BY MAIL AND TELEGRAPH.
News of disaster comes from every
quarter. On the 19tli a cyclone in
Alabama and Georgia wrecked hun
dreds of buildings and killed fifty
people. On the 20th an explosion ih
a ConneUsville, Pa., coal mine killed
nineteen miners. During the week
Dakota and Minnesota blizzards have
occasioned widespread suffering and
seriously interfered with travel. The
unfortunate dwellers in the Ohio
flooded district had their miseries in
tensified last Wednesday by a terrific
gale. A dispatch from Louisville
says:
The worst gale ever known is
sweeping this part of the Ohio valley
from end to end, carrying destruction
and death with every blast. About
6 o'clock a pouring rain changed to
drifting sleet, and is now blowing
at a velocity of forty miles per hour.
Captain Divan, in charge of the life
saving station, says that the houses
in the submerged portion of Louis
ville known as "The Point" are falling
by the score. The upper stories of
many of these houses are occupied
by at least 250 people. "It is impos
sible to reach any more of these peo
ple with boats. We have already
removed some, but can take away no
more. No boat can reach them. No
boat could live to reach them. They
are surely doomed. I wouldn't vent
ure ten cents on their escape. Every
packet on the Ohio river that cannot
put into shore to-night is bound to
die. Below Evansville thero are miles
and miles of flooded country where
no steamer could possibly make
shore. The timber skirting the banks
of the river is under water. To strike
upon it in a calm means death; but
in this stage of the water there can
be but one fate for any vessel loof e
upon the waters of the Ohio tonight-"
A flat boat which ventured
out to take off some people on "The
Point' was overturned by the gale,
and a part, if not all of the occupants
were drowned. It is impossible to
learn anything definite of the condi
tion of the people to-night Houses
in all submerged places must be in
evitably swept from existence to
night The loss of life apprehended
is positively incalculable.
Menaced b) Chill.
Albert G. Brown lectured before the
American Geograpical Society in
New York on the 20th, on Chili's
growing power. He said Chili has
not only advanced into the position
of the controlling power on the west
coast of South America, but her naval
strength at this moment commands
the Pacific coast of the United States.
Any one of her three ironclads can
sink every wooden vessel in our
wretched navy. She can enter the
ports of California and Oregon. Our
defenseless cenditionon the Pacific
coast is not safe. It is not compati
ble with those relations of power to
power there, which should be sure
guarantees of peace. "I beg 3'ou to
give thought to the important rela
tions the presence of such a power as
Chili is growing to be in the south
Pacific to our pretension of right to
control any isthmus canal by virtue
of our possessions in the north Pa
cific. You will not find a Chilian
statesman who will agree to this pre
tension of ours, and England and
France will both support Chili's re
sistence of it whenever the question
becomes a practical one.
Bismarck's Action Denouaced bj the
"Staats Zeltung."
Nkw York, Feb. 20. The Htaats
Zeitung says: "Cable dispatches
stating that naturalized German
American citizens, who return to
Germany, are again being subjected
to military duty, and that the Ger
man foreign office ignores United
States Minister Sargent, and conducts
all negotiations directly with Wash
ington, will be instrumental in en
lightening Americans as to the situ
ation. The treatment which Sargent
has for come time received at the
hands of Bismarck was really scandal
ous, and our government should never
have tolerated it. Insults heaped up
on Sargent by the official press of
Germany on account of his alleged
newspaper articles on the hog ques
tion, were only the prelude to an ac
tual proscription of our minister by
Bismarck. Sargent is not permitted
by Bismarck to hold personal inter
course with 'him, although his rank
entitles him to it, and he is in all
cases referred to as Bismarcks subor
dinate. The American minister actu
ally suffers under this slight placed
upon him to such a degree that his
position has become very unpleasant,
but he endeavors to hold on because
it is his bread and butter. This is
indeed a bitter lesson for the United
States, and the simple fact that Sar
gent was passed over when the
Lasker -resolution which ho had pre
sented, was returned, is in itself so
gross an insult that our government
can by no means paBS it o ?er in silence.
Our government would be perfectly
justified should it present the answer
to the communication which the Ger
man minister in Washington may
have to make to the chancellor of the
German empire through Sargent, thus
taking no notice of the German minis
ter. Should the chancellor then de
cline to receive the American minis
ter, our government would be justi
fied in recalling our minister in Ber
lin" and sending Eisendeoker his pass
ports." " The New Steamer Santa Rosa.
New Yobk, Feb. 20. The new
steamer Santa Rosa sails Saturday
Sot San Francisco. Eight passengers
j&ze booked. She attracts much at
tention from the elegance of her
finish and the completeness of her
equipment The hangings of her
staterooms, which are in plush and
gatin, were made in accordance with
suggestions of Henry Yillard. The
steamer has been dubbed the "float
ing hotel,'' on account of her pala
tial accommodations. She cost $500,
000. The only stop en route will bo
Valparaiso.

Next to Edmunds Sherman appears
to be the favorite with Massachusetts
Republicans. Democrats will prob
ably choose as delegates at large to
the national convention Butler, Judge
Abbott Jonas H. French and some
man from the western part of the
state. The delegation will be a But
ler delegation, in the sense of being
in Butler's hands, but will not vote
for him for presidential candidate
unless he wills it The impression
among representatives is that Butler
intends to run for governor this fall,
with little hope of being elected. He
will then run again in 1885, when the
Republicans are exhausted by three
wearing campaigns.
Laud-Gnmt Roads.
The land-grant railroads are show
ing their usual stolid contempt for
the pnblic by their opposition, before
the committee on public railroads, to
the bill requiring them to pay taxas
on their lauds. That they have the
least obligation lo contribute towards
the maintenance of the community
that protects their property, as other
citizens do, is an idea that apparently
has not yet entered the average sub
sidized corporation manager'shead.
To grow rich by the appreciation of
the value of their gift of land and by
the development of the country, de
spite their extortionate charges, so
that after having charged twice as
much as they should have done for
transportation, they may charge two
prices for all the gift land they hold,
and to secure all this without con
tributing a cent towards the support
of the institutions by which they
exist, is evidently the idea of these
subsidized corporations.
The railroads hold, according to
Senator Van Wyck, 160,000,000 acres
of donated land on which they are
evading payment of state and terri
torial taxes. They are beginning to
lease large tracts of this for grazing
purposes. The next step in the de
velopment of the political economy
of these subsidized corporations will
be that they will possess vast untaxed
estates, which they would hold to be
rack-rented in the most approved
Irish landlord fashion. If they suc
ceed in their scheme to defeat all at
tempts to make them pay local taxes,
wo shall have all the horrors of Brit
ish landlordism reproduced in this
country, with this all-important dif
ference against us, that our land
lords will be subsidized corporations.
The state of things towards which
our land grant roads are dragging us
is parpetual ownership of vast landed
estates by landlord corporations pay
ing no taxes. The supreme court
has twisted the law against the peo
ple to prevent the local taxation of
these corporations, and a congress of
faithless demagogues has not un
twisted it, but lets its unjust laws re
main untouched.
A Different Way of Thinking.
The people of the country are pro- j
nouueed in opposition to a continu-
ance of the Northern Pacific land '
grant, and to the resolutions recently
passed by the chamber of commerce
concerning the grant The company
holds its grant in King county by!
virtue of the building of thePuyallup J
valley coal road a road built princi-'
pally as a measure of hostility to
King county, and the giving to which
of a grant of land was a wrong of the
most flagrant character especially a
grant in King county. The grant of
this laud has operated to hurt the !
county and people in a double way; i
first, in taking their lands to pay for
building the road, and second in lock
ing up these lands from the public,
free from taxation, and to the mani
fest injury of the people. In the
count' would to-day have been prop-!
ably several hundred more farmers
had it not been for this grant The
few who have bought from the com
pany have had to pay more money i
for their land than if they had bought
from the government The company
has held its lands until the population
around them has made them valuable,
it in the meantime being a clog of
the worst kind, paying nothing ,
for schools, roads or other improve-
ments. The country is checker-board-1
ed with their lands, every alternate (
section belonging to them, and being, '
with the exception of the few acres
sold, yet untouched by the hand of
man. The people are tired of this.
They want the company to take pos-
session of such lands as belong to it,
if any there are, and pay taxes on
them, just as other folks do, and they
further want the lands put in the
market at figures approximating those
at which the general government sells i
like lands in the same vicinity. These
are reasonable requests, and the com-1
pany can offer no reasonable objec-1
tion to granting them. Meetings of
farmers are contemplated to protest
against an unconditional continuance I
of the land grant Seattle r. 1.
