last Tuesday.
Sometime ago the naval depart
ment issued an -order forbidding
the employment of local pilots on
United States vessels. Recent
consequent disasters on the Atlan
tic coast-have caused a rescinding
of the ill-timed decree .
TnE Central American states
are having three separate and dis
tinct revolutions, and the acquisi
tion of property is conducted on
the good old principle that they
shall take who have the power
and they shall keep who can.
Mayor Harrison of Chicago, in
opening the Illinois state fair, said
that Illinois fanners are in a criti
cal condition, since the Northern
Pacific railroad has opened a coun
try of wonderful fertility, and sub
jected them to new competition.
The Iowa and Ohio election re
suits in- a Democratic majority in
the former state of 12,000 and a
Republican majority in the latter
of 20,00. the Iowa legislature is
Republican, in Ohio it is Demo
cratic; Prohibittion has been
successful in both states.
Tup steamer Coolie, which sailed
from San Francisco for Hong
Kong last Thursday, carried away
nearly 1200 Chinamen, the largest
number that ever sailed from that
port. Of these over 000 were pro
vided with return certificates.
Notwithstanding the crushing and
squeezing to get aboard, great
good humor prevailed among them.
An item worthy of remark was
that every one of the 1200 was
carrying off with him from 500
to SI. 000.
The Villard stocks were a little
lower on Thursday. It was offici
ally announced that a syndicate,
headed by Drexel, Morgan & Co.,
Winslow, Lanier & Co., and Aug
ust Belmont & Co have made a
proposition to the Northern Pacific
Railroad Company for the pur
chase of S1S,000,000 of the second
mortgage bonds. The syndicate
is composed practically of the same
parties who negotiated the first
mortgage bonds, and includes, in
addition to the above, Drrxel &
Co., of Philadelphia, J. S. Morgan
& Co., of London, J. and "W. Selig
tnan & Co., L. Yon Hoffman &
Co., Robert Lenox Kennedy, C.
B. Wright and Frederick Billings,
finance committee of the Northern
Pacific road, will act upon the
proposition to-day.
Sax Francisco merchants are
protesting against the continued
exactions of tne Central Pacific.
The following from the Chronicle
shows tho form their indignation
takes:
'Meanwhile the Northern Pacif-j
ic goes on steadily building up its
traffic and making daily encroach
ments upon the trade of the Cen
tral Pacific; By yesterday's Port
land steamer freight was carried
which will .make up a train of four
teen cars, much of which would
have gone to Ogden and been dis
tributed by the Northern Utah
had the Northern Pacific not been
.in operation. One item was fif
teen tons of quicksilver sent to
Montana and another the first in
stallment of ten carloads of apples,
which are to be delivered in that
Territory, at li cents per pound.
Every day merchants are availing
themselves of the new facilities
for reaching the northern districts.
Freight will from to-morrow be
insured to all distributing points,
and now that it is known that the
Northern Pacific is not a party to
the special contract pool, the Cen
tral Pacific may "begin to feel that
the merchants of "San Francisco
are not slow to avail themselves
of an avenue of relief as soon as it
is opened."

Political prophecy is the most
uncertain of all forecasts, but itj
would seem to be almost a cer
tainty, from the way things now
shape themselves, that if Tilden is
alive when the next Democratic
national convention meets, he will
be declared the Presidential nom
inee of that party.

Main Street Assessment.
XOTICK is hereby given that the assessment made by Ordinance No. 553 of
the City of Astoria, Clatsop County, Oregon, and which Ordinance passed the
Common Couneil of said city on the 29th day of September, 1883, and was ap
proved on the 1st day of October. 1883, for the proposed improvement of Maui
street, in the City of Astoria, as laid out and recorded by John McClure, from the
south aide of Astor street to the south side of Eighth streetinthe manner pro
vided v Ordinance No. 52; and which Ordinance passed the Common Council
of said eitv on the 10th day of July, 1883, and was approved on the
llth day or July, 1883, on each of the following described lots fronting
on said portion of said street, is now payable at the oflice of the City Treasurer in
U. i. gold coin, and unless paid within five days from the expiration of this
notice, viz: Tuesday, October at, 1S83, the Common Council will issue warrants
