It costs 15,000,000 a year, in
round figures, to maintain our na
val establishments, there being
about 1 G,000 persons on the pay
rolls, of whom more than 2.000 are
officers, 9,000 enlisted men and
boys, and the remainder civilians
employed as mechanics, clerks, etc.
At a recent school election in
Olympia, the question being
should a special school tax be as
sessed or not, the women learning
that there was in danger of the
tax being defeated, turned out in
force and carried the vote in the
affirmative "by a large majority."
It is said that there are only fou
nations in the world to-day that
are paying their way. England
generally manages to make both
ends meet and show a trifling sur
plus of 2,000,000 or 3,000,000 to
be applied to the reduction of its
enormous national debt; the
United States, in spite of congres
sional extravagance, puts by near
ly fifty times as much; and Hoi
land and Belgium keep about
even. "With these exceptions ev
ery nation in the civilized world
shows an annual deficit of more or
less millions.
The English cabinet has de
cided that it is time for England
to take part in the coming Franco
Chinese fijrht, and it is reported
that orders have been issued to
British naval commanders to re
sist any attempt on the part of
the French to blockade Chinese
ports.
Another European war is
pretty nearly "due," judging from
the intervals which elapsed be
tween the wars of the last thirty
years, and which have recurred on
an average of about five years,
the period which has now nearly
expired since the close of the
Russo-Turkish campaign.
During the past few weeks
nearly 4,000 troops have returned
to France from Tunis, and it is
expected that before the middle of
November between 5,000 and
G,000 more will have returned.
France is apparently finding the
preservation of peace in the re
gency less difficult than was antici
pated. The extent of the cattle plague
in Russia, which still continues its
ravages with unabated fury, may
be imagined from statistics gath
ored on the subject by the minis
ter of the interior. According to
these no less than 1,010,902 head
of cattle perished during the last
four years in European Russia
alone.
Baltimore, having more than
820,000,000 in oyster packing, and
over 30,000 persons engaged in
the business, is taking measures
to prevent the destruction of the
oyster beds in the Chesapeake
bay. It is proposed that the
period of rest for oysters shall be
lengthened, and extend from April
1st until October 1st.
The editor of the Mountain
JJemocrat presents a sad picture
of demoralization among the
wealthy and prominent men of
San Francisco. He writes:

night there are more of the 'away
up1 fellows judges, lawyers, doc
tors, bankers, merchants, and the
like taken home in hacks and
coupes, too drunk to navigate,
from the clubs and tony resorts,
than there are drunks taken from
the slums to the lock-ups."
According to a "Washington
correspondent, some of the ex
members of congress who are tol
erably good lawyers, are making
largo fortunes at "Washington in
the practice of law. They have
special advantages of knowing a
large number of members of con
gress, it is said tnat xjod inger
soll makes now about S0,000 a
year mostly by his "Washington
practice, and that he made 40,
000 in his defense of the Star
Route plunderers. In short, In-
gersoll is now making so much
money in Washington that he can
not afford to dwell on the "mis
takes of Moses," in his rounds as
an itinerating lecturer. Ex-Sec
retary Boutwell, who was not orig
inally educated as a lawyer, but
was a country storekeeper, having
had considerable knowledge of de
partment business, became a mem
ber of the cabinet at a later day,
and has now opened a law office
in Washington. Roscoo Conklinc
has been doing considerable busi
ness in that city of late, and it is
said that his practice now exceeds
$50,000 a year. He will probably
settle down in Washington until
his chances for the Presidency are
wholly extinguished, or when he
comes to understand that there is
no longer any chance for him as a
political leader.

NOTICE is hereby given that the assessment made by Ordinance No. 560 of
the City of Astoria, Clatsop County, Oregon, and which Ordinance passed the
Common Council of said city on the 10th day of October, 1883, and was approved
on the 11th day of October, lS8;t, for the proposed improvement of "West-Eighth
street, in the City of Astoria, as laid out and recorded byJohnM.Shively, from the
south side of Water street to the south side of Cedar street in the manner pro
vided bv Ordinance No. 567 of the City of Astoria, and which Ordinance passed
the Common Council of said city on the 23d day of October, 1883, and was
approved on the 24th day of October, 1S83. on each of the following described
lots fronting on said portion of said street, is now payablw at the office of the City
Treasurer in U. S. gold coin, and unless paid within five days from the expir
ation of this notice, viz: Thursday, November 15. 1883, the Common Council will
