t 02 . t . VOL. XX, XO. J 25. ASTORIA, OREGON, FRIDAY, FEBRUARY 29, 1884. PRICE, FIVE CENTS. 'j- fc BY MAIL AND TELEGRAPH. News From Various Source-. Public Land Grants. "Washington, Feb. 27. The coin mittee on public lands to-day consid ered the forfeiture of the Northern Pacific land grant Anderson moved that all land con tiguous to that portion of the road not constructed within the time speci fied by the act be declared foxfeited, Brents offered a substitute, declar ing forfeiture of lands between Wal lula Washington territory, and Port land. Oregon, and continuing the remainder of the grant, on condition that the road be completed within two years from January 1, 1884, and that unsold lands should be sold to citizens or those who declared their intention to become citizens, in auan tity not exceeding 160 acres, and at a price boc exceeding $z.uu per acre. Scales offered an amendment, pro viding for forfeiture of the laud alongside that portion of the road not finished to date. Voting on the various propositions was postponed until to-morrow. Members of the committee express the opinion that the proposition of Scale's will be passed. Before ad journing the committee agreed to report the bill for forfeiture of the land grant to the "backbone" road. Anderson was not present when the latter subject was voted upon Satur day." He was present to day, and cast the deciding vote iu the nflima tive. , The senate committee on public lands held a meeting to-night at which a general discussion of the question of forfeiture of unearned railroad land grants was had. No conclusion was reached, as the com mittee finds the question a compli cated one. which cannot be disposed of without considering various col lateral questions; among other ques tions, the disposition of forfeited lands in the event of forfeiture being declared. In connection with the question of forfeiting the grant of , lands to the Northern Pacific rail-1 --- wwH.v.vu ... a.a,.w i road, for which bills are pending in both houses of congress, the discov ery has been made that the act of July 9, 1882, ratifying the agreement between the Northern Pacific com pany and the Crow Indians for the sale of a portion of the reservation of the latter for the use of the former, may be construed as a recognition by congress of the right of the Northern Pacific Eailroad company to proceed with the construction of its line after the expiration of the time fixed by congress, in the act creating the com pany, for the completion of the road, and so may be used as an argument against the forfeiture of lands granted to the company. This bill passed the house without discussion under sua pension of tha rules, and does not ap pear to have been discussed much in the senate. Spokane Falls and Crrur d'Alcne Bailwaj.
