At a recent meeting of the Point Adams Packing Co., John Boyo was elected president, and W. T. Chutter secretary. The Sarah Bell cleared yesterday with 14,665 bbls flour for Queenstown, worth $09,662. The Bonita went to sea yester day; Passengers on the river boats report ice floating as far south as St. Helens. Two days more of such weather as this will block navigation on the upper Columbia. There will "be a special sale of first class millinery goods at E. C. Holden's to-morrow afternoon at 2 o'clock. Some fine goods are displayed. Seats will be provided for bidders. Put it down in your memorandum that on the 21st of January, 1884, in the con gress of the United States. Oregon's representative voted against giving back fothe people the grants that tho railroads had forfeited. Large numbers of laborers are leaving Portland for San Francisco. "Work is scarce and pay in some instances uncer tain. In few weeks time thero will le a stream of men taking passage at San Francisco for Astoria, but just at present it is scant picking. Beginning on Thursday, the 31st inst., our theater goers will have an opportuni ty to see the charming actress, Miss Katie Putnan, who, with her excellent comedy company, will, on that evening appear at Occidental hall in the popular four act comedy entitled "Lena, tho iladcap." A young man, about 24 years of age, named McDonald, a deck hand on the Bteamer Argo, was drowned in the C'he halis river last Sunday, between Cos mopolis and Hoquiam. It seems the steamer was towing a small skiff, and it being about half full of water he went into it for the purpose of bailing it out, when it swamped, drowning him. No parson saw the accident, nor could his body be found. SALMON Rate3. John Hume, who died at Astoria on Friday last, held a 5000 policy in tho Pacific Mutual Life Insur ance Company. On the same day John Stahl died at "Walla "Walla holding a 12000 policy in tho same compaivy. Tho day before the company sent $2,500 to Canyon City to pay a policy there. Orc gonian, 22. Incbeased Mail Sebyice. The post office department informs Postmaster Gale that the contractor on route No. 43,123, from Olympia to Astoria, has been instructed to increase the service to six times week between Olympia and . Montesano. Tho service will begin on the first of February. The mail will close here at nine o'clock in the evening, and depart at four o'clock in the morn ing. This sen-ice has been much needed, and will be received with rejoicing by tho people of Chehalis valley. Postmaster Gale and contractor Looniis were in strumental in getting this service estab lished. The mail servica between Monte sano And Astoria has also been increased from two to three times a week. I'rans cripL Chanoes of Titles. Another change is shortly to ba made in the titles of tho officers of the operating and traffic de "partments of the Northern Pacific rail road. The present titles have always been obnoxious, not only to the Northern Pacific people, but to every one else who has business relations with the company, and is obliged to cover the face of an en velope with one man's titles. The late reconstruction was made by order of Mr. Yillard, and during his presidency it, of course, continued. Nor that he has re signed, the change is expected to shortly follow. An Oregon U)or Sold. A dispatch from Washington giving an indofinito account of swindling acts of a man who pretended to be a priest, has developed tho fact that Thomas Char man, mayor of Oregon City and one of the wealthiest men of the town, is one of tho victims. About a year ago, Mayor Chapman received a letter from Cuentn, Spain, signed by one Mire, who pur ported to be a priest. He said ho was at the death-bed of a Brigadier named Charm an who left an immense estate, which has been confiscated by tho Car lists. Ho asked for a remittanco of 900 to send the granddaughter of the dead Brigadier to America, and wanted to know whether he should take preliminary steps to recover the estate. Tho letter had every appearance of an official docu ment, bomg bordered with various seals and much red tape. The matter has got so iuixed up in the California papers that the impression prevails that the Webfoot Nation was nbnnt orpanizino a lesion to co down to San Francisco, effect llobb's rescue from a dark and loathsome dungeon aim con-' vey him in triumph to his .North iciiic home. Concerning the matter, tho following from tho Chronicle of the 20th wilt be found amusing and instructive: JuugtM cuwyer, witJi Judges Hoffman; and Sabin as associates, in the United States Circuit court, rendered a decision and opinion yesterday in tho habeas cor pus case of W. L. Itobb. Tho circum stances of the case aro as follews: Kobb is the sheriff of Clatsop county, Or., and came to this state in search of Charles H. Bavley, for whom h6 held a warrant of arrest for embezzlement. Itobb also held an extradition warrant for tho ar rest of Barley, issued by Governor Stone man of this state. Bavley was found by Chief of i'olice Crowley and turned over to llobb to be taken back to Oregon. Bavley petitioned tho superior court of this city for a writ of habeas corpus, which was granted, and Bobb was ordered to bring his prisoner into court. This he refused to do, claiming that he was holding Bay ley under arrest under the United States laws, end in consequence of his ref usa. he was himself arrested by Sheriff P. Connolly on an order of the court for contempt of court. Kobb then petitioned the United States circuit court for a writ of habeas corpus. His case was argued and submitted several days ago. The opinion of Judge Sawyer embraces sixty five pages of legal-cap and occupied near ly an hour in the reading. Tho decision recites tho circumstances of the case. All of the United Statas laws bearing on the case are quoted. The opinion and decis ion state that Kobb did exactly what the supreme court of tho United States said ho should do under tho circumstance.?. Tho petitioner was acting under the authority of the United States and no state judge or court, after being officially informed that the prisoner was held un der tho authority of tho United States, has any right to interfere with him or require him to bring his prisoner before them. If any attempt should be made to control a marshal or government agent, or in any manner interfere with him, it is his duty to call to his aid any force that may bo necessary to maintain his authority of law against illegal inter ference. The decision cencludes: "Wo aro of tho opinion under tho authoritative de cision cited that the judge of the superior court, on the petition of Bayley as pre sented, had no jurisdiction to issue the writ. The petitioner is en titled to be discharged from imprison ment and it is so ordered." The Ullock, with 30,000 cases for Liverpool, is considerably over due. Sho left Astoria on July 6th. and was spoken about a month ago. Ships which sailed subsequently have alreauv arrived, and underwriters ask 10 guineas premium for re-insurance. The 3aluiou spot market is very steady, although tuere have been no operations of any magnitude: buyers for tne most part arc busy taking btock, and until same is finisued have no wisn to add to their lab-jrs by increasing their holdings. Daalers have very ligut stocks, and a brisk business is ccpscted after tha turn of tue year. It is reported on the most reliable autnontj that three well-known San Francisco houses have bougut up tue whole of tho remaining stocks oi Columbia river packing. This will be firmly held, and is evidence that bottom has been touched. l'lie canned goods business in salmon during tha past week has been exceed lugly small, and no activity is expected until the turn of the year, or perhaps well into January, wueu grocers will be removing their attractivo displays of dried fruits, and placing in tueir win dows the usual assortment of tinned goods, which aro less injured by the ex posure, more attractive than currants, raisins, etc. Cor. London Grocer. Tue market is firm and higiier, owing to scarcity of supp.y. During th6 past Week 70J cjdfcs Were purchased for ex port (forming a portion of a recent ship ment to Australia) at 1.25, which is equal to 1.27J for domestic shipment. Mr. E. B. Beck, of the firm of D. L. Beck & Sons, of this city, recently re turned from a trip to the Columbia river, and reports 6,00 J cases as tho outside esti mate of canned salmon now held on the Columbia. Ho states tUat he visited many canneries, and saw no more signs of salmon than ho would in a hay barn. He also says that no particular prepara tions are being made for tho coming sea son. Everyone appears to be waiting and in somo doubt as to what they'll do when the run begins. The high price of fish during tho past season, and the gen eral disappointment of packers as to the profits realized from tho season's work, together with the doubt which aswils them as to the conditions which may be attendant upon tue industry during the coming season, has a tendency to make oven tue most venturesome rather con servative. Keports from New York state that H,0ir0 cases of tho salmon cargo of the Hurlbut, now on tho way to that port, have been withdrawn from sale. Tho condition of the salmon market exhibits a rather phenomenal phase, in tho re spect that prices aro now higher in this market than in Now York. Outside river salmon, fall packed, is quotable at 1 for export and at 1.05 for domestic ship ment. o learn that Messrs. D. L. Beck & Sons have purchased tho cntiro business of Mr. Geo. W. Hume, including his cannery, fixtures and everything apper taining to tho business, inclusive of stock on hand. Mr. Hume's selling out is owing to his enforced retirement from business, . in consequence of failing health. Acting on tho advico of his physician, it is said Mr. Humo will rest from business entirely, and will engage in travel as a means of recuperating his health. We trust that Mr. Humo's en forced retirement may bo but temporary, and that physically renewed wo may at somo future time see him again engaged in salmon-packing an industry which he was among tho first to foster, and in which no nania stands higher. As Mr. Hume retires with probably a modest competence of about half a million, it is pleasant to think that ho will not bo iorced to re-engage in business against his inclination. We trust he will not bo obliged to travel far or long beforo find ing that which he is seeking, and, throughout his journeying, with him pleasant days and peaceful nirhts.
