The people in Finland, although enjoying constitutional rights and other privileges not shared by Russia proper, are not any better off with regard to the liberty of the press than the Russians themselves. It is well known that the press in Russia is fettered hand and foot, and that all books and other print ed matter from abroad are subject to a very severe censure, and books and Deriudicals. containing ' I aiiyiuuig not agrttaui 10 toe cn- i sor. are confiscated. The office of censor is an odious one and, there fore, hardly ever filled by anyone of high learning ajid liberal views. Fhe consequences und er such cir cumstances are easv to understand. Last year the members of the Landtdarj of Finland petitioned the emperor for a repeal of the gag laws. His answer, lately received bv the senate of Finland, is very far from what was expected, and a deep feeling of disappointment pervades the ivhole country. In his message to this body, however, the emperor commissioned it to re vise now existing press-laws and to propose such alterations con cerning the preventive censure which circumstances and the pro gress of the times may require. :Vlso, if the senate considers it de sirable, to abolish the censorship over certain kinds of literary mat ter, and in such case recommend what means should be taken to prevent abuse of the laws. It cer tainly is not much, but the press of Finland seems to think that a small piece is better than no bread at all as can be seen from an extract from a leadini; newspaper pub lished in Nelsingfors, the capital of Finland: "SVe would hail with delight the abolishment of censure of books printed at home aud abroad, and also of foreign newspapers ami periodicals, as it would be a step in the right direction, even though a small one, but as long as the pe riodical press of the country suf fers by coercion of the censure we must not permit the contest against the same to cease. If there are struggles which seem fruitless it is the struggles our peo ple for nearly half a century have carried on against the censure. But we must not weary. If the battle is lost to-day we must begin it anew to-morrow. There can be no doubt of the end, though the final decision may be far off as yet. Every nation ripe for liberty of the press has always obtained it. Why should the people of Finland be an exception, even it has to" wait a little longer than others? Already Northern Pacific trains run through snow fields at intervals all the way from Idaho to St. Paul. The snow is nowhere deep, but these early falls are a foretaste of what may be expected later on. While there will cer tainly be difficulty in operating in operating the road after storms in Montana and Dakota, it is not likely that there will be serious blockades. The methods which keep the roads open in Minnesota and the other northwestern states will, without doubt, prove cfiec tive ou the Northern Pacific. The Dalles Sun.
