With this issue begins Vol. XX
of The Daily Astokian. The
encouragement and favor with
which our efforts have for the past
two years been received is grate
fully acknowledged, and the many
kind words of comment are as
gratefully remembered. To run
a daily newspaper with which ev
ery member of the community
shall be entirely satisfied, is some
thing that no one has ever yet
Succeeded in doing, nor is it
likely .that difficult feat will ever
he successfully accomplished. In
tins regard it has hcriu the aim of
Tins Astokiax to respect the
honest opinion of every man, to
concede to others the consistency
we claim for ourself, and to advo
cate what we believe to be right,
in silcjj a manner that those from
whom we occasionally differ shall
at least respect the motive that
prompts our utterances.
That we have in a measure suc
ceeded in this intention is satis
factorily shown by the numerous
comments from our contempora
ries and the kindly words of many
hundred patrons. Tin: Astokiax
addresses a wide constituency.
There are few postoflices in Ore
gon and "Washington Territory
where it is not sent, and the cir
cle of our readers is daily widen
ing. To all wc return thanks for
kindly words and substantial en
couragement and shall endeavor
to edit a paper that shall as the
city grows, keep pace with the
requirements of the times.
The American newspaper is as
much an exponent of our Ameri
can civilization as are our public
schools. Like them it depends
upon the intelligence of the peo
ple for its support, and like them
it is an exact and unfailing mirror
of society. Primarily, a newspa
per is run as a matter of business,
but the man who publishes a
newspaper for profit finds him
self much in the same condition
as the minister who preaches the
gospel onlj' "for a living." lie
may temporarily succeed, but can
not permanently retain his
congregation. A newspaper
should be a benefit to a
community; it should be that in
which the general public take an
interest aud in which they feel a
certain amount 01 pride. It is
their mouthpiece, their representa
tive, their earnest and untiring
advocate, and when it ceases to be
other than a means of making a
living for its proprietor or assisting
in the manipulation of official
positions, it ceases to have any
claim upon the public and does
not deserve support.
Thc time 1ms gone by when the
editor of a newspaper could :ibk for
support on the ground that he
ought to be sustained. As well
could a grocer or a hotel keeper, a
lawyer oc a physician make the
plea. If a newspaper can make
good its claim, it it can show that
it is deserving of support it will
"never languish, and if it is weak,
flabby or characterless, it must
inevitably go under.
It is reported that Gould and
Villard had a conference in New
York last Saturday, when the af
fairs of the Northern Pacific were
discussed. It was asserted that a
conference had been held at the
office of Drexel, Morgan & Co.,
and that negotiations had been
perfected for the loan of $15,000,
000 to tlie company on a debent
ure bond or some other security.
The belief obtains in well-informed
quarters that a plan of action had
been fully developed.
It is alleged that Forakcr, the
Republican candidate for gov
ernor of of Ohio, when eating corn
at dinner, cuts it from the cob, in
place oE biting it off. It this
charge can be substantiated, it
iinay diminish his majority next
Tuesda.
Secure From Competition.
How some people in our neigh
boring state look at the present
railroad situation on this North
west coast is shown by the follow
ing from the S. F. Chronicle.
Speaking of Villard and the North
ern Pacific, it says:
uThe Chronicle in common
with many citizens of California,
hoped much from the Northern
Pacific. It was the general desire
of the people of this state and the
expectation of not a few that he
would extend his system so as to
include San Francisco. When he
decided to meet the California and
Oregon road at the Oregon line
thefe.was a general feeling of
disappointment, though it was
still thought possible that he had
only postponed such an enterprise
till a more suitable occasion. As
to the energy he had shown in
pushing his road to the Pacific and
the benefits that would a-crue from
opening an immense area to
settlement there could be no dif
ference of opinion. The Chron
icle was willing to accord the
chief owner of the Northern Pa
cific all the credit he deserved for
the financial and managerial ability
he had shown, but preferred to
wait until his plans had furthe ma
tured before giving a final opinion
as to the good which California
might expect from him. His
policy is now so far developed
that there seems to be little need
of reserving comment.
A schedule published in Oregon
shows that the local rates of the
Northern Pacific are really higher
than those of the lines owued by
the Central Pacific. This does
not prove that the latter road is
not among the most profitable in
the United States, but does go to
show that Villard, feeling suro of
the isolation and helplessness of
Oregon and "Washington, does in
tend to make them pay high for
carrying their goods and produce;
and it is quite to be expected that
the people of that section will cry
out against the extortion as soon
as they are made seriously to feel
it. The average local charges of
the Northern Pacific can be shown
by a few quotations from its
printed schedule. The following
figures represent rates per ton and
distances: For 150 miles, $0; 170
miles, $G; 2U miles, SG.S0; 217
miles, 67; 237 miles. $8; 311 miles,

for about the same distances from
$2.25 to $4.35 and the -Southern
Pacific a trifle more. So much
for the German magnate's good
will toward Oregon and "Washing
ton. He is secure from competi
tion and he has no desire by a low
local tariff to encourage the Cen
tral Pacific to persist in a similar
weakness.
What he designs to do for Cal
ifornia is also become apparent by
his offer to the Central Pacific to
pool the rates on through freight,
he taking the lion's share of the
business, consenting that they
shall remain at their present high
figures. Ho offers no hope of re
lief if matters are to be settled on
this basis, and he must expect no
sj-mpathy from any one in Cali
fornia on account of his' Wall
street troubles. If things are to
be kept as they are, it is an indif
ferent matter to us who owns the
Northern Pacific. Issues being
pooled and the Northern Pacific
and Central Pacific remaining un
der separate management, our
case is the more hopeless, for it in
dicates a perpetuation of the pres
ent evil conditions.
