Follett, who will have charge of the pension bill -when it reaches the house, is strongly in favor of abolish ing entirely the pension agency busi ness. The present cosfc of eighteen pension agencies in the United States is $350,000 per year. Pension agents receive yearly a salary of $4,000, and a fee of fifteen cents for every vouch er above $4,000 issued from their of fice. Follett thinks a saving of $300, 000 a year can be effected by having the work done by a force of clerks in Washington, without detriment to the service or subjecting pensioners to any delay in the pavment of pensions. It is probable that FoIIett's views will be adopted by the sub-committee. The bill when reported to the full committee will contain n provision abolishing all pension agencies. At the marriage of Mr. and Mrs. George Harris at Mount Meridian, Ya., the bride refused to say 4'Tes" to the question whether she would obey her husband. She said that she saw no reason in such a promise, and he concluded that no harm would be done by omitting it, since he intend ed to ''make her mind anyhow." Two years elapsed, and a few days ago the unsettled question arose again. George ordered his wife to fry a chicken for dinner, and she insisted on roasting it. He brought in a horse whip, and declared he would flog her until she obeyed. She shot and killed him. The establishment- has been maintained by Villard at an enormous expense. A dispatch from Hai-Phong, Ton quin, dated tho 10th, says the coun try is quiet Hostile bands were re cently dispersed.
