suites 'have a majority of Demo
crats in their delegations of repre
sentatives in congress. The Re
publicans control fourteen state
delegations, the Readjusters one,
while one is equally divided be
twecn Republicans and Democrats.
A San Francisco dispatch
says: "A most determined fight
is being made against the North
ern Pacific on all points of rail
road differences. Since the issue
of the circular inviting snippers to
renew their special contracts dis
cussion of the issues presentei
has become general. There has
been considerable dissatisfaction
among merchants against the svs
tern, but since the completion of
another transcontinental road,with
a prospect of fluctuating rates, in
which the shipper is just as likel
to be caught in a tight place as
not, distrust of special contracts
has given way to reflection, based
upon a guarantee that if any cut
ting of rates is done the old lines
will give the shippers the benefit
of such cuts. This view of the
situation is upheld by conversa
tions with merchants, -whose in
terestit is to avail themselves o
the lowest charge for carriage o
tbeir goods. "While there is a de
cided opinion among certain mer
chants against the special contract
system, others are unwilling
trust the varying fortunes of
railroad war.55
