linferred that the Houting indebted
ness of the Northern Pacific did not
greatly exceed the former sum. The
annual report of that company, issued
Sept. 20, showed that on June Ii0 its
floating debt was $7,950,504, On Oct. G
the directors were asked to take slepB
toward authorizing a second mort
gage on the Northern Pacific prop
erty for S20,000,000, in" order to pay
. a floating indebtedness of S9,459,920,
and also to raise $5,500,000 which
would be required to complete and
equip the road. They had previously
understood, or most of them had,
'that the company had sufficient
moans for the purpose mentioned
At that time it was also understood
that most of the floating debt was due
the Oregon and Transcontinental
company.
At a meeting of tho executive com
mittee of the O. T. company held De
comber lllh, at which it was decided
to pass the usual quarterly dividend
in the stock of that company, it was
discovered that the floating debt of
the company had increased very mate
nally since June 80. The company
had just received about 7.000,000 in
cash and second mortgage bonds
from the Northern Pacific company,
and one of the directors who had ex
amined the affairs and books of the
company, as far as he was jennitted
to do, olicited from Mr. Yillard that
it still owed over $1G,009.030.
A committee representing the Eos-
ton interest in the concern, tho syn
dicate of bankers that has negotiated
the Northern Pacific securities, was
appointed to investigate the affairs
of tho company. Villard furnished a
memorandum, writiou from memory,
of the assesls of the company. The

PORTLAND AND YILLARD.
Mb. YiliiAbd's successes in Wall
street have been only exceeded in
magnitude by the misfortunes of
those who have leen associated with,
him. To .Portland ho has .behaved

his first prop, From Pprtland he de
rived his eSrliest prestige; in Port
land he found his first financial sup
port; to Portland he owed the assist
ance that gave him the courage and
opportunity to Organize his blind
pool. True, for a while he xctted
Portland, he favored the Oregon me
tropolis, and fed the Portlandites on
hopes but partially fulfilled. Now is
the winter of their discontent. Mr.
Y. has filled his private exchequer,
and his interest in Portland is nil.
No man is to be blamed for advanc
ing his private fortune, provided tho
manner in which it is done is not open
to rebuke. In tho instance of Mr. V.,
it would appear that though he let
Portland in on the ground floor, he
was in the cellar himself.
And yet Portland has no need to be
lugubrious. "What her solid men Tost

holding information. But if all tolas
be true the same weep goes up from
greater financial centers. Schurz,
formerly editor of Yillard's mouth
piece, soems to have fared the best.
He is credited with having cleaned
up a million by tho judicious use of
pointers obligingly furnished by
Mr. V.
The Northern Pacific Railroad
company's iron and steel bridge over
the Missouri at Bismarck is of four
spans, each 400 feet long. It cost a
fortune, largely because it was found
necessary to change the course of the
river to make it more manageable.
This was done by a dyke, which the
accumulations of the muddy stream
are converting into" an impassable
barrier against itself. The Missouri
at this point rises thirty or forty feet
at certain seasons, and is subject
every spring to tremendous ice
gorges, so that a bridge which is to
stand has to be very strong. Founda
tions for piors were therefore carried
to unusual depths, and a quarry was
opened by the company in its search
for heavy stone.
