FACTS AND FIGURES AKOUT OREGON.
Recent statistics compiled at the
state capital show the total value of
all property in the commonwealth as
indicated by the returns of the sever
al county assessors is S10S,048,2S6.
Probably if it -were assessed at its
true value the aggregate would be in
creased to $325,000,000. The state
tax for '83, was $412,719. The average
wealth per capita is $62L The total
number of polls is 19,720, which is
also ridiculously incorrect. The total
number of school children is 69,076
which is nearer the truth.
Douglas County has the largest
number of acres of tar ble land, Linn
the greatest value, Multnomah takes
the lead in town lots and improve
ments, money, notes, household fur
niture and carriages, gross value of
property, of indebtedness, of tax, of
wealth per capita, and of school chil
dren. Union county has the largest
number of horses and mules, with the
greatest value; Grant county the
largest number of cattle and the great
est value; Umatilla county the largest
number of sheep and greatest value.
Jackson county the largest number
of swine and greatest value.
The tax levy in the several counties
of the state for 18S3 for county, state
and school purposes is as follews:
Josephine, 25 mills on the dollar;
Clackamas, 22 mills; Curry, 22 mills;
Tillamook, 22 mills; Coos, 21 mills;
Union, 21 mills; Clatsop, 20 mills:
Douglas. 20 mills; Jackson, 20 mills;
Klamath, 20 mills; Lake, 20 mills;
Baker, 19 3-5 mills; Grant, 19 3-5
mills; Umatilla, 19 3-5 mills; Colum
bia, 19 1-10 milLs; Washington, 18 1-10
mills; Yamhill, 17J mills; "Wasco, 17
mills; Crook, 16 mills; Lane, 16
mills; Multnomah, 15 3-5 mills; Linn,
15 mills; Marion, 14 mills; Polk, 14
mills. The one things that the re
turns of '83 demonstrate is that real
?tate in Oregon is assessed too
low.
POVERTY.
One of the wide differences between
the religious and social life of this
and many other countries is found in
the way we treat the poor. It is a
cardinal doctrine of all true Ameri
cans that among the first duties of
state, church and society, is to dry
up all the fountains of poverty. "We
never license beggary, never encour
age it, and are fast coming to the
point not to tolerate it Our first
duty to poverty is to abolish it The
siok, afflicted, aged and infirm, we
house, clothe and feed. Those able
to work we set at work. We need to
do more in this behalf, but the gen
eral sentiment is, give work and good
pay to all who want work. Loafers
and tramps, who will not work, starve
till they will work. One of the strong
tendencies of our time is toward mu
tual aid societies. The name of the
societies is legion. Some help those
only who "need help; this they do
liberally. Others pay regular sick
and burial benefits. Others again
provide liberally for the widows
and orphans. The aggregate of
these benefactions, so freely
poured out all over our land,
amount to millions every year. Some
of them add a distinct duty of ob
ta Jiing work for members who need
it These all go to swell the popular
public sentiment which demands the
squelching out of abject poverty.
Alms giving, as practiced in many
lands, is regarded as criminal, as it
encourages beggary as a profession.
The paupers of many countries hand
down their trades to their children.
Generation after generation mutilate
themselves to make the most pitiable
possible object of human compassion.
Nothing can be more unchristian
than to contribute to such a crushing
out of all manliness and human
worth. Compel every person to feel
that to work and earn an honest living
is the first duty of life, and you have
gone far toward saving body and souL
Anything that encourages beggary
and sloth, that raises up one man or
class to live upon another, drags the
world down instead of raising it up.
The independence that looks every
man in the face and says, I earn an
honest living by honest toil, is worth
more to church and state than many
who think themselves wise and good
can comprehend.
The statesmen at Washington are
still discussing the tariff question,
and all the organs are printing col
umns and columns of alleged wit and
wisdom on the subject. They are
painting the beauties and the blurs
of pig-iron protection, and are en
deavoring to convince the country
that unless all the "infant industries"
are rooked in the cradle of congress
republican government and the
American people will perish from the
face of the earth. All this is merely
the shuffling of the political cards
preparatory to the opening of the
presidential campaign.

again the sand lots demagogue is out
of a job. It is somewhat strange that
Denis has not yet tried the dime
museum scheme.

pared an interesting statement con
cerning the cost of our navy. We
have ninety-two vessels in the regis
ter, including .storeships, tugs, old
sailing vessels which can never go to
sea, and a lot of hulks used for school
ships and practice vessels. They" costl
originally $40,796,612, and have re-'
ceived repairs costing $11,200,822, or
an average of nearly $1,000,000 each.
Old Ironsides, built in 1797, has had
nearly $1,000,000 iu repairs, while the
original expense was $302,000. The
St. Louis, dating back to 1828, has had
five times her original cost in repairs.
Only sixteen in the whole list, outside
of monitors, have been built since the
war, while nearly all the old wooden
ship3 cannot be repaired again except
to patch them up for summer work.
True, we have but four steel vessels in
course of construction, but they are
not armored, and congress does not
seem inclined to vote money for more.
Wo have not a single iron vessel
under our flag.

the flooded Ohio valley- One dis
patch says: "A house went by Mid
dleport this morning with a woman
riding on the gable end. Men rowed
out to her and appealed to her to get
off. She refused, saying she had four
babies below. The glass was broken,
and the children were floating, dead."
The loss of life and property is ap
palling. Great suffering is reported
over a wide extent of country. The
Ohio river is higher now than it was
ever known before, and the pitiless
rain is still descending.
