31st to be fSo06.9C, and warrants drawn for the ouarter, $2703.07; receipts for the relief fund, $42,361.74; warrants drawn for death and disability claims, $42,000. , C. P. Upshur, United States shipping commissioner for this port, has received information that his father, Commodore John H. Upshur, will assume command of the Pacific station on the 31st inst. At a meeting of the National Woman Suffrage Association in Washington last Thursday the question as to how the National Association can help the women of Oregon to gain the ballot was dis cussed. It was said that in this state Mrs." Duniway has been taking the cen sus of voters favorable to women suff rage, and she has learned that the meas ure will have the vote of tho best citizens. It was decided to assist Oregon in a Jtaaneial direction, and in that direction alone. It was decided to prepare an ap PAl and send it throughout the country to members and their friends, Asking for assistance. Fokkxox Salmon Notes. The Liver pbol'correspondent of the London Gro cer? Gazette, writing under date of Feb ruary 9th, gives the following optimistic report of the salmon market. He says: The country demand shows a decided im provement, and the market has a hard ening tendenoy. Dorris, of the firm of Noland &, Dorris of your city to take testimony and rf-port the facts to the supreme court which will decide up on these facts. The taking of this testi mony will not begin for some time as District Attorney T. A. McBride is now busy with other cases. Shot on Tonng't Hirer. About half-past one yesterday morning a man named John Nelson was brought in by Messrs. Packwood and Mason from Tncker's ranch on Young's river, about twelve miles from this city with a wound in his left hip. Ho was taken to the hospital and surgical attendance pro cured. The wound was made by a bullet from a 32 calibre revolver, tearing a large bole in the flesh and imbedding itself so far that thus far the bullet ha not been extracted. Last evening the wounded man said that he had been working on Tucker's ranch and about half-past three on Thursday afternoon a man named "Boney" Graham came in with whom he had some words regarding some liquor that was in the house; that he told Gra ham to go out, which he did, and after going out called Nelson to the door and drawing a revolver fired at him striking him as before related, upon which he fell to the ground, and that Graham fired again after he had fallen. The now iron side-wheel stoamer Olym pian, built at Harlan fc Holliugsworth's shipyards at Wilmington, Del., for the Oregon Bailway and Navigation Com pany, arrived at San Francises in seven days from Acapulco, the fastest time made in ten years botween the two ports, and in eighty-seven days from Wilming ton. On the way out the Olympian touched at tho Island of St. Thomas, Pernambuco and Montevideo on the At lantic side, and passing through the Straits of Magellan, ut Valparaiso and Acapulco on tlie Pacific. The vessel displayed great speed, making sometimes as high us t-venty-tbreo knots an hour. Good weather was experienced through out the voyage. 1Ye Olympian, winch is destined for service on Puget sound, is by far the handsomest vessel of her class on this coast. Her hull is of iron and steel and is 26 J feet long by 42 feet breadth of beum, and her capacity is registered at 1U83.20 tons. Sbe is pro vided with one low-pressure engine, with a 70-inch cylinder wirii a l.'-foot stroke, and two boilers 10 by 2 fVet, cap able of bearing a preSaUre of 45 pounds to the square inch. The interior of the vessel is fitted up for the tr.iusportat:on of both freight and passengers, ueary. tho entire upper deck bung devoted to '.? saloon, which runs the whole length cf the vessel. Tne Alaskan, the companion of the Olympiin on ths Puget sound routes, sailed a week ahead of her :rjm Wil mington and arrived first at St. Thomas, but the latter beat her to Pernambuco and left her far behind, the last beard of the Alaskan being her arrival at Valpa raiso on tne 2Gth nit. An Old Trick. A "change" swindler went to A. J. Prager's dry goods store on Kearny street yesterday morning with the intention of cheating a clerk, but when he left the store he was $3 out of pocket. He pur chased a purse for 23 cents and gave the clerk a $3 gold piece in payment. The clerk counted out the $4.75 change and placed it on the counter. The swindler then put his hand in his vest pocket, drew out a quarter of a dollar, threw it on the counter and siid: "Give me back the five dollar gold piece, I have a quar ter." The clerk was about to accommo date him, when the man held a $10 gold piece in his hand and asked for change, hoping to muddle the clerk in his ac counts and then possess himself of the s.lver and the original $3 piece. The clerk had once before been swindled in the same manner, and he quietly placed all the money in the till and told the customer he would call in an officer and then give him the change. Detective Whittaker and Special Byan were on a passing car and as tho dark went to call them t'ao swindler said: "I came in here to beat you, but you have beat me." Some time ago and old man, who made a speciality of digging wells in Eastern Oregon and curbing the same with pine boards, had nearly completed a job, be ing within twenty feet of the surface, when the upper part of the well gave away and caved in on the old man, cover ing him with a ton or more of free soil and nssorted debris; and, strange to sayt a small air space was left next the waL, through which the old man made out to get a little air, and through which his voice could be heard by several men who were working near by. They came to the well and began to remove some of the earth; meanwhile the old man caution ing them to be careful about filling the litte air channel in the corner, so that his supply would be shut off. I'hing3 were moving along in good shape, with the prospect of givmg'the old man bis freedom in a few hours, when it was suggested by one of the men that some one ought "to be made responsible for payment of thi3 matter betore too much was done. They were leaving their own work and neglecting u remuner ative job to do this, and some one should be made responsible for their time, at reasonable rates, at least. This senti ment was indorsed soon after by the other two men, aud one of them suggsted that the town ought to pay them for their time. To secure thoir money, however, he thought it would do necessary to get due authority from the town board be fore the work was done. It was there fore decided to see 'the clerk and chair man of the board before they proceeded any further. 1'uey therefore adjourned from the wed to the residence of the clerk, who was at night. On his arrival he stated to the committee that it would be neces sary to yi' the chairman, who would be at home ua t.n? following day. Tuere upou they all went over to his house on the next day, and after a long deb ito ho decided that he could do nothing w.thout a full board meeting, and it was decided that the lerk should call a meeting of the board, giving the three days' notice required by law. The board upon meet ing and holding a two days' session, de cided that it would not be authorized to expend the town funds in tuis manner without instructions from a majority of the legal voters of the township. Thirty days' notice Wds therefore given of a special olection. at which it was de cided that the board might use its own discretion in the matter. Whereupon that body called another meeting, and fearing that the oldjman miat have per ished from fatigue, decided to fill the wea up and to draft resolutions of profound sorrow, which sorrow-soaked resolutions were to be spread upon the minutes of the meeting by the clerk, and a copy thereof furnished to the bereaved widow, and a second copy published in the Joy Jerker at half rates. No one will ever know until the great book of remembrance is opened and re id by the angelic recording secretary, how many days that old man held up agam3t the mighty weight and economizvd th pure air that came to him through a crev ice, while his brave rescuers were going t jroug'a the tedious routine of secur'n their p ly bef are they earned it. The last legislature of this state under took to change the time for the conven ing of the legislature from September to January, and it is understood that the next session will be held in the latter month. Serious trouble is anticipated in consequence, says the Slandui-d, as it is now demonstrated that the legislature overstepped its authority in changing the date of meeting to Jauuary, and snch session will not bo legal. The law pro vides that the legislature may change its time of meeting to any day within the year, and the following January is not w.thin the construction of the law. The only way to remedy this is for the gov ernor to call an extra session of the legis lature for the usual ttme in September that that body can correct the mistake. B. S.
