The recent death of a somewhat prominent gentleman in New Jersey recalls to the mind of Charles K. Bishop a ludicrous circumstance which occurred in his office when he was the publisher of a daily paper in that state. The individual referred to had often been heard to say that the fcress of New Jersey was destitute of independence, and that any com munication reflecting upon the man agement of corporations in general, was sure to be consigned to the waste basket We combatted his views to the best of xur ability, contending that the press lie denounced wtu as independ ent as its duty to the public interests required, and intimated that if he "were the publisher of a newspaper, he would be less likely than ourself to give utterance to the views he en tertained in the bold and fearless style he so muoh admired. Of course he thought differently, and so ex pressed himself. One day helianded to us for publi cation along communication which, said .he, was "perfectly truthful from beginning to end. We read it very carefully, and though it con tained some personalities which we thought out of place, we resolved to publish it on one condition. Turning to him we said: "Sign your full name to this article, and it shall appear to-morrow." ""Why sign my name at all?" he asked. "Because, we answered, "we wish to put your boasted courage to the test. You say the statements in that article are incontrovertible, and admitting them to be so, we are curious to see if you have the manli ness to do yourself what you declare New Jersey publishers dare not do." These few words brought a bright color to the gentleman's cheeks, but they brought also, an answer to his tongue, for, after a little hesitation, He said: "I will do as you demand. I will let the railroad corporation against which my charges are made see that there is one man in New Jersey who has the courage of his convictions." So saying he appended his signa ture to the communication, which, it was agreed, should appear on the fol lowing day. iJlThe same evening, much to our surprise, the author called at the office and stated that he wished to make some changes in his article. "On reflection," he said, "I have de termined to omit some of the person alities it contained. They might in volve me in a law suit" We smiled as we wnistled up to the composing-room for the manuscript and when it came down in the copy box, we could not refrain from ob serving, as we handed it to the writer: "We trust your valor is not going to ooze out at your finger ends, like that of Bob Acres, in Sheridan's play of lThe Rivals?' " "Not a whit" he replied; "the arti- cle will be 311st as strong without so many personal strictures." The necessary ohanges and eras ures having been made, the paper was returned to the foreman, with the request to have it in type by ten o'clock, as the author wished to see a proof of it by that time. Punctually at the hour named the proof sheets were placed in the hands -of onr- independent contributor, and we watched his countenance as he read them. He was evidently trou bled. At length he said: "I notice here some passages whioh I forgo to modify when I was last here. May I do so now?" ' "Certainly," said we, silently en joying his uneasiness. in-about half an hour he returned us "the proofs, and glancing at them we 'discovered that about fifty lines had been expunged. . 'ijsit all right now?" we asked. "Yes, I think so," he responded, and he bowed and bade us good ' ""fiS-. to 8ee moral of our brave scribe for at twelve o'clock, the time which the foreman usually began to make up the edito rial page, on which the communica-tidn-was to be inserted, he again ap peared. His remark was: "Could that piece of mine be held over for another day?" "Yes," we answered, "but why do yarn ask?" t 'Because," said he in a nervous, agitated manner, "I desire to consult ihy lawyer in reference to some of the allegations made in it I should not like to get inlo a libel suit1' "Nor should we," we rejoined, - "though we might take the risk, if necessary for the public good despite your accusation of the 'subserviency of the press to monster monopolies;' " quoting nis own words in a previous interview.. ejwinced a little, but said noth ing, and receiving his proofB, took his departure. ' The., next day, quite early, with a jraryfsubdued air be walked into the office. Humility had taken the place of 'arrogance, and we saw at once that he, had come to ask a favor, but 4id n'ot know in what manner to so licit it "What now?" we exclaimed, pre tending not to notice his embarrass ment "Yqu may perhaps smile," he be gan, "wbenI tell yon that my errand i-" ,lTo -withdraw your 'piece' alto gether we said, anticipating him. , "Just" so. "It Beems to us, Mr. ," we said, calling him by name, "that this is the quintessence of trifling. You first ftlaiost dare us to publish your arti cle, and when we accept to do so on a condition that you accept, you put us tcft&e-trouble of setting it up, and when up, you change and modify it at will, and now you bestedi u not to publish it at alL" "I am willing to indemnify you. as I have said, for any loss you raaj &u tain," said our crestfallen acquaint ance. "We have no doubt you are," we returned; "but if the communication had appeared as you originally wrote it, you might not have got off so eas ly. Be wiser hereafter, and before you again arraign the press of New Jersey for its severity or its lack of moral independence, remember this little affair, in which you have played a very ridioulouo part" It was finally agreed that our friend (as he" afterward became) would pay the cost of setting up his "piece" and treat the typos to a fine oyster supper, both of which contracts were faithfully fulfilled; and so the diatribe which was going to electrify the community and teach the press its duty, never met the public eye. Oregon's War Tar. Senator Slater has presented the senate a statement which was referred J to the committee on claims explain- mg the purposes of senate bills num bers 571,655 and 810. The object of these bills, which were introduced by Senators Slater, of Oregon, and Jones, of Nevada, and Miller, of Cali fornia, is to allow the states of Ore gon, Nevada and California 15 per' cent of amounts paid them respect- j ively into the treasury, as their pro-! portion of the direct tax act of August ' loth, 1861, and paid by them without an v er Dense whatsoever.
