ASTOBIA, OREGON:
THURSDAY .fc'OVEHBER 12, 18S3
DREDGING
AND "HARROWING.'
On the Columbia bar both the har
row and the ropel!or could be nsod
with advantage. "Whenever the
rise of the wells is not irrenter
than ton feel, the propeilor could bo
used almost as effectively as in still
water; and as calm spells are common
in the spring: jukI summer, a deep
channel could probably be kept open
across the bar, at least during the
whole grain shipping season, when it
is most needed. Oreffonuin.
The main objection that this paper
lias to the Ifbove and kindred state
ments pn the part of t he Orcgonian is
that its assertions are repeated in a
juartor "where the t-rue state of facts
are not known, and tend to injure the
cause which the Orcgonian professes
to be desirous of assisting. "Whether
just or unjust, whether founded on
fact or the result of insufficient
knowlodge, it is the opinion of a good
many people that Portland does not
want the Columbia river bar im
proved tfbn reasons that are too pat
cnt to require elaboration. Sugges
tions from its journals that the
improvement of the bar can be effect
ed by ''harrowing1' or "dredging" go
far to confirm - this belief. No one
knows better than the editor of the
ftrcgonian that that matter is wholly
futile: that it has been tried and
found unavailing, and that even
granting'tliat temporary relief might
le obtained by "harrowing"' or
"dreagiug," yet Hie vciv fact that
hat relief would be temporary and
uncertain in its nature would be an
inherent element of failure.
"We are leu to these remarks at this
time by reasou of the studied effort
outbepart of some of our friends
who live on interior atroams to con
vey the idea that the cases of the
Willamette and Columbia art identi
cal. Some few weeks ago two gentle
men called at our office with elaborate
dranghiings of a new dredger which
was just the one thing for which the
whole Columbia valley had long
yearned, and was destined by its suc
cessful operation to make the Colum
bia river bar a thing of the past Our
erpressed opinion was that from the
n at are of the case no dredger, how
ever cleverly constructed, would be of
my practical benefit in the matter of
unking a channel for deep water
vessek across the bar. The patentees
in answer called attention to the fact
;hat Ute Portland board of trade and
Ongonhin had noted the admirable
workings of the model and endorsed
it as being "just the thing.' To our
question as to whether either of the
inventors had ever been on the bar a
negative answer was returned. "We cite
this case as illustrative of the gen
eral feeling in the minds of nianv
worthy people on a subject of which
they are profoundly ignorant. To
csplaiu in detail the many reasons
why a dredger would be of no avail
on the Columbia river bar would be un
necessary to those who understand
the subject and useless to those who
do not; but in general it may be said
that in October, 132, a board of vis
iting engineers who presumably knew
what they were talking about, made a
report on the Columbia river bar and
the necessary appliances lor making
the month of . the river adequate to
the wants of Columbia commerce.
This report has been received at vari
ous newspaper offices and the accom
panying chart, which doubtless hangs
in the Oregoman office, is an admir
able addition to current information
on this subject.
OOAST DEFENSES.
Gbk. Wmoht has made his annual
report to the War Department con
corning our sea coast dofenses. The
pleasant information is given that the
great American coast line is practical
ly defenceless and the commercial in
terests of this country at ihe mercy
of foreign guns. As we have little
army and less navy, it is thought by
Gen. "Wright and many other worthy
citizens that common pmd once would
suggest that the coasts be put in a de
fensible condition. True, there is a
ffood deal of it, but the incentive is
none the jess groat. The civilized
world, though now at peace cannot so
continue. General Sherman says
there is a big warcoming, and should
it come, Ibis coast as well as the At
lantic and Gulf coast would find it
seU in a most unsatisfactory condi
tion. Nature has placed an adaman
tine wall along the Pacific coast as an
efleciKal barrier against hostile incur
sion. This wall is broken at San
Diego, San Francisco, the Columbia
nvor, and minor points, and that
those points be well protected seems
necessary as a guard against possible
trouoie.
Tite temperance people in England
complain that the great advocate of
total abstinence, Mr.Murphy, charges
500 dollars a inoath for lecturing
and demands in addition $260 every
thirty days for his hotel bills. This
is only about $9000 a year, and is not
unreasonable. "Why should great re
formers be expected to sacrifice them
selves for the good 6t humanity. Mr.
Sullivan, who is now enlightening the
world on tho subject of "knocking
out" people, receives even a larger
compensation than Mr. Murphy. It
should be remembered that Mr. Mur
phy practices as well as preaches.
If he were .to indulge in a gin cock
tail occasionally, he might reduce his
terms.
'84.
The November elections have given
renewed force to the possibilities and
probabilities enunciated concerning
the result of next November's presiden
tial election. The electoral college
that will elect the next president of
the United States will have in it 401
members, divided as follows:
Alabama 10 Texas. 13
Arkansas 7
Virginia 12
"WestVn C
Colorado 3
Connecticut G
Illinois 22
Iowa 13
Maine C
Massachnssets ... .14
Michigan 13
California 8
Delaware. 3
Florida 4
Georgia 12
Indiana. in
Kentucky 13
.Louisiana 8
Maryland 8
Mississippi 1) Minnesota 7
Missouri 10 New Hampshire... 4
Nevada 3 Oregon- 3
New Jersev 9 Pennsylvania 30
New York." 3G llhodo Island 4
North Carolina.ll Vermont -4
Ohio 23 "Wisconsin. 11
South Carolina.. 9 Tennessee 12
Nebraska! 5 Kansas 9
Of these 401 votes, "Wade Hamp
ton's Cincinnati pledge of '80 holds
good: the Democrats have "the solid
south." That is thev have a sure
thing on 157 electoral votes and are
figuring on the chances of getting 44
more from the north. New York and
Ohio will probably be next Novcm
bers battle ground in the Empire
state particularly. Should the Re
publicans lose New Yorl they lose
the fight, and as that part of New
Xovk soutn ol the Haarlem river is
by nature and education Democratic,
the nsht will not be so easy as some
eastern papers would make out.
Mn. Goldwik Smith disagrees with
Herbert Spencer on the subject of
Americans overworking themselves.
It is not overwork so much as overworn-.
But the special need of this
country is, in his opinion, the preach
ing of the "gospel of contentment,
indifference to inordinate wealth; and
the peace of mind bred by the pos
session of moral treasures, not af
fected by the price of stocks." So long
as the continuous prosperity of the
country allows the sudden accnmula
tions of enormous fortunes, and
tempt to their acquirement, such a
gospel will fall on deadened ears. It
is only during "hard times" that the
gospel of contentment in this world,
or of a hope in the next, gets a hear
ing. Robert Co&IiTer says that the way
to live to the age of SO is to be tem
perate, virtuous and keop "on the
sunny side of the hedge." He is him
self now nearly sixty and has never
been sick for a day. He attributes to
his hardy nature, in as sweet a little
home as any boy ever lived in, catin
oatmeal and milk, white bread and
potatoes, butler once a week, and
more oatmeal. The result is that he
hardly knows what you mean by "a
system of digestion." so strong and
sure are the foundations of his life,
On the other hand Carlyle lived to
be 83, had the dyspepsia all his life
and never lived on "the sunny side of
the hedge' at alL
The St. Louis Post-Dispatcli shows
that by beating Butler in Massachu
setts the Republicans have relieved
the Democratic party of a presideu
tial claimant who might have made
himself troublesome; by beating Ma
hone in Virginia, the Democrats have
relieved tho Republican party of a
little boss whose success in this elec
tion would have enabled bun to ride
that party as the "Old Man of tho
Sea" rode Sindbad, the sailor, and
thinks that these mutual kindnesses
between hostile parties are among the
sweetest flowers that bloom across
the garden wall of politics.
A Brooklyn school-girl, aged 13.
m reply to the question, "Which
three inhabitants of the world have
been most spoken and written
about?" took the prize with this an
swer: "Jesus Christ, Shakspeare, Na
poleon." An answer substituting
"Julius Caesar" for either "Shak
speare" or "Napoleon," would, in the
opinion of many, have been equally
entitled to the prize.
The statement that the rabbits of
Australia have already destroyed two
million sheep and threaten to ruin
the wool industry recalls the boy
who said that pins had saved a great
many folks lives by their not swal
lowin' 'em. The rabbits take a great
many sneeps' lives by eating up all
the pasturage and the farmers can
not exterminate them.
