THE POOR CONGRESSMAN.
How He Must Economise to Save
Money in Washington.
1 ran across a congressman the
other day who was looking for
quarters for himself and family for
the coming session. He is a poor
man, who is obliged to live on his
salary, and who is, therefore, com
pelled to count th' cost of every
thing and cut his cloth close

a half dozen -country newspapers
for printing tickets (a mere nom
inal service for a good deal of
money); he must pay for banners,
transparencies, flags, brass bands,
hand-bills, and I don't know how
many other things, to say nothing
of his own expenses m the cam
paign. Added to all this, ten
chances to one he has to pay pret
ty dearly for his nomination not,
perhaps, in buying delegates,
though that is often done, T am
told, but in paying car fares, hotel
bills, etc. Sx you see that when a
finnfTessman comes to "Washington t
he does not have 5.000 a year to
his credit.
My friend, as 1 have said, is a
poor man, although he is one of the
ablest men in the House, lie nev
er made a dollar improperly, and
does not know how to be dishon
est. He stands as high as any
member of the House. Said he, UI
don't know what to do. 1 have
lived in every way. When I first i

hotel, with my wife, leaving my j
children at home and at school. 1
kept up my house at home, and
ray expenses there were little less
than if I had boon there. My ho
tel expenses, including washing
and the outrageous extras one al
ways finds on his bills, were never
Jess than 300 a month. My ex
penses at home were about half as
much; so, you see, I couid not
stand that. The next winter 1
went to a boarding-house and left
my family at home, Of course I
had to have a parlor and bedroom.
1 paid $100 a month at the board
ing-house. But I did not live; it
was simply a miserable existence.

are obliged to meet and be polite
to people whom you do not care
for, whom you detest, in fact. Then
J was deprived of my wife's com
pany, which, strange tts it may
seem, 1 still appreciate. Well,
that year, by close economy and
many deprivations, 1 came out
about even. The next year 1 hired
rooms and had my meals sent in
from a neighboring restaurant. But
this life was very unsatisfactory,
I had to take my breakfast at a
certain hour, whether I wanted to
or not, and my dinners were served
at the same time every day, and
they were nearly always cold
when brought. But a member
of congress cannot always be at
his dinner at the exact minute.
The House may sit late, or there
may be a caucus or a committee
meeting, or you may be detained
by constituents, or a dozen things
may happen to detain you. "Well,

furnished house and brought my
entire family here. I shut up my
house at home, but, Great Ca'sar!

though tried to live very .quietly

this winter heaven only knows.
I suppose I must go back to the
boarding house. A congressman
life is but a dog's life, after all."

Why
'Transcontinental" Went
Down.
The publication of the Northern
Pacific report has been more dis
astrous in its effects on the stock
of the Oregon Transcontinental
I than on the other stocks, for it re-
could expect no income Irom its
Northern Pacific stocks for possi-
1)1 v several years: and. second, that
it has been a lender of many mil
lions of dollars (represented by tho
Northern Pacific's floating
debt) to that company, which
the borrower was unable to repay
in cash, but had intended to repay
in some form of negotiable secur
ity hereafter to be determined on.
In addition the Northern Pacific
needs to borrow more millions,
and to borrow them of the Oregon
Transcontinental Company, pay
ment to be made in the same unde
termined negotiable security. The
Oregon Transcontinental Com
pany, therefore, was left in the
position of creditor to an embar
rassed debtor, and with no income
but what it got from its Oregon
Railroad and Navigation stock.
Of the future of the Northern

i ment no one entertains a doubt.
It can bo built up into one of tho
best paying properties of the
country. This, however, is a work
of time, and no one can tell how
long a time, while the necessities
of the present are pressing, and
must be met at once.
An Explanation
Regarding the reports winch
have reached the Eastern press of j
the speech of the prime minister of
British Columbia at a lunch given
to the journalists of Villard's party
by the oilicials of that province,
pne of the party who was present, j
and who has just returned, says the j
allusions to annexation arqsc in
this way. lie was speaking of tlje
plose friendship and union of the
interests between his people and j
those of Oregon and Washington
Territory, when some one in a
joking way asked him if he re
ferred to annexation when he said
"Union." lie replied in a similar
strain that he was alluding to com
mercial interests and commercial
union, and that he had not noticed
any indications of annexation, e- j
pept as it might be possible that j
some day not far in the future '
British Columbia might annex :
California. Oregon and Washing
ton Territory. His prediction that
the Union will not last, and that
Brstish Columbia would eventually
take in a good part of it was a part
of his answer to tiie question
whether there was a leaning on
his side to annexation. The
speeches of the other Jtjnglish
guests were of a very pleasant and
cordial nature, and the whole oc
casion was enjoyable. Great at
tention had been paid t the
American paity during the fore
noon by the officials of the place,
and everything from first to last
was of the most friendly and
cordial character.
The governor of Cochin China
has completed an agreement with
the king of Cambodia. It con
firms the establishment of a French
protectorate, provides liberal insti
tutions and security of property,
reorganizes administrative and ju
dicial systems, and entirely abol
ishes slavery. It also provides for
the collection of a direct tax, in
trusted to French officers. France
will receive GG,000 piastres annu-ally.
Two men in Miles City,
tana, pretended to have learned by
telegraph that the government had j
thrown open the eastern part of j
Fort Keogh reservation to settlers.
They whispered this cautiously to
special friends, enjoining strict
secrecy. Before night there was
a stampede, the supposed public
land claims were staked off, shan
ties were put up, tents were
pitched, and the jokers say that a ;
town was laid out, and a real estate
"boom" was under full headway
before '.) o'clock in the evening, j

the place was deserted. j
A large whale was killed by
Indians off Cape Flattery a few
days ago. They surrounded the I
animal with seven large canoes !
and literally filled him;with spears,
to each one of which was attached
a bladder to keep him afloat. The
whale lashed the water with his
tail to a; foam, but the bladders
proved too much for him and he
soon succumbed and was towed !
off.
A plain tombstone has been
erected oyer the grave of Joseph
Gale with the following inscrip-
tion: "Joseph Gale, born in
