',j fm & k gaitg lcovian. ASTORIA, OREGON: TUESDAY .MARCH 4, 1SS1 PRESIDENT ARTHUR. Wokder who -will take the oath of office as President of these United States one year from to-dav. The present incumbent may. Arthur -was a surprise to many, and has been, throughout, a success. He is the first vice-president who has assumed the seat vacated by his chief and made a success of the presidency. The impression -was when he was nominated that he was swung on to the ticket to make everything solid with the boys south of the Haarlem river and carry New York. If this was so the programme was faithfully carried out. When Garfield fell at the hands of an assassin, the regret at his untimely taking off was sup plemented by the fear that Arthur would make a worse mess of the whole business. But to the surprise of many and with the approbation of all, the ex-collector of New York, the boon companion of the Knicker bocker club habitues, stepped gravely and with decorum into the presi dential chair, and with the courtesy of a gentleman and the tact of a pol itician has filled his great office in a manner that compels admiration. It was a stormy time when in Septem ber, '81, Arthur assumed executive control. Blaine and Conkling led op posing factions, each determined that if their side didn't rule, the other couldn't With admirable policy he conciliated both by denying extra favor to either: he made few prom ises and kept them, and in every way won the applause of all but a very few who had heped to use him as a tool. It doesn't make any difference what a man in public life does, he is blamed. He is damned if ho- does; he is doubly damned if he doesn't The cry is now made against Arthur that he was all along "playing for a nomination." The fact that he haB made a good president; has been a courteous gentleman; has exercised hii prerogative with wise moderation and filled the presidential chair with dignity :uts no figure now. Truly, "Kepublics are ungrateful." JIORRISOXIAX MISERY. It is with regret we read iu the brilliant columns of our amiable ex changes fears regarding Mr. Morri son's tariff law. Our regret exists be cause our amiable contemporaries should waste worry over vain things. "When these editorial gentleman in sist that the Morrison measure is fraught with evil to our institutions and disaster to the republic, they err. The country is in no danger what ever. On the green hillsides of the Willamette, under the white mantle of eastern Oregon snow, is germina ting the winter wheat. From the sunny clime, of San Jose is borne to us the fragrant strawberry; the black funnels of the ocean steamers clouds of smoke by day, pillars of fire at night come swiftly northward with luscious cauliflower and succulent peas from California; far out to sea in the measureless depths of ocean, the salmon are marshaling in tens and hundreds of thousands to swim for the Columbia river, and as the' year goes by the blush upon the apple tree and the bride-like adornmont of the peach will add renewed truth to the maxim that "To whom that hath, shall be given." Let us rejoice and be exceeding glad that Mr. Morrison nor the tariff bill need not scare us peaceful dwellers on this far off west ern shore. Croak as they may, the amiable gentlemen of the press in the eastern states cannot cast a single cloud across the sun of next July. It is officially announced that at a dinner given in "Washington on Sat urday evening "the supremo rank of the president was recognized by plac ing him at the middle of the table, in the seat of the host," with diplomats to the right, to the left, and in front of him. This intelligence will be re ceived with satisfaction by the whole country, by Democrats as well as by Republicans, The "supreme rank" of the president is a question of grave publio concern, not second in import ance to even the "first lady" question. We are all glad it is settled. It would be horrible to have it projected into the next presidential campaign. The report comes that Villard is not dead but sleepeth. He has made half a million in two success ful 'deals" on Wall street since va cating his former throne and is now negotiating other railroad interests. It is always easier to bity a man than it is to admire him, and for that rea son a good many who had withheld their admiration in the zenith of his fame, gave freely of their pity when the clouds obscured him. Unless all the signs in England fail Mr. Gladstone will have to emi grate and settle down in the west The increase in the lunacy statis tics may be accounted for by the tar iff discussion. Ben Butler's little boom for the presidency appears to have vanished into thin air. Mr. Koscoe Conkling ia making the greatest effort of his life by say ing nothing.
