Boston women to the number of 700 have registered to vote for mem bers of the school board; last year the number was 200. The Democrats of Iowa are confi dent they can carry that state if the Kepublicans in the legislature will pass a prohibitory law. The declaration of the Ohio wool growers for a restoration of the tariff on that article will trouble such Dem ocrats as Mr. Hewitt, who has been declaring for free raw materials. "A genuine Southern ticket" which the Fort Scott, Texas Record advo cates, reads: "For President, Jeffer son Davis; for Vice-President, Fitz hugh Lee." That paper seriously urges the Democrats to nominate this ticket, which, it savs, "would sweep the South." George Alfred Townsend telegraphs to the Cincinnati Enquirer-. "I think I have discovered that James G. Blaine and his friends are work ing for Judge Miller of the supreme court, to be the Republican candidate for President.' An euumeratidn of the voters of Indiana, just completed, shows an increase in six years of 41,G74 whites and 937 colored, an annual increase of 7,110. The total number of voters is 4S1,643 whites and 10,007 colored, making the grand total -19i,G50. The ticket of the Rochester, N. Y. Democrat (Republican) is commended to those uneasy men who are starting ljooms., etc. It reads as follows: For president, the best Republican that can be named; for vice-president, the next best one." Soveral Iowa Republican newspa pers declare that recent estimates of the weakness of the new state legis lature on the prohibition question are inaccurats. They say the Pro hibitionists will be strong enough in the legislature to enact the necessary measures to carry through a consti tutional amendment. The total vote of "Virginia for leg islative members at the late election was 271,830, against 190,027 for Con gress at large in 1882. The Democratic majority now is 17,934, and the Read justers' majority last year was 5,857. The total Readjuster increase this year is 25,719, and the Democratic, 49,490. Terrible Sufferings of Political Prisoners. A Paris correspondent has for warded a second letter written in blood by a Nihilist in a fort at St. Petersburg. It describes the harrow ing treatment of prisoners. Prisoners rot away, and exhale odors as from dead bodies before life is extinct The number of those who go mad in consequence of their sufferings are daily increasing. Madmen are strapped down and whipped with knouts by the keepers, and their fierce yells resound throughout the night Many prisoners commit sui cide. It is said that one woman was criminally assaulted and then poi soned. Inquiries into the affair have been instituted. Rats are the worst enemies of the prisoners; a woman with a babe was obliged to be con stantly on the watch, and fight night and day to prevent their ravages upon her child. The use of combs and soap is forbidden. The prisoners, es pecially the women, whose hair is allowed to grow, are literally devoured by lice. Prisoners who refuse to re ply to questions are tortured, and criminal assaults upon women are frequent The writer especially ap peals to the civilized world in behalf of women in the prison, whose situa tion, he saj's, is far worse than the men's. Franco and China. Admiral Peyron, minister of ma rine, has received a dispatch from Saigon, stating that the French forces reconnoitered within two and a half miles of Bacninh. Admiral Courbet has reconnoitered the ap proaches to Sontag on the Red river. On November 23 the French cap tured a junk near Hai-Phong, laden with combustibles, and with seven men on board. The sub-governor of Hai-Phong, having been suspected of collusion with the enemy, has been sent to Saigon for trial. Admiral Courbet in a private letter to the governor of Cochm China, states that opeiations will shortly begin. He says, "We are eager to march. An other dispatch cays that a Chinese night attack on Hai-Phong has been frustrated by the French. The Chin ese advanced close to Hai-Phong and burned a village. French gunboats and troops were dispatched to the scene and the enemy routed. Pacific Coast Rivers. Washington, Dec. 9. Pacific coast congressmen are anxious that liberal appropriations shall be made for the improvement of rivers and harbors in that section, on the ground that they -are necessary, and will ask for repre sentation in the commerce committee or the river and harbor committee, should such a one be created. Glass cock of California, will probably be the choice of slone statesmen, as Rosecrans is thought to be the prob able chairman of either the com mittee on military affairs or Pacific railways. Cassidy, of Nevada, will shortly intro duce a bill to provide for the abolish ment of the territorial legislature of Utah, and the appointment instead of & legislative commission of thirteen or fifteen members, to be appointed by the president and confirmed by the senate. The Sun says: Notwithstanding Carlisle's published pohev, the contest on which the dem ocratic party is now to enter, unless some decided protest shall come up from the massesis for the establish ment of free trade to the utmost ex tent that is possible in the present circumstances of the country. It will be doubted whether any protec tionist leaning on the part of the speaker would avail to arrest or de feat development of this decisive con troversy, which present democratic leaders of the house have determined to bring up. We say, with them, let the question be taken up earnestly, and let it be thoroughly settled shall there be anv kind of protection, or shall we have a tariff for revenue only? O'DonncH's Version of the Carey 31urder. London, Dec. 9. O'Donnell's wife has come to London to visit her hus band. O'Donnell's brother writes from Litterkenny, Ireland, under date of the 7th inst, stating that what O'Donnell had determined to say in court if permitted to speak was: "Uarev drew n revolver alter a heated discussion, which was begun by Carey cursing the Americans, O Donnell struck the revolver from Carev's hand, and as the latter was stooping to regain it, O'Donnell'fired three shots instantaneously.
