The Astoria Railroad.
It was reported on the streets
yesterday afternoon that a tele
gram Had been received by the
Astoria chamber of commerce
from Henry Villard, in which that
gentleman declines to allow that
body access to tlift reports of the
surveys recently made by the en
gineers between this city and
Forest Grove.
Mr. Tillard's, statement that he
would give 30,000 in 'bonds to
any one contracting to build the
road included the proviso that the
roid must be built in accordance
with the plans and specifications
of his engineers. Declininjr to al
low "parties of the second part"
access to those plans and specifi
cations would argue lack of sincer
ity on the part of Mr. Yillard. If
an Astorian were to tell a carpen
ter "I will give you S25,000 to
build me a house, in accordance
with certain plans 1 have," and
immediately refused to let the
carpenter see the plans in accord
ance with which the house must
be built, the presumption in the
carpenter's mind, would be that
spmc one was trifling, and the
trifling party was not the carpen
ter. From London comes to us au
thentic information that on the
19th of Sept the construction
bonds of the O. & C, were selling
at 0G. So that the $30,000 in
bonds which Mr. Villard .svjj
he will give anyone contracting to
built the railroad from Astoria to
Forest Grove (according with fiis
engineers' plans and specifications.)
are worth about 28,S00, in cash.
In his message to the territo
rial legislature, Gov. Newell says,
the report of the board of pilot
commissioners lor the Columbia
river and bar shows a decided in
crease in ihe ciiimercc of that
great river. The pilots are uni
formly successful in their hazard
ous occupation and have the con
fidence of masters and owners.
There is no longer an conflict
with the Oregon board of pilots,
many of whom take branches
from the Washington board. The
laws of this territory and ut the
state of Oregon respecting the
navigation of the Columbia,
especially as relating to the
rates and general, supervis
ion of the pilot serviee, .should
be harmonious, and i.uleed
might well be identical A con
ference upon this important mat
ter with Oregon authorities may
lead to the adoption of such im
proved and uniform laws and reg
ulations as would promote the con
venience of mariners and insure
to the advantage of commerce on
both sides of the river. The
abolition of the Puget sound
system has not been injurious to
commerce, which has !een increas
tl one hundred fold. If any new
measure is enacted it will lie well,
in view of the conspicuous and
safe navigation of the straits and
the sound, and the large coast
wise commerce, that it be based
upon the optional feature of pilo:
age. No newspaper is more eagerly
read in The Astoriax office than
thcN. Sun, as that journal
always affords pleasure, and often,
amusement. Its editorials on the
use of oorroct English are master
pieces of argument, but a due ob
servance of its own ruk-s would
save the editor from such glar
ing mistakes, as occurred in his
issue of the 20th ulfc, where he
says "he laved down." The

happy memory has told a New
York reporter that if everj man,
womanand jchild were to sin a
petition asking him (S. J. T.) to
accept a presidential nomination,
he would refuse. This illustrates
the positive nature of Mr. Tilden's
position.
The Tacotna Ledger says "the
books of a leadinrr shinning mer
chant of Portland," shows that the I

at Portland,' exceeds the necessary
cost to a vessel of the same size
lo&ding at New Tacoma $2,02S.
In other words it costs two dollar
a ton more to load wheat at Port
land than at Tacoma."
To be entirety candid the

truth, and go on to show the facts
in the case which are that the cost
of a ship of 107G tons loading at
Astoria, is-far less than the neces
sary cost to a vessel of the same
size loading at Tacom:i, a fact
which has been proved on more
than one occasion.

for lieutenant governor of the

money to secure his election.

tives by Indians be one of the
qualifications for the presidential
candidates it will add a new ele
ment of uncertainty to the cam
