Our social re lations are proportionately dif ferent from what they were a generation ago, and that periods of discontent occur now in our sparsely settled condition argues gloomily for the prospect -when the country shall become more thickly settled. "We are go far creatures of habit that we drive on along certain lines unless something pushes us off them. "We once had the habit of saving; we have been driven off that line by several conspiring forces. One of them is the abundance of natural bounties given to this people. Along trith this goes the effect of numerous suddenly gotten fortunes, and the large gains that have come from trade, invention, and the rise of real estate. A multitude of peo ple becoming rich in a few years have set an example of free spend ing, which has been contagious. Our demecratic society has done the rest. "We must all ride in parlor cars, sleep in first-class ho tels, wear good new clothes, have Queen Anne houses and furniture, because each 'of us is as ffood as another, and there must not be any external evidences of our being poorer than our neighbors. So it has come about that many of us reverse "Wesley's rule and read it. "Spend all you can;" for it is only by the largest possible spend ing that we can "keep up appear ances." The growth of vast fortunes might have been expected to break up the race for equality, lor surely the millionaires must easily keep ahead of the rest of us; but a close observer sees that we re sent this distinction, and that a protest against great wealth, with its special privileges, is at the heart of the anti-monopoly feel ing. "Wo got it fixed in our heads that we must be socially equal, and we tried to vindicate our principle; and we are deeply ag grieved because a few hundreds or thousands of families have gotten beyond the reach of our purses. So it has come about that oar no tions of what we need to spend are socially regulated . 1 1 is not our idea of comfort, conceived by ourselves, but the social standard of comfort that rules in our feel ings. "We are unhapp3T if wo can not keep up with others; if we must not have what they have; if we must openly show that we are getting shabby and out at the el bows. Most of the fathers would have laughed at such griefs as those from which their children suffer, not because they were coarse creatures, but because they had not the habit of measurinjr happiness in social measures. An incident occurred on "Wednesday in the gardens of the Tuileries at a cir cus, the owner of which, Herr Opitz, was uniformed as an old of ficer of Uhlans, who had served against France. The crowd mobbed Opitz, and threatened to destroy the circus, which was closed bv the police. Opitz ap pealed to the German embassy the French foreign office that such demonstrations and attacks on German subjects produce strong, To show the decisive character of Villard, a well-authenticated anecdote is told of him, regarding the recent raid on the North Paci fic stocks. "When Oregon Trans continental touched fifty-six, and its friends became alarmed, a brok er rushed into his office and said: "Mr. Villard, Oregon Transconti nental has struck, fifty-six!'" In October conventions of rail ways managers will discuss a much needed question, that of estab lishing a uniform standard of time for railways. The system proposed divides the country into belts of fifteen degrees each, each district taking the time from a certain, meridian. Seventy-five degrees west of Greenwich is pro posed for the eastern roads. Villard and party reached Livingstone, Montana, last Friday night, and after a brief stay went westward to the spot selected for the driving of "the last spike," that ceremony taking place yester day morning according to pro gramme.
