Railroad Lands.
In explanation of a former com
munication to the commissipner
general of the land oflicc, touching
the withdrawal of lands for the
benefit of "the sorthcrn Pacific
Railroad Company, the secretary
of the interior has written the fol
lowing letter.
"It having Jbeea made. lq.appear
to me at the time of preparing my
first letter, that it 'would be neces
sary for the company to resort to
idemnity limits within the states
in order to make rood the lands
lost to them, therein, it was my in
tention to give the company the
benefit of withdrawal of both limits
within the states, limiting the
withdrawal to the first idemnity
limit in territories only. You are
therefore instructed to make with
drawal in the usual manner in ac
cordance with such intention.
Alisunderstandins: the. original
decision upon this subject, the
commissioner of the land office
had refused to allow the railroad
company to withdraw lands within
the second indemnity, even. within
the states, and this explanation is
intended to'rectify an error.
A 'cw River.
Lieutenant Stoney, who went
to . Alaska on the last trip of the
revenue steamer (''orient, for the
purpose of distributing among the
Tchuckchee Indians the 85,000
worth of presents given them by
thejgovernment in recognition of
the shelter and food afforded the
officers and crew of the steamer
llodycrs; burned in 1881, reports
the discovery of an immense river
hitherto unknown to geographers.
The river had been vaguely spok
en of-by Indians to former explor
ers, and Stoney being compelled
to await the return trip of the
Cowcihy -determined 'to see if there
was anything in it. Accompanied
l3'an attendant and an interpreter
he proceeded inland from Hotham
Inlet in a southeasterly direction,
until he struck what he believed
to bp the mysterious river. He
Traced it to its mouth, a distance
of about fifteen miles, where he
saw such immense pieces of float
ing timber as to satisfy him the
stream must be of immense size.
He retraced his steps a distance of
fiifty miles, where he encountered
natives, from whom he learned
that to reach tho headwaters of
the unknown stream would take
several months. The Indians told
him they came down it a distance
oM',500 miles, to meet fur traders,
and that the river went up higher
than that
Discussing the Mormon ques
tion, -the Chicago Tribune says:
The disfranchisement of the entire
population of Utah, where the
authority of the United States is
thus defied and subverted by the
priesthood, is recommended by
Governor Murray, and is favored
by leading gentiles. That would
sweep away all -political power of
the priesthood, and the territory
could then be run by the federal
government, as the district of Co
lumbia is managed, where the ab
olition of suffrage has been folio w-
, ed by happiest of results. When
this had -been done, other steps
could be taken to break up the
commercial and industr.il monoply
which the priests are trying to
build up, and to keep them within
their.legitimatc function cfdirect
mg tli doctrinal life of their peo
ple. In that they could indulge
to their hearts content, any vag
aries or eccentricities that seemed
" good to them. This Mormon ques
tion must be met. The sooner it
is settled-stlie easier the treatment

Over 40,000 miles of railway
have been built: in the United
States since and including 1879.
This, is about one-third ot the en
tire mileage of the country. Last
year alone the amount raised to
build'thcse roads was over $700,-000,000.
The "Washington Monument.
The Washington monument is
rising so rapidly that before cold
weather stops the work it will be
410 feet high. Then Congress
will vote more money for its com-:
pletion, the men will work hard
through next summer, and the
spring of 1885 will see it finished.
The monument proper will then
be 500 feet high, -with a pyramidal
cap of glass 30 .feet high, which
will give it a calm superiority over
the Goddess of Liberty on .top of
the Capitol dome. If this glass j
top is lighted up at night it will !
give the handful of mariners on
the Potomac river.the tallest light
house in the world. It would be
I flattery to call the monument as it
stands handsome. The lower part
for a hundred feet from the ground
is so discolored, as a result of its!
long standing in the open weather
that it is not of accord with the
fresh-looking three- hundred iret
above. It is impressive, though,
at a distance, and awe inspiring
near by. Five hundred feet of
stone in the perpendicular is more
imposing than fifteen hundred feet
of landscape at forty-five degrees.
The members of the Washington
monument association, of which
President Arthur is president, are
talking of having a celebration in
1S85 in honor of the completion
of the monument, to which all the
nations shall be asked to send rep
resentatives. Those nations which
have blocks of stone in the rain
stained lower portion of the pile
will naturally take a peculiar in
terest in such a celebration.
Ik the modern newspapers the
great dailies of the metropolis
are to be. taken as a reflex of social
life, our people are becoming wo
fully addicted to crimes and social
scandals. The big dailies are
filled with accounts of suicides,
sensational murders and scandals
in high life. It seems indeed as
if the modern railroad system of
divorces were not speedy enough,
and the social circle up north is
beginning to recognize the efficacy
of a quicker route to the desired
object a new union. They can t
wait even for a divorce by the
"limited express" through the
courts,but must elope, just as if
it were a matter of no particular
concern to abandon one's family
and run away with another man's
wife. Tt must be hard on the
children who are left behind.
Election returns from Ohio and
Iowa are very meagre; Republi
can gains are reported in the for
mer state. and Democratic gains in
the latter. In Iowa the state cen
tral Republican committee esti
mate their majority on the guber
national .ticket at 15,000. The
Democratic committee claim that
Kinne -will have 12,000 majority
over Sherman. The Democrats
hope that "Weaver, Greenbacker,
will poll enough votes to assist
them an defeating Sherman.
Goveuxor Crosby, of Montana
reports that a battle is impending
botween stock men and the Cat
fish band of Sioux. Six hundred
o the latter are said to be march
ins: toward the Little Missouri.
