Foreign bondholders have gradu ally become convinced that there is no mode of procedure by which a debt against a state can be collected. They may not have been convinced of the entire equity of the clause in the federal constitution "which for bids the use of federal courts to col lect debts due by states, "while at the same time permitting states to incur .jdebts::as.they will; bnt they are not disposed to question our right to make such constitutions as vre please. The recourse of the foreign capitalist who does not like such constitutions as jyaniake is to Jet our bonds alone. Nations and states will be best com pelled to provide for their debts by a wiselprecaution on the part of capi talists in regard to investments in un certain bonds. But at the present time there Is a case pending which involves some new points of law. Shortly after the war the" state of Georgia, through the provisional gov ernment in existence at the time, is sued some bonds which the state has since refused to recognize. These bonds were bought largely in Ger many, it 'is npw contended, on the strength of'the relation the provis ional government held to the federal government. The federal government was in ?act .governing Georgia through the agency of a provisional government. The question, then, is it the federal government is not re sponsible for a debt its creature in curred. The point may not be sustained but there is something in it. The federal government ordered an elec tion and proclaimed the result. Gen eral IMeade, representing the govern ment of the United States, appointed 4the governor-elect military governor, and a federal judge inducted the members of the legislature into office. This 'government thus organized, re mained a provisional government un til 1870, and the issue of the bonds thus disowned -was one of its acts. The German bondholders propose to get the views of the highest Ameri can court on the question whether thef&ieraL government should not provide for the payment of debts in curred by the so-called states of the Confederacy, after the Confederacy was dissolved and while the 'members of it were in a measure, dependent upon the national government Fob thousands of years the hog has been jealous of the cow. He has been declared unclean; he has been caricatured. In vain, to compete at cattle shows, has he .spread layer over layer of fat upon his loins. An ordinarjjeow grazing in the pasture, or being milked in the sunset glow, could- attract more attention and ad miration than the fattest hog in the biggest prize pen. The meanest cow's bxitter was something that with all his ford he could not compete. Not long since a man came to the rescue of the hog. He deodorized his lard, colored it, mixed it with butter and called it suene. And now the hog is happy. He can die and know that his adipose tissue will rank with the best creamery. The finest judges are sai&to be deceived by the subtle suene. i However, the cow may feel it is no use for her to protest, though the grunts of satisfaction which she hears from the neighboring hog pens must wound her tenderest suscep tibilities. - During 1883 not one American ves sel cleared from the port of New York for Europe laden with grain. During the year there were exported from iNew York, in -191 vessels, 21, 515,000 bushels of wheat, 25,225,60S bushels of corn, 5,052,043 bushels of rye and 147,4.30 bushels of oats, and the lowest amount of freight money paid Tor the transportation of this grain cost 1,000,000, not one dollar 'of which-was received by American ship owners.
