FRENCH ATROCITIES IN
ANAM.
A London special says: Pierre,
late officer of the French expedi
tionary force in Tonquin, sends to
the Paris Figam the following
description of the fall of Hue:
The beaten Anamitcs wore cooped
in the burning village. The onlj'
road to escape from the flames lay
under the guns of the fort, which
which was filled with sailors armed
with repeating rifles, with sights
carefully adjusted to the distance.
The magazine rifles Avere dul
ioaded. The men looked on, wait
ing until the flank movement of
the other troops and the firing of
tlp bamboo huts should drive the
human quarry out before them.
"W saw them halting at the end
of the village, with singed hair
and garments. After a few mo
ments hesitation, tucking their
flowing robes as high as they could
and trying to protect their heads
with planks against the impending
shower of bullets, they rushed on
to the great butchery which then
commenced. Two volleys . were
fired.
It was a terrible sight to see i
these fan-like streams of bullets
sweeping down on the fugitives.
They were poured in twice in one
minute at the word of command
and to insure methodical move
ments. t was like a jet from a
huge watering-pot, which mowed
them down by dozens. In the
cloud of dust and gravel we could
see some who seemed driven mad
picking themselves up, limping
now nc way, now another, like
wounded animals, gathering up
their robes in a comical mauner,
and their long hair unfastened and
streaming down their backs made
them look like women. Others
tried to escape by swimming a la
goon. The would remain a long
time under water. Our men con
tinued to kill them all the same
when they came up to breathe,
like seals. The men then amused
themselves counting the dead. In
the village there were small heaps
of those killed. In the southern
forts about S00 or 3,000 must have
been disposed of. The soldiers
made bets as to the number de
stroyed. About 9 o'clock in the morning
all was over and the rout of the
Anamitcs was complete. The
heat was intense and the soldiers,
maddened by the sun and the
noise, and quivering with excite
ment, rushed out of the fort after
the wounded. Some were crouch
ing in holes, others were feigning
death, while others at the last gasp
were stretching out their hands
and pleading for tnercy and shout
ing "Han! Han!" in heartrending
accents. Our men slaughtered
them with their bayonets or brained
them with the butts of their musk
ets. The Anamite servants, di
minutive, effeminate lads, who had
followed the infantry from Saigon,
were hunted out. "When a fugi
tive was unearthed, the sailors
would call out, "Here's another,
come, give him his death." These
sailors were quite unrecognizable;
they were absolutely madmen.
The officers attempted to restrain
them and said to them, "You
ought to be ashamed of such cow
ardly, dirty work.' They replied:
"The Anamitcs are savages. They
carried the head of Captain Riv
iere on top of a pole, and if they
had carried the day they would
have cut the French into pieces or
sawed them between two planks."
There was no reply possible to
this. It was true, and so they
were left to their grim work.
Tuk individual wealth of Great
Britain is the highest in the world,
France coming next and the Uni
ted States third.
A Strange Case.
A curious case was recently de
veloped in Butte county, Cal.
Briefly stated, some five years ago
an old man named B. W. Taylor
was convicted there of arson, for
burning a barn belonging to one
Daniel Bidwell, near Chico, and
sentenced to ten years in the state
prison. He stoutly maintained his
innocence, but the jury could not
be convinced thereof. Finally, in
1SS0, he was pardoned by Gov
ernor Perkins, who had become
impressed with the belief that the
man was innocent. Taylor then
had one Mitchell, on whose testi
mony he was convicted, arrested
for perjury, and he was convicted
and sentenced to eight years' im
prisonment. Daniel Bidwell ap
pealed Mitchell's case to the Su
preme court, and a new trial was
ordered. This time Mitchell was
sentenced to ten years. Again his
case was appealed and another
trial ordered, which took place
about a month ago. He was urged
to tell the truth about the affair,
and he now did so, admitting that
he had sworn falsely against Tay
lor. For his perjury he was sen
tenced to three years in the state
prison. He had testified against
Taylor merely to save himself,
knowing that suspicion had rested
upon him, although at the time of
the fire he was lying drunk some
two miles from the place. The
last chapter in this interesting
story opens, with the statement of
the commencement of a suit Tor
75,000 damages by Taylor against
Bidwell, the owner of the barn
j
whom he charges with conspiracy
against him and malicious prosecu
tion. It is certainly a strange
case.

Artjux: The Indians have had a
rich time getting "ocean potlach"
clothing of all kinds, boots and
shoes, sewing machines, jewelry,
bed room sets, one large looking
glass twelve leet long, willow
chairs, cane bottom chairs, alcohol,
paint, oil, lard, butter, honey,
kerosene, China nut-oil, seal skin
cloaks, lace, sea otter, trimming,
all kinds of toys, soap, and most
everything that floats, and many
things that would not float unless
boxed. Many Indians are now
merchants and many of them are
now in the wholesale business.
All the articles were more or less
damaged except the whisky. They
got very rich in a short time.
One died happy has gone where
fish are plentiful is a good In
dian now. Some of the whisk'
was rescued by order of-the agent
and emptied on the ground to the
sorrow of the Indians. Several
barrels were taken and treated
thus. Most of the Indians, how
ever, were very joyful, and even
resented the powers that be; but
they had. to come to time. It is
now "all quite on the Potomac."

A Michigan court lias decided
that the acts of :i public official are
fit subjects for comment 03' news
papers, if the comments cannot be
shown to be malicious and untruth
ful. This is justice and common
sense. When a man accepts a
public posttiotijhe is responsible for
its duties, and it is the right and
duty of newspapers to inform the
public whether he is doing so or
not.
