ASTORIA. - Oregon Prepared for a Whipping. When Bev. Dr. Fisk was the pre siding officer at Wilbraliam Semi nary, there was ono boy who was as full of mischief as a boy only could be. Ho taxed the well known elastic patience of Dr. Fisk to tho lastr do giee. Finally the doctor said to him after a capital act of misconduct, "You must prepare yourself for ase verc whipping."' When tho appoint ed time came the doctor was on hand very much more affected, apparently, than the irrepressible mischief-maker. After a solemn disecu 'so in that most melting tone ot voice that no one can forget who ever he?rd it. the doctor drew his rattan and laid it with considerable unction upon the boy's back. Nothing but dust fol lowed the blow. The subject of the discipline was entirely at hi? ease and evidently unconscious of the stroke. f "Take off your coat, sir!" was the j next command for the doctor was a 1 little roused. Again whistled the I' rattan around tho boy's shoulders, but with no more effect. "Take off your vest, sir!" shouted the doctor. Off went the vest, but there was an other under it. "Off with the other!"' and then to the astonishment of the administrator of justice, he exposed a dry codfish defending the back ot the culprit like a shield, while below there was evidently stretching over other exposed portions of the body a stout leather apron. "What does this mean?" said the doctor. "Why," said the great rogue, in a particularly humble and persuasive tone, "you told me, doctor, to prepare myself for punishment, and I have done the best I could." It was out ot the question to pur sue tho act ot discipline any farther at that lime. And it is doubtful whether it was again resumed. Secretory Chandler reports to rho senate that Ihere were ninety-two vessels on the naval register in No vember, 18S3. Of these 21 were built prior to the rebellion, !J1 during tbo Avar and 11 since the close of hostili ties. The original cost of the 92 ves sels was S10,796.G12; repairs. S-il,200,-822; total cost, SSl.907.PJo. Repairs exceeded the original cost, $-101,209. It is said tho English charge d'af fairs at Pckin has induced the Chi nese cabinet to declare that China will be satisfied if the French abstain from invading Lang Son and Cao Binh. The Chinese forces at JJacninh will be ordered to withdraw twenty live leagues northward. Mediation by America, after the capture of Tiaeninh, is considered certain. The latest advices from Neah bay arc to the effect that quite a number of seals havo already made their ap dearauce, and the prospects are favor able for a good season's catch, which will start in about the first of Feb ruary. Senator Slater has been appointed on the committee of commerce, in place of Farley, excused. COULDN'T AFFORD IT. Zllade Slone.st by Kn.simss E'rinri- pU'H. A Dr:i:rjrI.Ht Tolls tlic Ssiunre Trntli. "Now, my friend, let'i bo perfectly Irank and candid about this littlo matter." tbo drugsit said, placing both elbows on his pla ted show-case and looking his customer fairly in tbo eye. You havo a lame back and want a plaster to put on it. You don't know me, and, judging of human nature as it runs In business, you ard afraid I'll humbug you in some way. You may think it an odd state ment, but I can't afford to cheat you. Even ii did I haven't the means. "That's curieus. (Oh, my back! I'll take a chair 1 guess.) Don't you keep plasters?" "Oh, yes. ono or two kinds. Once I had shelves full of them every sort that were ev er invented to cull tho isnorant and make money for imitators. Rut I sifted 'cm out ono by ono, and now sell BKX0N-'S CAl'CISK rOttOUS PLISTCCS principally. They always givo satisfaction, and in tho end it pays me to sell them in preference to all others." "Haven't you Allcock's? "Ye3. bnt my customers and myself prefer Benson's Capcino which aro quick as elec tricity, saf o as Government bonds and suro as tho law of gravitation. Tho doctors order them, and what is moro to tho ioint. I havo novcrhcarda word of complaint from any ono who ha3 used them. You can go olso where if your back will bear you out in the opcra'ion and get another and a cheaper plaster, but" "Don't talk to mo about tho money," broke in tho comfort-soekint: stronger, with some heat. "What's ten or fifteen cents to gcttirg rid of this confounded oh, Lordy! this pain ard lameness? Let mo havo ono of Benson's Capcine. That's tho real a tide, is it? with tho word CAPCINE cut in tho body of tho plaster.
