The annual meeting of the P. L. and
B. association will be held at Liberty
hall at 7 o'clock this evening.
More rain fell at Astoria than at Cape
Hancock during the month of January:

Very little was done yesterday alonp
the water front except to make all soup.
The Eureka arrived in in the afternoon
with freight and combustibles.
The German Evangelical Reformed
congregation will hold divine service at
the Baptist church on Sunday next at 3
p. m. John Gantenbein, pastor.
Officer Peckinpah arrived down from
Salem yesterday with a warrant from the
fovernor to take Thos. Quirk to San
'rancisco there to be tried for embezzle
ment and larceny.

The average girl may be too good for
this world, but she cannot help envying
her young brother when he has got the
seat of his pants plated with sheet tin
and is told that he may go and slide
down Benton street hill all ho wants to.
Any one wishing to secure stock in the
Clatsop Bridge company can have an op
portunity any time before March 1st, by
calling on the secretary. Mr. F. J. Taylor,
at his office in the Pythian building.
After the 1st prox. the stockholders will
take up whatever stock is left.
The ringing of the school bells at nine
o'clock yesterday morning was further
enlivened by the peal of the fire alarm.
A burning chimney at H. B. Pamer's res
idence was the cause. Both engines met
at the corner of Main and Sqnemoqua
streets and went flying down to the wharf.
Fortunately their services were not de
manded. At Salem on the Gth the supreme court
of the state in the case of the city of As
toria, respondent, vs. Geo. Hill, appellant,
affirmed the decision of the lower court.
In the case of C. "W. Loughery, respond
ent, vs. Geo. Hill, appellant, a like de
cision was announced. The application
for citation to F. D. Winton to answer
complaint was taken under advisement.
The expressed determination at yes
terday afternoon's meeting to begin iu
mediate work on the Clatsop road will be
a good thing for the county. There are
a good many sensible people in this
city who believe that one of the surest
ways to bring a railroad here is to make
it worth coming here and the way to
make it worth coming here is to build
roads that will tend to unite the county
and give people a chance to settle wher
they can nave some show of getting what
they raise to market.
Libel Dismissed. In the United States
district court in Portland last Thursday
Judge Deady gave a decision dismissing
the libel of Pilot George W. Woodof thiB
city against the British ship Ullock.
The ship came into the Columbia river
about a year ago and Wood signalled her.
Before he could reach her, however, she
took a Washington territory pilot from a
tug boat. Therefore, Wood brought suit
to recover the wages he would have
earned had he piloted the vessel Into
the river. Judge Deady decided that a
pilot must be within a half a mile of a
vessel when signalling, and that Wood
was not at the time for which he brings
suit. The judge further made the ruling
that a vessel entering the Columbia
river may take a pilot from Oregon or
Washington territory, whichever happens
to come first.
Hiss Spanldlng'a Lecture.
Miss Helen F. Spaulding, of Portland,
delivered a lecture last evening at Lib
erty hall. Her subject was "The Higher
Education of Woman." The opening
portion was a plea for its necessity; the
major part was a demonstration of its
fitness and an elaborate argument for
its justice. The keynote of the lecture
was the statement of one incontestable
fact education has become not so much
a question of gender as of humanity.
Whether man or woman it is better to
educate; as a cold, commercial tenet of
successful policy it pays to educate; edu
cated women are better wives for being
educated; they are more conducive to the
happiness of others and more likely to
be happy themselves.
The lecturer assumed in the latter part
of "her lecture the Socratic method of
discussion, and propounded a series of
questions that would be distressingly
difficult for any presumptuous opponent
to answer. She paid particular attention
to the recent pronunciamiento of Dr.Dix
of Columbia College, New York, and in
her expo 3e of that gentleman's fallacious
statement made new contributions to
the cause which she so ably advocates.
Her statistics in reference to co-educa
tion were admirably prepared and forti
fied her position by their direct and con
elusive proof of her assertions. Her
manner is at once capuvuwng, convincing
and sincere, and her peroration was a
model of es3avio oratory. She was list
ened? to with the utmost attention, and at
its close was tendered a unanimous vote
of thanks by the audience.

ironically presumes that England is
strong enough to act alone, otherwise she

Senator Morgan has introduced a bill
designed to head off any probable sena
torial action concerning the forfeiture of
land grants. It provides that a circuit
court of the United States shall have
jurisdiction on all questions arising
from such declaration of forfeiture and
shall have jurisdiction to determine
whether any such declaration of forfeit
ure has been so made as to abridge, im
pair or destroy the granted rights of any
state, corporation or person having rights
of Ibasemeut or privileges, under the act
of congress making such grants.
Gen. Stone thinks the crushing defeat
of' Baker Pasha will almost certainly
cause an uprising of more Bedouin tribes
in Egyptian territory, and possibly an
uprising of Bedouins in Arabia, Syria
and Palestine. It would not be surpris
ing at all should it also orcate serious
trouble in Tripoli, Tunis and Algiers.
El Mahdi will not stop short of the con
quest of Egypt if this happens. The only
remedy for t je present state of affairs
will be for England to send 50,000 British
troops and 50,030 heathen Indians into
the country. The rebellion cannot be
'onauared with four times the force now
in Egypt.

The skies that flush in crimson splen
dor above the eastern hills at dawn were
yesterday overspread by a dark leaden
cloud that rolled in from the northeast
and from its capacious folds shook out a
few scattering snowflakes. At ten o'clock
snow began to fall in earnest and by
noon three inches were lying on the
streets and roof top?. The usual rattle
of the wheels above the bent work and
over tho bridged streets was muffled; in
the stream the masts and Fpirs of the
vessels took on curious shapes; through
the city traffic and travel was almost sus
pended, the busiest portion of humanity
being the boys who were out in force
with s'.eds and zipped down Benton street
at a lively rate. Snowbal.ing was plenty
and in some instances made business for
the glazier. The Chinamen who have no
more use for the snow than so many cats
were the worst used. The sight of one
on tha street was the signpl for a shower
of snowballs, and the madder John got
the more fun it was for the boy?. At
three the snow stopped falling and a
squall from the north sent showers of
sleet. At the cape the wind was blowing
forty knots an hour and eastward as far
as St. Helens the snow was reported deep.
At five o'clock the clouds rolled away
and as the dusk deepened into night and
the moon showed through rifts there was
presented a scene of unusual beauty;
crowds of merr youths and maiden i and
boya under siity yoars of ago were out
with overy conceivable kind of a vehiole
that could be made to go on runners,
the hillsides were in sp endid trim for
coasters, and any one that didn't have a
sleigh ride last night won't have another
such chance for a long time.

The increasing circulation of The As

new press. The present one in use is
hardly up to the requirements of The
Wesklt Astoeuv, and therefore like
other good th'ng3, is to be superceded by
new and improved machinery. Some
time ago The Astobias, offered for sale
about a ton of old type, of which it had
no further use. Considerable has been
sold. Anyone having any use for type
can be given some with good face at "low
cash prices. The press on which the
naDer is worked off is the one boucrht
from D. C. Ireland in September 1831. It

Oregon Pacific Kailroud Company, which
recently renewed operations upon its
grade between Yaquiuu bay and Corval
lis, are moving actively here. Within
the past few days the agjnt of the com
pany here has bought tne tug boat Fa
vorite, for serice on Yaqum.t bar, and
Shu is now rectj vingnew upper works, pre
paratnr1 so nujj north. .The is the
tame size.is tue tug Fearless of Coos bay,
but ha3 u little more power. The Favor
ite w.jI sail for Yaquina in about ten days,
and bhe will be employed wholly in pilot
ing and tawing vessels on the bar. The
schooner Nora Hawkim Las been char
tered to carry rails to mquiua bay, and
goes into berth at the sawmill to-morrow.
Other vessels will follow immediately.
All steel rails and other materials for tae
Oregon Pacific that have been in bond
here for a long time will be forwarded at
once. An arrangement has been made
by which customs duties aggregating
about 150,000 will be credited to the dis
trict ot Oregon, and to the Yaquina bay
custom house.

the matter of building the road from

It was resolved that the stockhold
ers proceed to elect a board of direc
tors, and that for that purpose each
share have one vote in such election.
It was resolved that the board
consist of five members who
should be empowered to draft
and submit at the next stockholders'
meeting a constitution and by-laws'
for consideration. The following
were elected as such a board of di
rectors; Geo. Flavel, L W. Case, D.
K. Warren, John Hobson and Josiah
West. This was followed by a gen-,
oral discussion concerning the details
of structure, time, etc. In regard to
the right of way everything neces
sary has been guaranteed on both
ends of the line, and as by a unani
mous vote it was resolved as the
sense of the meeting that the direct
ors be instructed to begin active
operations forthwith, it is probable
that work will soon begin. The mat
ter of a drawbridge has been consid
ered better to hold in abeyance for a
time. To put in a ferry across the
channel is tho most expedient and for
many reasons tho most satisfactory
manner of covering that part of the
road.
The meeting adjourned at p. m. to
meet at the call of the chairman.
