.00 he gattjj gtetorau. ASTORIA, OREGON: FRIDAY FEBRUARY 29. 18&J CLATSOP COUNTY REPRESENTATION. The state senator elected jointly frbm Clatsop, Columbia and Tilla mook counties in June, '82, holds over. The joint representative from Clatsop and Tillamook counties to the next session of the legislature will be .elected next June. At the last statt election "vre were -represented by a nonentity; the only thing we heard of that he did was to vote for lira ""Duniway for United States senator in the thick of the Mitchell contest For all practical purposes we had no rep- reeentation in that house. Without any intent to hold a post mortem ex amination, we desire to call attention to the pitiable figure Clatsop oounty -..-assumes in the state capital. With, interests second only in im portance to Multnomah, with a popu lation that entitles her to at least Rouble the representation she has, our county appears in Salem in the person of half a representative and , , one-third of a senator. Our interests J are neglected, our claims ignored, our requirements dodged, our posi tion misunderstood, and in the sister hood of counties Clatsop figures only as a step-daughter among a house tiold of children by a later union. Take the last legislature. What did the honorable gentleman who was elected by Clatsop county to the lower house know of the require- , ments of the good people which ko presumed to represent? How many of our citizens knew him; how many did he know? He was an accident; went to Salem because he happened to be on the winning ticket, and tho best eulogy that can be passed on his official record is that if he did us no 'gobd, he certainly did us no harm. - 'Take our state senator. An esti mable gentleman, a good business man, and true to his friends, but un able by reason of the unjust appor tionment of which we complain, to - do full justice to the measures which affect our county and which can only be redressed by adequato represpn ta ction. This matter of representation is a stigma on "political" leaders in this state. It is a mutual concession and a mutual confession of weakness. It is a tacit admission that each side is afraid of the other, and a cowardly dodging of a question that has no excuse for postponement The state constitution makes due provision for apportionment. It says Jtf-iireffect that after the federal census is taken the state shall be re-apportioned in accordance with the popu lation. The census was taken in 1880. "When tho legislature met in the fall "' of that year, Hon. 0. W. Fulton, who was then representing this county, introduced a bill reapportioning state 'representation, and giving Clatsop county its due. It merited immedi ate passage. But it didn't pass. Both sides seemed afraid of "the unknown .quantity" in politics; they had fig ured up just how the state might go under present apportionment, and were content to take their chances as things were. Of course this was not theexcusa But it was -and is the real reason. The flimsy excuse was .-that no official returns had been re ceived. That was "a good enough 'Morgan till after the eleotion." To show how ridiculous that excuse was 'it is but necessary to cite the fact that when the legislature of '82 met and there was no excuse then, as 'the official returns" had been re ceived, there was no move made in . the matter for the same reason as be fore both sides were afraid the op position might obtain present or fut ure advantage. Besides, there was a United States senator to be elected, and that overshadowed such trifling Hfcfquestions as what the state owed to its individual citizens. .Last year that delightful courtesy which is the crowning charm of po- litical action awarded the legislative .nomination to Tillamook county. This year a man from Clatsop coun- 'jty is .to be elected. The star that glitters in the political horizon, , .above the smoke and dust of the con flict, is the senatorial election, but there are a few little matters that are of far more importance to the citi jfe zens of Clatsop county than who sHall sit in the American House of Lords for six years from March 4th, 1885. Tj7e want to elect a man from Clat sop county to go to Salem next win ter with some idea of what he goes for; with some idea of his duties, his '''powers and his responsibilities. He -ueeds brains to conceive ideas,he needs -courage to maintain them. There need " be no difficulty in finding the man; ithe difficulty lies in getting him nominated. The question is not al ways-, "is ne nonest and capable?" Ilher, -"can he be elected?' Both questions are very important the irsone particularly. In the senate are thirty members: in the assembly sixty; taking the ceus' ms of '80 as a basis would ffive about 5,600 population as a ratio for & senator, and 2,800 for a represent ! atm: According to this, Clatsop is ! entitled to at least one aenatcr and two "representatives. Contrast this cwKk1Iier present status of half a rep. resentative and one-third of a sena tor and the contrast furnishes suffici ent comment This matter of ade quate representation is one of the things that our representative to be elected next June should iterate and reiterate. Ho need only have the courage of his convictions. He would get plenty of help from every source. Friends would arise to fight the bat tle and make common cause. There are other matters of importance to Astoria and western Oregon in gen eral that need a little attention. Our salmon interests, Columbia bar, cor poration rule, the mortgage tax law, etc., which it will bo time enough to discuss in the future. There is going to be some high old German talked in the parliament at Berlin. The friends of the late Herr Lasker, in the Riechstag, are about to demand of Prince Bismarck an explanation of his extraordinary conduct in relation to the Lasker res olutions of the American house of representatives. The despotic chan cellor has undoubtedly made a great mistake, and that very near the close of his career. He is not sustained in his cantankerous behavior by the en lightened German people, and, least of all, by the Germans in this coun try. His friend and patron, the old Emperor William, will die presently; the splendid Prince Frederick Charles will come to the throne; enlightened young Germany will take hold of the scepter, and then the bloody-minded chancellor will be retired to his es tate, ausgesptelt. The Oregoiiian says that Portland didn't lose more than a million dol lars in the drop in Villard stocks, and that those that did lose could well afford it: that there is plenty money in Portland and that nothing but the attempt to tax it so heavily keeps it out of sight NEW TO-BAY.
