Ox the Atlantic and Pacific coasts
is a present movement in reference to
petitioning congress relative to legis
lation regarding tbe American ship
building industry. It has always
been a cardinal principle of the Re
publican party that American ships
should bo built in America. It is, in
the opinion of many, the only view of
the ca3C consonant "with the require
ments of our foreign trade. The
question of cost is the main one, and
until it is clearly demonstrated that a
vessel can be built as cheaply in the
United States as in England, Ameri
can purchasers of English vessels
will be in the majority. Capital rec
ognizes no sympathy, make3 no con
cession to patriotism, takes no ac
count of national needs. But cheap
ness is not by any means synonymous
with safety. There is a loud growl
on both sides of the Atlantic concern
ing certain practices of English firms.

publish distorted accounts, but no
one will object to evidence furnished
by the plaintiill Here is what the

says upon the subject:

overladen vessels, the confidence
trick, and the grinding down of sala
ries paid to those who navigate the
modarn ship denote the fact that
there are persons managing shipping
matters whose greed causes them to
ignore the safety of their servants''
lives, and to show no consideration
for public interests. The aim of the
manager is to secure masters and offi
cers at the lowest salaries. His ves
sels are Avell covered by insnrance,
even to the most trifling damage;
hence skillful navigators are not
sought after, and the manning and
officering of the mercantile marine is
effected by the employment of those
who are willing to risk, in addition to
their own lives, the money of their
friends. No matter how manv lives
may be lost by a casually, the com
pany lms not to pay compensation;
the shareholders receive their divi
dond and the ship-builder an order to
fill up the vacancy in the joint stock
fleet, Shipowning as it was under
stood some few yrars back, is rapidly
becoming an unprofitable investment
for private enterprise, and it is for
this reason that so many prospectuses
arc issncil notifying the conversion of
the firm of Brown, Jones & Bobinson
into a limited liability company. It
stands to reason if Mr. A. can make
his ten per cent on his money he will
not be so verdant as to take the pub
lic into partnership. This fact, how
ever, is frequently lost sight of bv the
gullible public. Can stronger evi
dence of the rotten state of shipping
be desired than is given in the follow
ing advertisements extracted from
the "pages of the Standard? Every
one acquainted with the mercantile
marine knows there is no need to ad
vertise for a commander in a mail
steamer, unless it be for the purpose
of practising 'the confidence trick,
nor is it necessary to tout shares in a
steamship company paying (!) 20 per
cent dividends.

Ik some places in Europe steel bars
are used in preference to bells, sup
planting them sometimes altogether
in church steeples, and producing
very pure, distinct and melodious
sounds. An English writer even ad
vocates their general use on the
ground that while in point of sonor
ousness they are equal to the common
lwll, in certain other respects they
are to beprcferred to it Their weight
will be light in comparison with the
ponderous objects they are to replaee;
they will not burden the steeple so
much, and, consequently, will give
more scope for architectural design;
their winding and hanging up will
not be difficult, dangerous or expen
sive, and they are not liable to crack,
as is the case with bells, and are,
therefore, adapted for use in any cli
mate; they can also be operated by a
single mechanical contrivance. They
are also much cheaper than bells.
The Archbishop of Ecuador has
addressed a pastoral letter to the
clergy, which he orders to be read in
the churches, in which he informs
the people that as the elections for
the conventions are about to take
place, and many are ignorant as to
who are fitting candidates to elect,
they must cast theirvotes as instruct
ed by the clergy.

The recent decline in the Villard
stocks says the Sun has directed
public attention to one point which
ought to be ventilated thoroughly.
Is the president of a company . ap
pointed as a trustee of the stockhold
ers or as the speculative nominee of
a few Wall street operators? Of
course everyone knows that a man
like Mr. Bussell Sage becomes, a di
rector in a railroad company or a
bank merely to have his information
six months ahead of every one else,
and to be uble to make out his puts
and calls accordingly. But it seems
as if a president of a railroad, at' all
events, if not the directors, should
have other aims than "these. He is
the trustee of the stockholders and
should feel bound to ignore all pri
vate money-making schemes in his
management of the road. One would
think that the very last thing the
present of a railroad should do
would be to get up a company to
speculate in shares of his corporation,
yet this is the very thing Mr. Villard
has done. No man can serve' two
masters, and it would be good for
Mr. Villard to consider whether he
can attend to the interests of the
Northern Pacific and of the Oregon
Transcontinental at the same time.
The shareholders in the Northern
Pacific have a right to the undivided
attention of Mr. Villard to their
affairs, and if it be true, as is being
said, that Mr. Villard had suits
.against the Northern Pacific which
he subsequently compromised 'for a
large amount of the stock of that
company, he cannot and must not
complain that the public refuse to
believe in the future of the enter
prise intrusted to his charge. In any
case, if the money which has been
spent in "blowing off" Mr. Villard's
German friends had been applied to
paying salaries, the present "instruc
tions to curtail expenses in every de
partment" would not have been
necessary, at least for some time to
come.

Judge Tourgee has made a fortune
writing novels, and has lost it trying
to rim a magazine in Philadelphia.
