The Postal Telegraph Job.
Jay Gould and his associates
would be willing to sell the "West
ern Union Telegraph property 'to
the government at about three
times its actual cost. They claim
that by a purchase5 to be paid in
3 per cent, bonds, the government
would make a good bargain at this
price, and be-able at once to com
mand an organized postal tele
graph machinery. This scheme has
so much money in it, and will be
backed by so many seductive in
fluences, that it cannot fail to have
a large support in Congress and
outside of Congress among politi
cians, jobbers, speculators, and a
powerful lobby. But strong as
this support is likely to be by en
listing the aid of great corporations,
that always make common cause
when their rival interests do not
demand hostility, it may be doubt
ed whether the project will be se
riously entertained next session
by the house of representatives.
The experiment may be tentatively
made with a view of feeling the
pulse of both parties. Even the
friends of this scheme would hesi
tate on the eve of a presidential
election, to force a vote. All they
probably expect to do is to pre
pare the way by the introduction
of bills, and possibly with the hope
of a favorable report, which would
stand nood for the short closing
session, -when jobs have a better
chance of success than ata long ses
sion. The Postmaster-General is ox
amining the general subject of pos
tal telegraphy, and, like his imme
diate predecessors, he will doubt
less favor it. Plausible arguments
can be made for the scheme, and
when power and patronage are to
be greatly increased these argu
ments may be enforced with a full
share of partisan zeal.
The country has seen and felt
the effect of the office-holders on
elections, especialh' in the last two
Presidential campaigns. They
form a standing annv of one hun-
dred and twent3'-five thousand
active, efficient, and generally un
scrupulous politicians, who con
tribute monc, votes, and services
to the party which has held the
government continuously for twenty-two
3rears. If the postal tele
graph should be adopted this army
would be increased at least one
fifth of the aggregate force, and at
an expense far exceeding that in
curred by the Western Union
Company. The government pays,
on an average, between twenty'
five and fifty per cent, more for
work, labor, and salaries than pri
vale persons do for corresponding
service. The people want no in
crease of patronage and no more
centralization at Washington.
They have suffered seriously from
both these causes, while the work
ing of our institutions has been
changed for the worse by practices
wholly unknown in administrations
boforc the civil war. Retrench
the expenditures, diminish the
offices, and restrain the Executive
within the strict limits of the con
stitution, are the reforms now
urgently needed. Orergrown
power and arbitrary methods must
be stopped in their arrogant career,
The supreme court of California
has decided that a city ordinance
prohibiting the explosion of fire
crackers, or the ignition of other
kinds of fireworks, is constitutional
even though the effect of it be to
prevent Chinese from performing
funeral rites at the graves of de
parted friends that they regard as
obligatory and sacred in a high
degree. A Chinaman was arrested
in San Jose for violating this
ordinance at a funeral of one of
his countrymen, and was adjudged
guilty in the lower court. On ap
peal, this judgment was affirmed
on the ground that, while the state
constitution guaranteed to all men
without distinction, the free ob
servance of their religion, it ex
cepts acts or practices that are in
consistent with the peace and se
onrity of the state.
When-, says a recent writer, it
is desirable to make a clearing in
an Amazonian forest a leaning
tree is selected and all the trees in
front of it arc cut on one side,
Then the vines are severed and
the leaning tree is cut down
bringing all the trees near to it to
the ground with a crash. Soon
the hot rays of the sun fit the
brush for quick destruction by fire
"William E. Eyakts has been
talking to a reporter about the
Republican candidates for the
presidency. He predicts that the
four persons who will receive
votes for president in the National
Republican Convention arc. Ches
ter A Arthur, Senator George F.
Edmunds, Gen. "W. T. Sherman,
and James G. Blaine. One of the
four, Mr. Evarts thinks, will be
nominated, and he regards it as an
encouraging sign that a man now
prominent before the country will
be named. The last named gentle
man would make a splendid presi
dent of the American Nation.
A New Yokk. dispatch of the
14th, says the bears raided Villard
shares to-day, forcing Northern
Pacific down from 41- to 39, pre
ferred from 75 to 74f, and Oregon
Transcontinental from GG to Gl.
Rumors are current that the shorts
in these stocks are compiling a cir
cular, intended to show the fin-in-cial
condition of the company
in a favorable light. Telegraphic
orders were sent to Philadelphia
to sell shares in this market, with
a view of creating the impression
that the long stock held in Phila
delphia was coming upon the
market.
The fastest boat on the Hudson
river makes twenty-one miles an
hour, about the same as on the Co
