Thebe is a peneral community of interest between the provincials of British Columbia and citizens of the Pacific coast states and territories. "Whatever effects our provincial neighbors reacts upon us, adversely or beneficially, as the case may be. And since the Northern Pacific trans 4 por Ration system has been perfected, so far as through traffic is concerned, the fortunes of the adjacent province have become more closely tied to those of Oregon and "Washington Territory. San Francisco has been the center of British Columbia trade with America, but the Columbia river will divert a great deal of it, at least - until after the completion of the Canadian Pacific Eailroad to Port Moody. This is in the future, how ever, and need not enter into present considerations. The Chinese question has been con sidered by the Provincial parliament, and a very strong case was made out for interference by the Dominion. There are several thousand Chinese laborers out of employment, who have been discharged by the Canadian Pacific railroad contractors, and thousands more have been imported by Chinese labor organizations. Crimes are of frequent occurrence, several murders being attributed to Chinese. There is no cessation of Chinese immigration, which haa been encouraged by the Dominion govern ment, the Zslacdonald ministry hav ing pledged itself to furnish cheap coolie labor to the Canadian Pacific railroad syndicate. Every bill op posed to Chinese immigration passed by the Provincial legislature, was dis allowed by the centralizing govern ment in Ottawa, and British Colum bia very soon discovered that in join ing the Iorth American federation it had surrendered its right of self government for a bribe which had not been paid; that its industries are par alyzed by a tariff designed to build up Ontario, and perhaps Quebec, at the expense of the other previnces: and that a non-assimilative alien population has been introduced to compete with home labor and monop olize in time all productive industries. This state of thing--, naturally created a very strong anti-Dominion feeling, and it is safe to say that until within the past few months a plebiscite would have resulted in the adoption of a declaration in favor of annexa tion to tho United Stales. But a change has taken place, as shall be explained presently. The Chinese question in British Columbia is of moie than local im portance. Chinese capital is buj ing up desirable business sites for manu facturing and trading purposes at Victoria. Very steep prices are paid by the Chinese, and their march is steadily onward. It is evident that their policy is to make Victoria the great import depot of coolie labor to all parts of ihe world, but especially to the United Slates. The British flag comes in handy at both ends of tho line. A steady stream of coolie immigrants flows into American terri tory despite our watchmen, as every one engaged in trade on the coast and frontier lines knows full well. The change of sentiment toward the Dominion government, referred to above, was caused by the settle ment effected between the Ottawa government and the provincial execu tive on the railroad andsubsidy ques tions. The second reading of the Settlement bill, giving provincial sanction to this compromise, passed the legislature by a large majority, and its adoption is settled. Under its terms the province is to receive 8250,000, expended by it on the Esqui mait dry dock to June 27, 18S2, to gether with the sum of all payments and liabilities on dock account be tween that date and May 13, 1883, when the Dominion parliament passed the Settlement bill. This relieves the province of a white elephant and secures a graving dock, the Dominion undertaking to complete it The Do minion also throws open the railroad reserve land on the mainland at SI an acre. This has already stimulated settlement, GOO families having located in the New "Westminster district. Emigration agencies have been es tablished in London. Paris and else where, but nothing has been done in the -way of assisted immigration. The Island Eailroad is likewise to lie built, a contract having been en 'tered into by the Dominion govern ment with a syndicate of capitalists upon terms exceptionally favorable to the latter. The syndicate is compos ed of .Messrs. Dunsmuir and Bryden, opulent residents in the province, and Messrs. Stanford, Crocker and Huntington, of the Central and South ern Pacific railroads. They are to lmild a standard guage road from Esquimalt to Nanaimo, in Vancou ver island, and equip it in all respects equal to the Canadian Pacific; also to build and operate a telegraph line be tween these two points. Both enter prises to be finished on June 10th, 1SS7. under penalty of forfeiting five per cent, of the stated payment to be made to the syndicate, incorporated as a railroad company, on each ten milej section, as the work proceeds; also the sum of 250,000, to be de posited by the syndicate as a guar antee, before commencing. The syn dicate is to receive 8750.000 subsidy and more than 1,500,000 acres of coal and timber land for building this eighty miles of railroad. It -was stated in the Provincial parliament that the timber on this land is worth $8,000,000. It is certainly very valu able, and the grant is known to con tain more coal than all the rest of tho explored parts of the north Pacific coast The syndicate is to own the railroad and telegraph line on com pletion; also the entire foreshore along the land grant, together with all ores, minerals or substances whatsoever in or upon said land and foreshore, and the right to mine and win ores and min erals under said foreshore, etc. This is certainly the- most "lordly" con cession made to exploiters of late years, and it certainly is the most val uable for so slight a return ever made in North America. Airmaterial to be used in the construction of the rail road, bridges and telegraph is to be admitted duty free. The syndicate named thus become masters of Brit ish Columbia upon their own terms. One of their number is a member of the Provincial parliament, and advo cated the settlement bill as a matter of course. In lieu of the $750,000 to be paid for the Island railroad the Dominion government takes 3,500,000 acres of land from the province on the Peace river, east of the Rockies. This is a very beggarly ending to the Carnarvon compromise and the terms upon which British Columbia were cajoled into entering the Dominion federation. It is also a pitiable exhi bition of short-3ighted subserviency by the province, when it had the power in its own hands to compel a just recognition of its rights in the premises. Mr. Huntington recently told the New Orleans chamber of commerce that he had perfected arrangements for transporting the 1,500,000 tons of surplus wheat produced by tho state of California annually over the Southern Pacfic, and thence by steamer to Liverpool or elsewhere and that he had purchased or se cured coal mines on the Pacific coast which would enable him to control the Sau Francisco market hencefor ward, and thus shut out Australian and Scotch coal, and with it the ton nage which is now available for wheat cargoes from the Golden Gate He probably referred to this concession because otherwise he is in no posi tion to do what he says. This is a very interesting problem for Califor nia farmers to solve. Fortunately, Oregon and "Washington territory are not dependent upon Mr. Huntington and his associates for either land or sea transportation or fuel. We are independent of him. Nevertheless, the point is an interesting one as affecting American commerce from a national standpoint As a result of this "settlement" and the money it will circulate, business is booming in Victoria, and the senti ment of loyalty to the throne and Ca nadian federation is again a vital force in the province. There are mal contents, however, but their voice is unheeded in the general jubilation. Speculative prices are the rule. Build ing sites fetch extravagantly high figures in Victoria. This will last while the expenditures on railroad and dock-yard construction continue; but the reaction is bound to come, and then the reckoning "with tho public creditor, impatience of legal ized monopoly, and a long and severe struggle with conditions inimical to general prosperity under open com petition and untrammeled trade.
