C3 Ww gatttj gtftamu. ASTORIA, OREGON: TUESDAY. ..JANUARY 29. 18S4 THE ASTORIA LAND GRANT. The house committee on public lands has practically agreed to rec ommend the forfeiture of that part of the land grant to the Northern Pacific railroad for construction of the line between Portland and Astoria. On Tuesday counsel for the Northern Pa oific railroad "will appear before the committee to discuss the question. It is understood that Edwards Pierre point, ex-attorney general, will make an argument in behalf of the Northern Pacific About 3,000,000 acres of land are involved in the for feiture which it is proposed to declare between Astoria and Portland. As far as can be learned the committee has no disposition to attack the grant to the main line of the road, although the conditions of the grant have not been fulfilled. Or ego n i a n Special, 28 For the first time in the history of. this .grant comes definite news con cerning its forfeiture. The Astobian and the Astoria chamber of commerce have finally got the matter squarely before those who have the power to declare that the grant shall revert back to the people. For session after session petitions, statements, remon strances and arguments have been sent from this office concerning the matter, and. at last, in 1884, comes the probability of fulfilling the effort. But success is not yet achieved. The forfeiture bill has not yet passed the house, though there is every like lihood of its passing, the greater struggle lying in the other branch of our national legislature. In the United States senate sits a plutocracy of men whose wealth has bought place or who go as paid attorneys of powerful corporations. One thing is certain that when it does come to a vote both of our Oregon senators will be found voting on the right side. In the debate on the Fitz John Porter case, recently, Gen. Slocum of New York, who commanded one wing of Sherman's army in the march to the sea, made the first speech. It vms rather pathetic than argument ative, but contained one statement entirely new. In detailing how Gen. Porter was robbed of his hard earned reputation by the military parasites who surrounded President Lincoln, Gen. Slocum said just such an at tempt was made on Gen. Sherman after he had abandoned his base and started on his march to the sea. At the instance of Gen. Hal leck, Slocum said an order was pro jected in 1864 for the invasion of Northern Tennessee, the commander of the invading army to disregard Sherman's treaty with Joe Johnson. This, somehow, got to Sherman's ears, and in Gen. Slocum's presence he de clared that if it was attempted he would uphold the treat' with the full force at his command. Seeing that Sherman meant business, the schemers at Washington abandoned their project. Slocum characterized this as an attempt to serve Gen. Sher man as Porter was served after the second battle of Bull Bun in 1862, and he said he saw Gen. Sherman afterwards refuse to shake hands with Halleck at an army review in Pennsylvania avenue. The election of Payne to Pendle ton's seat in the senate adds another to the list of millionaires and corpor ation attorneys with which the senate is fast becoming filled. Since the house has increased so largely in numbers the corporation influence has transferred its attentions to the senate, where they now have their strength. The moneyed men in the lower branch are comparatively few: in the nenate they preponderate. Steadily the two bodies grow apart from each other. Seldom is a sena tor seen on the house floor, and the represntatives stick pretty closely at their end of the capitoL In years gone oy ma leauers use to nave in formal conferences upon legislation, in order to try and have some har mony and avoid collisions. This friendliness has disappeared, and now each branch goes its own way, appar ently indifferent to what occurs or is thought at the other end. On dis puted bills committees of conference are raised, and somehow always man age to agree; but the two house grow more and more distant. The senate is deteriorating so fast and becoming so undemocratic that this change iB readily understood. Youngstown, O., has a champion dreamer in one Fred Joyce. He dreams lucky numbers in lottery schemes, one dream netting him $1,000. He foretold the burning of a house a week in advance, and has even made a hit in regard to certain city improvements. Since the ways of city councils have been regarded as past finding out, this is looked up on as remurkable. The fire depart ment talk of hiring him on a regular salary and feeding him on mince pies. What Gen. Neal Dow recently noticed in Illinois, a Vermont clergy man, who writes to the Burlington Free Press, saw also in Iowa, namely, small and cheap houses and mere apologies for barns. The farmers are sober aud industrious, but the wives and sons and daughters are not well clad, and the "homes" are cheerless. Tiiev are ''renters." The' salary of the Earl of Dunraven, as governor-general of Canada is $50, 000 a year. The cost of the cabinet joi the Dominion aggregates $155,000. SENSIBLE OLD TECUMSEH. The Sun quotes Gen. Sherman as saying that if he was nominated by acclamation in a convention, and re ceived the electoral vote of every state in the Union he would still de cline the presidency. He looked for ward for the remainder of his days to a life of comfort and ease, and entire freedom from care and worry of any kind. He thought it would be the supremest kind of folly for him to be tempted by the bauble of the presi dency to four years of strife", conten tion, irritation and critioism. To accept the presidency would necessi tate retiring from the army, and at the end of the four years he would be like Grant, who was trying to earn a living in "Wall street Some people might envy president Arthur, but his incumbency of the White House was as remote as possible from satisfac tion and comfort, and when he had left it he would be very apt to leave it without credit or honor. "No," said he, in conclusion, "people may le lieve it or not, just as they please, but there is and can be no possible con tingency which would induoe me to think for one moment of taking the office." It would be too bad if the U.- S. senate should stop Payne at the door, till they could find out how much it cost to elect him. Nasby says the Democratic members of the Ohio legislature rushed frantically up to Columbus to get their pay and record themselves for Payne. But the oil was adundant, and no voter over looked. ' About 800,000 soldiers and their relatives have applied for pensions or have them and the amount of these pensions, when all are granted, will be one dollar in every six of the cost of the war. Spiunger, of Illinois, is described as "a self-cocking statesman," who is liable to fire himself off at unexpected times and unexpected places. Springy is the representative of a large and uncrushed genus. Janauschek refused to play in New Haven for a 25-cent admission. "Peo ple," she said, 4,can see a museum for a quarter, but they cannot see me for that small sum." D'ye mind that now? M - Negotiations on the part of com peting lines will be in order concern ing the building of a railroad to tide water, now that the grant is in a fair way to bo set aside. When the Astoria land grant is forfeited the news should be tele graphed to Mr. Negus, whose post office address till February 1st is San Francisco, CaL Mb. Patjii Sohulze will not be among those who will send us con gratulatory dispatches concerning the forfeiture of the Astoria land grant.
