to an asylum from oppression." said
a Portland minister recently, "must
not be allowed to bring in the conti
nental Sabbath, and destroy the
foundations of liberties secured for
them, but without their assistance."
Substantially that remark is often
made in our pulpits. The assumption
is that by law we have here an estab
lished and characteristic Sabbath
which everybody ought to be made to
respect But at the very foundation
of this republic lies the separation of
f tate and church. Consequently in
this state the first day of the week
can only be regarded by the law as a
day of rest, as a holiday. Legally it
is that, and not a Sabbath which
there is any religious obligation to
keep. The state has nothing to do
with its religious character, except so
far as to protect citizens in their right
to worship on Sunday without dis
turbance. Such other regulations as
are justifiable are those only which
are necessary because of its peculiar
character as a weekly holiday.
Moreover, the majority of voters
must decide what restrictions shall
be put about Sunday; and both in
this state and many other states for
eigners and the descendants of for
eigners are getting to be the majority,
or are already the majority. Their
ideas as to Sunday, whether it shall
be a continental Sabbath or other
wise, must inevitably prevail in the
long run.
It is true that formerly it was not
easy for the lawmakers to stick to
their theory, and carry it to its logic
al conclusion, in their treatment of
Sunday. They slipped in restrictions
which would be justifiable if the
State undertook religious control
But the laws wherein they so offend
ed became a dead letter, of course, as
soon as popular opinion refused to
sustain them. And if now they are
revived and so enforced as to become
troublesome, they will speedily bo
abolished once for alt for only a
small portion of the community, na
tive and of foreign birth, would toler
ate them as laws to which obedience
was actually compelled.
Nor has anybody right to com
plain of foreigners because they come
here, qualify themselves as voters,
and undertake to make our laws and
customs to suit themselves. That is
their right They were invited to
come to this republic on that under
standing. They were to have a
share in making the laws when they
became citizens. They emigrated
from countries where kings and slate
churches oppressed and hampered
them, to come to one where there
was liberty of conscience, where re
ligion was an individual matter, and
not one of government regulation. To
force them to keep Sunday as
a Sabbath in accordance with the
notions of any seot would, therefore,
be "to destroy the foundations of the
liberties secured for them." It would
be to upset our whole republican
theory.
But the Portland gentleman, and
those who think like him can do this
with all propriety; they can go to
work and try to convert these for
eigners and the natives who sympa
thize with them to their way of think
ing in regard to Sunday observance.
The law cannot make the day sacred,
for the law has nothing to do with
religion; and therefore Sunday here
will be made only so far as men be
lieve that God commanded it to be
so kept, and, believing, render obedi
ence accordingly.
. PRESIDENTIAL ASPIRANTS.
The business of presidential mak
ing has regularly begun, and a few
suggestions beforehand in order to
simplify and facilitate the work when
it becomes necessary to enter upon it
in earnest are not out of place.
If any man wants to be president
who happens to be a citizen of a small
state, let him move out and become a
citizen of some big state. The small
states are of no account in selecting
candidates for president It is true
that we might imagine a man of such
extraordinary genius, such superior
abilities, and such an enviable char
acter that he might be taken up and
nominated, even if he came from so
small a state as Bhode Island or
Florida; but this is a case that is not
likely to arise. In these days men of
astonishing greatness are rarely en
countered. Where the whole people
are educated and evoluted to such a
point that almost every citizen would
make a tolerably good president,
there is little likelihood that anyone
else among them will tower above all
the rest to such a height as the extra
ordinary man whom we have im
agined. The hypothesis then may
be safely put out of view, and wd
may stand on the rule that no citizeD
of a small state, no matter how dis
tinguished, can reasonably expect to
be nominated for president by cither
-party.
Neither is it likely that a citizen of
any state which is certain for either
"party 'will be nominated. For in
stance, Massachusetts is tolerably
sure to be Republican, just as Ken
tucky is sure to be Democratic. "What
advantage, then, would the Republi
cans gain by taking their candidate
for president from Massachusetts, or
the Democrats by taking theiis
Kentucky? No advantage wh
other things being equal. The t- .
not add anything to their probiunc
strength in the electoral college.
Like the small states, the certain
states may thus safely be omitted
from the reckoning; aud each party
may be expected to select its candi
date not only from one of the big
states, but also from one of the
doubtful and closely-eontested states.
The probability, then, is that the
candidates for president will be taken
from New York, Ohio, Indiana, pro
vided that in either of these great
commonwealths a Republican or a
Democrat can be found whose per
sonal standing and popularity offer a
rational expectation of his carrying
the state he lives in for the party
which nominates him.
Some allowance may also be made
for the possibility that a peculiarly
available man might change any one
of the great certain states, if he
should be put in nomination, For
instance, if Logan should be sup
ported for president by the united
delegation of Illinois, there would be
good reason to suppose that his
character and personal prestige might
alter the balance of power in that state
from being certainly Republican, as
it has been now for a long time, into
probably Democratic; and this con
sideration, combined with his availa
bility elsewhere, might suffice to se
cure his nomination by the Demo
crats. In the same way, if there were
in Kentucky a Republican of suffici
ent magnitude and influence to offer
a reasonable hope of transform
ing the big Democratic majority of
that state into a Republican major
ity, that fact might lead to his nomi
nation by the Republican National
Convention; but, generally speaking,
this kind of possibility looks to some
thing that is not likely to happen,
and it may be safely omitted from
any politician's prophetic calcula
tions. "
This leads us to advise every states
man who thinks he ought to be pres
ident, to emigrate not merely from a
small state into a big one, but also to
emigrate from a certain state into a
doubtful one that is to say, from
Vermont, New Hampshire, or Iowa,
into New York, Ohio, or Indiana.
Unfortunately, however, such a mi
gration is impracticable in the short
time that remains between now and
the election; and it can only be un
dertaken with a view to remote elec
tions. For 18Si the views of politi
cians of both parties must be con
fined to the stock of availabilities
already on hand in the three great
and doubtful states that wo have
mentioned.
The New York Sim says that it is
the surest sign of folly on the part of
a politician to want any stock in a
newspaper.
