Swinton thinks they should is the
lest proof that the public don't want

imhorsally conceded. The board of
visiting engineers in their report set
forth what is believed to be the only
adequate means of improvement

Adams in a northwesterly direction.
Dredging, or scratching is of no avail
and has been abundantly proved. Our
congressional delegation owe it to
themselves, to the state they repre
sent, and the commercial interests of
the commonwealth to make this mat
ter one ot special showing on their
part. The completion of the North-
ern Pacific railroad matres the im
provement of the bar more than ever
an imperative necessity.

tion has again brought up the matter
of imposing an import duty on all
American wheat entering Groat Brit
ain. It is witliin fhe limits of possi
bility that their arguments may pre
vail. The fannors of the Northwest
are already paying a high duty on
English bound wheat in the high
rates imposed on Oregon freights by
reason of the Columbia river bar.
