Result of llio Conference.
The railroad niunager at their
San Francisco meeting last
Wednesday practically closed
their labors by adoption of an
agreement, the substuuee of which
is as follows. Portland and San
Francisco are to be common points,
taking the same rates to and from
the east. The Northern Pacific is
to make the same through rates to
San Francisco via Portland that
other roads make to San Francisco
direct, and the latter are to make
the same through rates to Portland
yia San Francisco that the North
ern Pacific makes to Portland di
rect. All lines are to maintain
the present regular rates, except
as modifications may hereafter be
mutually agreed upon. A com
missioner is to be appointed em
powered to settle all dispnted
points and enforce a penalty on
any company violating this agree
ment. The Northern Pacific is
given some advantage north of
the California state line to points
other than Portland and Astoria,
and other lines are given corre
sponding advantages to points in
California other than San Fran
cisco. The agreement goes into
effect the 1st of next month, and
expires by limitation December
31, 1SS4, but is terminable at any
time on ninety days' notice from
any of the companies. No com
missioner was selected, but an ap
pointment will be made as soon as
possible. It is the opinion of
railroad managers outside of North
ern Pacific representatives, that
the practical working of the ar
rangement will be to confine the
Northern Pacific to its own terri
tory, as that railroad cannot afford
to pay water freights between
Portland and San Fraucisco,which,
under the agreement, it will be
obliged to do, and in addition
break bulk at Portland if the'
seek to divert business to and
from California.
The Chronicle, in an editorial
drawing attention to the exorb
itant local rates established by the
Northern Pacific, says: ""What
Villard designs to do for Califor
nia has also become apparent
by his offer to the Central
Pacific to pool the rates on
through freight, he taking the
lion's share of the business, while
consenting that the shall remain
at their present high figures. He
offers no hope of relief if matters
are to be settled on that ba.sw, und
must not expoct any sympathy in
California on account of his Wall
street troubles. Unless the North
ern Pacific can see its way to
independent action, looking to the
relief of the whore Pacific coast,
let Gould and Huntington have
the road, and so compass under
the weight of so monstrous a mo
nopoly their own destruction.
Vkuy justly comments the
Times-jUCoimtainccr when it says,
while we rejoice with others in the
completion of the North Pacific,
and give all merited praise to Mr.
Villard, we cannot forget that
while the government has been
extremely liberal in giving to all
railroads large grants as an induce
ment to further the enterprise, it
has been extremely negligent in
appropriating sums for aiding the
improvements of river and harbors.
The Northern Pacific has re
ceived the equivalent of millions
in the construction of its road
bed, and the Columbia river by
the urgent request of our rep
resentatives has only receiv
ed a few hundred thousand.
The water courses and har
bors of a country arc as im
portant, in a commercial sense, as
lines of railway, and should re
ceive equal encouragement. It is
true the subsidies to railroads are
not in money, but the land in this
growing country, fast settling with
an industrious population, repre
sent value, and should be guarded
with as great care by the govern
ment as the coin in its treasury.
We have not forgotten the howl set
up by the eastern press over the
river and harbor bill, and that
the secretary of war had to present
a "black'Mist, which he considered
should receive no appropriations.
At the same time no voice
was raised by these same
defehders'.of the rights of the peo
ple, against the bonus in lands
given to the railway lines of the
country, which represented more
real value than a hundred river
and harbor bills; -

tion lower last Wednesday, then
advanced to 1, the latter for
Oregon . and Transcontinental.
Northern Pacific preferred opened
at C3i, against 62. At the close
last night fell off and then
rose to 63 J. Common opened at
35 , advanced f and sold down to
33&, and rulied 33.
Vico Pres. Oakes telegraphed to
Paul Schurze: "You are author
iaed to deny in toto the rumors
prevailing in Portland affecting
Mr. Villard and this company.
On the 20th inst., the stockholders
adopted the report and unanimous
ly re-elected the old board of di
rectors by one of the largest votes
ever polled, viz., 05,000,000. Di
rectly we can get a quorum ol the
board, probably this week, we
will elect officers for the ensuing
year."
Villard reached New York last
Wednesday afternoon, and n
meeting of directors will be held
"as soon as a quorum can be pro
cured,1' which, under the circum
stances, will not be a work of sur
passing difficult'. It is confident
ly asserted that Villard will bo re
elected. Gfneral Sherman- has fixed
upon Nov. 1, as the date upon
which he will turn-over his com
mand to General Sheridan, and
practically return to civil life, al
though he will not be placed on
the retired list of the army until
February S, 18S1.
