If Portland possesses, and we claim she does, the commercial advantages of the northwest, her future is just as secure with the railroad passing on to the Sound or Astoria as if it stop ped here. Chicago, St. Louis, St Paul and many other great cities in the west are not the terminal points for railroads, but they have the ad vantages of railroad transportation, and they depend upon their manu facturing agricultural and commer cial industries to sustain their trade, and not upon the railroads. Stand ard. This is the only correct view to take of the matter, and we are pleased to note the greatness of soul on the part of the Standard editor in mak ing the statement Our pleasure is increased by the reflection that such manifestation is rare; it is however, all the more valuable. The passing on of the railroad to Astoria, as will inevitably occur, need in no way disconcert Portland "if," as the Standard editor so keenly pre dicates, "Portland possesses the com mercial advantages of the northwest." That this is manifest needs but little demonstration. Portland expects to be the terminus de facto of the N. P. R. P., and why shouldn't she be? She is admirably situated, on a tribu tary of the Columbia, at the head of a fertile valley, with easy means of access to adjacent towns and villages and possessed of advantages not ordinarily vouchsafed to inland cities. Sacramento is the official terminus of the Central Pacific railroad, a cor poration that annually makes mil lions, that has large industries in Sacramento, that finds it profitable, or at least necessary to subsidize and keep in existence a newspaper, and in many other respects benefits the city in which its western terminus is located. True, the fact that there is another and a larger city 100 miles farther west, the seaport city of San Fran cisco, is not wholly satisfactory to Sacramentaus; on the same ground that the existence of another -and in time a larger city, 100 miles further west, the seaport city of Astoria, is not wholly satisfactory to Portland ites. But for Portland to institute a quarrel with the Almighty because of inferior locality ua compared with Astoria, would be manifestly unwise and totally useless. This, the Sta?id ard editor recognizes, and his rec ognition of this apparent fact is, doubtless, his reason for tardily con ceding the admirable sentiment with which we head this article. '. COLOMBIA BAR IMPKOVKMEXT. Thc Astoria Chamber of Commerce has memorialized congress for an ap propriation of 500,000 for the im provement of the Columbia river bar. Eepresentative George has introduced a bill in accord into the House; the chief engineer of the army rec ommends in his annual report the ap propriation of a similar amount, and probably if there was any one else who had any knowledge of the case and had anything to say about it, he also would write similar suggestions relative thereto. "We are glad to note that Capt Powell in his supplement ary report endorses the request for half a million. It is fifteen months since the visiting engineers were here and after a thorough examina tion recommended as the only ade quate means of improvement, the con struction of a jetty from Ft Stevens across Clatsop Spit, two miles in a northwesterly direction. This plan has received universal endorsement, is entirely satisfactory to those most interested, and it is in accordance with this scheme approved by the highest authority that the appropria tion in question is asked. There is. however, not the slightest probability that the appropriation will be made. Economy is an admirable character istic in all communities, large or small Economy is, however, some times perverted. Economy is only another name for good management. In the matter of judicial salaries this state exhibits an attempt at economy which is simply ridiculous. It pays its judges less than a second-rate lawyer can make in the practice of his profession. The result is just the same as in the case of school teachers, book-keepers, or any other avocation, cheap salaries mean cheap men. The result must be to drive ability from the bench. Judges Stott and Hanua have resigned, and $ Judge Bennett of this district has an idea to follow suit, for the simple reason that the "honor" attendant upon the position does not make up for the comparatively niggardly "sal ary doled out by the commonwealth. This is something that needs atten tion. It is wiser to pay judges more and save greater expenditure in other .directions. One of the most ridiculous things ,in life is trying to pick a discarded hand out of the political pack and play it over again. Some of the jour nals of this state haven't yet got over whimpering about the way the last senatorial fight was decided. The completion of the new school- fiouse'in District No. 1 is one of the best advertisements the city ever had. Every newspaper received comments favorably concerning it. BY TELEGRAPH. A SEEI0US BI0T AT PENDLETON. The U. S. Troops Oallea Out. Pendleton, On., Jan. 11. A riot has been in progress hero for the last twenty-four hours which it is feared, may culminate in serious trouble. Several days ago a large force of men was discharged at a point near Baker City. About two hundred of them came to this place and have spent their month's wages in drinking whiskey. Yesterday they determined that a free ride be given them to Portland and took their seats on the regular mail train. The conductor refused to let them ride, and they, on the other hand, refused to let the train leave. The mails having been thus detained, the railroad company appealed to Gen. Miles, department commander, who had just returned from Astoria, for troops. This morning Capt. Wagner with one company of infantry left for "Walla "Walla, arriving at Pendleton this afternoon. Capt. "Wagner ORDERED THE MOD TO DE AVE THE TRAIN, but they doggedly refused. The mob was then joined by about three hun dred roughs, and, at present writing 7:30 r. m. the situation looks crit ical. The mob is pretty badly shat tered with riotous living, is out of food and has no means of obtaining it Before the troops were asked for, the railroad company applied to the Pendleton authorities for assistance, which they were powerless to grant, as the depot is on the Umatilla In dian reservation, wnich adjoins the town. Kuicide. Portland, Jan. 11. T. H. Dahl, timber inspector for the Northern Pacific, committed suicide at the Quimby House this morning by tak ing laudanum.
