A Washington correspondent tele graphs: Judge Lowrey of Fort Wayne, who has been taking an act ive part in Carlisle's canvass, said Blaine's proposition was intolerable, It- was the very quintessence of Fed eralism and centralization. There would soon cease to be local self- government if the states were to abolish their own taxation and look to the general government for their revenues. If the revenues were too large, the only thing to do was to re duce taxation." A prominent treasury official said of the plan: "It is the last resource of the high tanfF men to avoid the necessity of reducing taxes. If it is unmoral to abolish the tax on whisky, then let the government reduce the taxes on some other things. Judge ilurphy was also opposed to the plan, partly because on its cen tralizing tendency, and partly be cause of the excuse it offered for keeping up the tariff. Blaine's prop osition was the original Pennsyl vania proposition with only a little different form. Other Democrats spoken to express ed opposition to this new device in favor of protection and centralization. Judge J3uckner of Missouri, thinks it is worth while to undertake to de vise 'some way to dispose of tbe sur plus revenue. So long as there is a public debt it should be applied to the payment of that debt Ho re gards the plan suggested by Mr. Blaine as only little more objectional than that proposed by Wharton Bar ker. It would continue in existence an army of gangers and other inter nal revenue officers, of whom the southern states complain because of their interference m the elections. Judge Buckner thinks it would be better to take the tax off the manu facture of whisky and put it on the consumption of that article by in creasing it on license. This would require comparatively few officers for collecting the revenue. The Sunday law is inforced after a peculiar fashion m Walla Walla. Seven of the twenty-six saloons of that city openly violate the law and every Monday tuey go before the local court and pay the penalty, with costs, making S29.50 each.
