Forgotten Wealth.
It is probable, says the Sunday
Gossiper, that some steps -will be
taken soon by the government to
investigate a new matter which is
of great interest and of which
much has been said and written,
viz.: The amount of property
there is yet in existence that be
longed to the confederate govern
ment at its collapse. "The full
truth has not yet been told," says
the writer, ''but such au investiga
tion as could be made would as
tonish the country with the magni
tude of its discoveries. Somo
years ago the treasury department
entered into a contract witb a
gentleman who professed to know
a good deal about the matter,
agreeing to give him one-half of
all he could discover. Though he
has had ample time to do so, I
have never heard that he has
made any report of the property
discovered, although there ar&
large quantities he might have
found if he had been possessed of
proper information. I believe that
in England and on the continent
there are many millions of dollars'
worth, and a correct estimate of
the value of all that could be ob
taiued with proper knowledge and
diligence would reach between
$20,000,000 and 830,000,000. This
may seem like a very large sum,
but when it is remembered that
both in England and on the con
tinent there were vast depots of
supplies and a good deal of mon
cy, both generally concealed under
the names of local firms and banks,
and the amount will not seem to be
overstated. That property was
generally in ships, of which there
were eight or 'ten of the best
build then afloat, arms and mu
nitions of war, money on deposit,
and cotton belonging to the Con
federate government. It would
perhaps be difficult to track the
last named species of property,
but a person who had the neces
sary information, which is still
in existence, would have no
great degree of trouble in
finding where the cotton went
and getting a good deal of its
value back. It is amazing to me
that the Treasury Department has
acted with so little intelligence in
this matter, and, considering how
it has acted, it is not at all supris
ing that none of the property has
been found. In 1SS1, while Mr.
Blaine was Secretary of State, an
American, who knows England
and the continent very well, bv
accident discovered on deposit what
he believes to be nearly a million
of dollars in an English bank.
On his return he communicated to
the State Department this infor
mation, with a suggestion as to
the manner of reclaiming it, but
then there was a change in the ad
ministration, and Mr. Arthur re
constructed the cabinet and Mr.
Blaine went out of office, and the
State Department became too
difficult to be seen, and besides, it
was incubating a thing it called
policy. So the American said no
more about it, and his inform ation
has never been utilized."
A Sax Fkaxcisco dispatch of
the 25th says: To-day's confer
once of railroad sphinxes, as mana
gers are termed, evolved nothing
important, as far as can be learned.
The Northern Pacific continues to
make the game, but who is going
to win is an open question. It
was rumored that Vanderbilt's
interest is no longer in the plot to
obtain control of the Northern
Pacific, and that it is now confined
to Gould and the Central Pacific
people. The uncertainty of "Wall
street had a corresponding
effect here. The probabilities
are that to-morrow's quo
tations will help "managers
to arrive at a decision. The
belief is that if Villard stocks can
stand the strain in "Wall street,
they will come off conqueror here
and secure, a good percentage on
the Pacific coast pool.
The herring fisheries of Scot
land employ nearly 500,000 peo
ple, one-seventh of the popula
tion. The boats represent a
money value of $3,000,000. The
annual yield of cured fish has risen
from 90,000 early in the century
to 1,290.000, and has trebled in
fifty years, while in the same
period the value of the -nets has in
creased 75 percent.
A Specimen.
TnE following from the "bear"
column of the N. Y. Sun, is a
specimen of the sort of "Wall street
arguments that has caused the
present flurry in Villard stocks:
"Some interesting figures have
been computed by an amateur
statistician in regard to the North
ern Pacific road. The average
population per mile of railroads in
the United States is 475; the aver
age gross earnings are S7,000 per
mile; the average contribution per
capita of population is $15. The
Northern Pacific requires about
$10,000,000 gross receipts to meet
its fixed charges. The population
tributary to it is about 250,000, so
that the road must tax them about
$40 per capita, or three times as
heavily as any other road, to make
both ends meet, the population
along the line averaging only 120
inhabitants to the mile, or about
one-quarter of the average for the
roads of the rest of the continent.
Here is also another query some
"Wall street men would like to
have answered. According to the
annual report of the Oregon and
Transcontinental company, pub
lished on June 30th last, the as
sets of that company consisted,
among other things, of:
Stocks 128,535 shares Oregon
railway and Navigation Company's
stock, 151,300 shares Northern
Pacific Railroad company pre
fered stock, 162,792 shares North
ern Pacific Railroad company's
common stock $12,613,632.06.
These stocks, at the highest
prices they sold at, never repre
sented more than $39,000,000.
At the present quotation they
represent about $34,000,000. "Who
is to make up the difference?
Tnu pilots' war at Port Bads
and Southwest Pass has brought
about a conflict in the courts.
Under Louisiana law the bar or
branch pilots formed an associa
tion; but two members severed
their connection with the body,
and entered into competition with
their late associates. The original
association enjoined them. Then
other pilots got licenses from the
United States Board of Inspectors,
and the State Branch Pilot Associ
ation tried to deter them from
doing business. The new pilots
applied to Judge Billings for an
injunction, and he ruled that the
act of congress placing the jetties
and jetty work under the charge
of the United States government
repealed both the state laws re
lating to pilots and the act of con
gress affirming theselaws. 'There
fore the court enjoined the Bar
Pilots' Association from interfer
ing with the new pilots, or from
even making affidavits against
them under the existing laws of
Louisiana.
Tub Philadelphia Press of the
25th says: There is no longer
any doubt that the raid on the
Northern Pacific aims to destroy
Villard's power, and it is almost
certain it will be accomplished.
The movement has been conduct
ed with rare skill, and it is be
lieved Jay Gould and his bear
companions of old time, Addison
G. Cormack and James R. Kecne,
were the projectors. The loss of
$11,000,000 in depreciation of
Northern Pacific securities has oc
curred almost entirely during the
last four days. It is unfortunate
that in this crisis Villard has not
been in New York. He is ex
pected here to-day, and his pres
ence will no doubt tend to re
store the confidence of friends of
the road.
Mr. Gladstone has held the
office of premier for a longer peri
od than it has been held by any
statesman except one in the course
of Queen Victoria's reign. The
exception was Lord Palmerston,
who was prime minister for nine
years and three months. Next
after Mr. Gladstone comes Lord
Beaconsfield, who was premier
six years and ten months. After
him comes Lord Melbourne, whoso
length of office was one month
less than that of Lord Beaconsfield.
Earl Russell is the next in order,
his premiership lasting six years
and two months; and next comes
Sir Robert Peel, who was premier
for four years and ten months.
A New York dispatch of the
25th says stocks opened firm and
advanced 4 to 2f later. Northern
Pacific preferred sold up to 65;
Oregon Transcontinental rose to
55; Northern Pacific common to
3i; Southern Pacific to 89. At
these figures the stocks named
showed improYdnent to 2$.
