A Special from Winnipeg says:
The Canadian PaciGc is unable to
get across the Selkirk range of the
Rocky mountains and work has
been suspended for this year.
It is . said that American com
panies have completed over 1,000
miles of railroad in Mexico, in
vesting therein over 30,000,000.
Mexicans have themselves con
structed C35 miles of road, and
English companies have built 353
miles.
The New York Telegram says
the preferred bet that Northern
Pacific preferred will sell below
forty-five this year has been with
drawn. The Mills party is long of
the full list and D. O. Mills says it
is very unlikety that stocks will be
as low again as they were in the
early part of last week.
Some idea of the extent of the
oil business in Southern California,
says the Post, may be gathered
from the fact that an oil pipe is
being constructed from Newhall to
Ventura which will be fift-four
miles long. It will be a surprise
to most persons, also, to know that
one well in Los Angeles county
has already produced 100,000 bar
rels of oil.
This is a calculating ago, says
a contemporary. Counting is its
favorite occupation. It worships
figures. Nothing is considered
valuable unless it can be counted.
Quantity is the test of excellence,
and vast numbers command the
highest reverence. The popular
mind has become insane on the
subject of statistics; all our views
of life, all our verdicts of success
or failures, all our estimates ol
worth, are based on columns of
figures.
Oveii eight years ago began the
grand round of centennials in
American history. The fight at
Concord was ccntennialized, then
Bunker Hill, then the Declaration
cf Independence, and so on
through scores of incidents. The
latest whoop-up was the celebra
tion of the 100th anniversary of
the disbanding of the American
army at Newburgh. But one
more remains: on the 25th of next
month New York will thrill with
joy, and blossom as a century
plant over the 100th anniversary
of the British evacuation of that
city.
Talking of "the new South,"
Henry "Watterson says: The South;
it is no problem at all. I thank
God that at last we can say with
truth it is simply a geographical
expression. The whole story of
the South may be summed up in
the sentence: "She was rich, and
she lost her richesj she was poor
and in bondage: she was set free
and she had to go to work; she
went to work and is richer than
ever before." You see it was a
ground hog case. So it was here;
the climate was here, but along
with it was the curse the curse
of slavery. God passed a rod
along the land and smote the peo
pie. Then, m His goodness and
mercy he waved the rod of en
chantment and lo, like a flower,
His blessing burst forth. The
South never knew what indepen
dence meant until she was taught
subjection to subdue herself.
"We had our debts and our "nig
gers." Under the old system we
paid our debts, and walloped our
"mergers. uuaer tue new we
pay our "niggers," and wallop our
debts."
The National Banks are making
a tremendous fuss about the pro
posed refunding of 705,000,000
of the national debt, and predict
all manner of calamitv should the
project be put into execution. The
most immediate effect would be
the closing of the national banks,
to which these useful institutions
naturally object. The national
banks and the national debt are
about the only remaining evidences
of the civil war, and happilv for
the country they are both likely
to disappear.
Jonx "W. Mackey expresses
the opinion that .Taj' Gould is one
of the most overrated men in New
York. He declares that he does
not fear him as a business antago
nist in the telegraph line, and is
mildly surprised that so many of
the great merchants of the metro
polis should stand in such terror
of the little Ogre of "Wall street.
The Prince of the Bonanzas is the
most formidable foe who has ever
challenged the supremacy of .Tay
Gould. His capital is greater
than that of Gould. The latter
has trunks full of watered stocks,
the nominal face value of which
runs into tensof millions; butJMack
ey has the clean, cold cash. If there
is to be a battle between the two,
it cannot fail to be interesting to
the whole country. It is not im
probable that the owner of the
Atlanta may find himself drowned
in his own water before the con
test is over.

NOTICE is hereby given that the assessment made by Ordinance Xo. 5G0 of
the City o Astoria, Clatsop County, Oregon, and which Ordinance passed the
Common Council of said city on the lOtli day of October, 1883, and was approved
on the llth day of October, 18&,for the proposed improvement of West-Eighth
street, in the City of Astoria, as laid out and recorded by John M. Shivcly, from the
south side of Water street to the south sidewf Cedar street in the manner pro
vided by Ordinance Jfo. 567 of the City of Astoria, and which Ordinance passed
the Common Council of said citv on the 23d day of October, 1883, and was
approved on the 24th day of Octo"ber, 1S83, on each of the following described
lots fronting on said portion of said street, is now payable at the office of the City
Treasurer in TJ. S. gold coin, and unless paid within five days from the expir
ation of this notice, viz : Thursday, November 15, 1883, the Common Council will
issue warrants for the collection thereof. The assessment is as follows :
