THE UPPEU HOUSE.
It has always been a mystery to
those familiar with matters of legis
lation in congress why nearly every
member of the house of representa
tives cherishes a burning ambition to
become a senator. It appears to be a
settled fact that men rho reach the
senate of the United States do not
often go higher, notwithstanding
nearly all of them are perpetually
struggling to obtain a chance at the
goal- yearned for by all statesmen and
politicians of national reputation,
namely, the presidency. To the un
tutored observer there is much to
fascinate a man in the house and
nothing at all to attract him in the
senate. The former is composed
mainly of young men not yet corrupted
by politics men who are ambitious of
becoming champions of great princi
ples and honest measures. The latter
is composed mainly of men whose hair
is gray, who have most outlived their
ambitions, and who awake only at
intervals to throw up their hands and
cry "Don't" at the apparition of pro
gressive bills from the other wings of
the capitjL It would seem that Mr.
Carlisle, with his strong hand guid
ing the legislation of the body in
which only fiscal measures can orig
inate, is a greater man than any sena
tor. In fact, the law gives him the
third place in the government, but it
is not recognized by the senate. To
the members of that august body he
is only the chairman of an unruly lot
of boys. It would seem also that Mr,
Randall, with his grip on the purse
strings of the nation, or Mr. Morri
son, at the head of the committee
which is to revise the tariff had each
greater opportunities to show what is
in them, and are the possessors of
more power than any number of
senators. At society and state "re
ceptions." however, they rank far
below their confreres in the upper
house.
It is a fact that congressmen are
compelled to be in hot water most of
the time for fear of failing of a re
election, whereas the senators are
obliged to get out and fight only once
in six years; but this does not ex
plain the difference in the atmosphere
of the two houses. Eugene Hale
and William P. Frye of Maine were
each great men in the house. Both
are young. Frye's hair is hardly
grey and Hale's beard is hardly
streaked with silvor. As representa
tives they were not above heading a
delegation for James G. Blaine to the
national convention; now thiy are
too dignified for that, and sleep their
time away in the senate, ambitionless
and unnoticed. Bock of Kentucky
was a great man in the house; so
were half a dozen others that might
be mentioned, who, removed from the
turmoil and bustle of the popular
branch, have now become cyphers in
legislation.
The only property which Yillard is
supposed to have saved from the
wreck of his fortune is his extensivo
mansion and ten acres of ground at
Cobb's Ferry, near New York city,
and his body servant, John Potts,
who now remains in sole charge. A
few weeks ago thirty men were en
gaged in tilling the ground, planting
trees, laying out roads, and in beauti
fying the place generally. The stables
and barns were filled with choice
breeds of horses and cattle. The
house, though not in use, was kept
open by servants. Suddenly all ser
vants and workmen were discharged.
Horses, carriages, sleighs and stock
were sent to New York and sold, and
only old John Potts remains to boast
of his master's departed glory.
A "Washington special of the 31st,
says: At a meeting of the house com
mittee on public lands this morning
the bill declaring the land grants of
the California and Oregon and the
Oregon and California railroads for
feited was taken up for discussion.
Altera short debate the committee
took a vote, and decided to report the
bill favorably, which will be done
early next week. The next bill to be
considered is that relating to the
Northern Pacific. Members of the
committee state that there is no
doubt that all the house bills will be
reported favorably. The passage by
the house to-day of the Texas for
feiture bill, it is claimed, has practi
cally decided favorable action for all
these measures.
Lieut. Stoney of the receiving
ship IiuleiJeiidence has received noti
fication that he will be shortly
ordered to the exploration of the
river in Alaska which he discovered
last summer on his return from the
Siberian coast in the revenue steamer
Corwin, which had been detailed to
convey him, "with government pres
ents to the natives for their assistance
to the officers and crew of the wrecked
steamer Eodgers. The coast survey
schooner Yukon, now at Mare Island,
will be fitted out and placed under
the command of Lieut Stoney for
the exploration; which will start as
soon as the season will justify.
The N. Y. Commercial -Advertiser
says: "The street believes, as Mr.
Gould and Sage have gotten their
grip on the Northern Pacific road.

A bim, has been introduced into
the British Columbia legislature
which imposes a fine of $1000 on any
person who shall in anyway assist in
the immigration of a Chinaman to
British Columbia. The house threat
ens that if the restriction is disal
lowed by the Ottawa government,
they will pass it again every session
until it is allowed or the Dominion
parliament passes a bill of its own.
Judge Shephakd, of Chicago, has
decided that women cannot have res
idence other than that of their hus
band's, and that to secure divorces
suit must be brought at the legal res
idence of the persons concerned. The
result is that, while men may still
make Chicago the great popular re
sort for divorces, women are cut off
from this high privilege.
"With BL B. Payne, a protection
ist," says the Cincinnati Commercial
Gazette, "and Gov. Hoadly, an aboli
tionist, and Allen O'Myers, a sensa
tionalist, as the great leaders of the
Democracy, and Thurman and Pen
dleton in the woods, the Ohio De
mocracy seem to be a peculiar people
troubled somewhat as to their po
litical complexion."
Op the members of the United
States senate, nearly one-half received
an academical training, while the rest
never got higher than the common
schools. The three finest scholars in
the body Edmunds, Bayard and
Sherman never entered college.
Jones of Florida and Sewell never
went to school at all.
- The echoes of the Ohio senatorial
election are not dying out, but on the
contrary rather increase in distinct
ness and emphasis. The Columbus
Times (Dem.) says that "corruption
has made rotten the Demooratic leg
islature of Ohio. Money has had its
potency to drag honor down into the

According to returns made up by
the department of agriculture at
Ottawa the total number of emigrants
landing in Canada during the last
year was 110,284. Of this number,
72 821 passed through the Dominion
en route to the United States.
Last year Uncle Sam shipped
abroad $823,166,133 worth of stuff,
imported $729,762,327 worth, and has
stowed away a comfortable hundred
millions, or nearly as much as Van
derbilt has invested in stocks and
bonds.
