The necessity of taxation ia to
protect persons and property. As
the taxes of this state are levied
only on property (except a small
amount on males between 21 and
45 years of age) it follows that
men of property pay the expenses
of protecting not only themselves
and their property but the person
al liberty and safety of those not
possessed of taxable property.
Property and person should
then pay for their own preservation.
Property in Oregon should not be
taxed to defray- the expenses of
the state of California, nor should
the property of Clatsop county be
taxed to defray the expenses of
Multnomah. On the other hand,
all the property in Oregon should
contribute to the state expense; of
each county to the county ex
penses; likewise, each municipali
ty, school and road district. Our
laws recognize this principle as far
as state taxation is concerned, by
not allowing any indebtedness out
of the state to be deducted from
the assessable property. But the
legislators neglected to extend the
provision to the subdivision of the
state, hence, by counties, towns,
school districts or road districts
being indebted to each other, tax
ation becomes unequal. If a prop
erty owner in Clatsop owes to
Multnomah Co. an amount equal
to one half the value of his prop
erty while it works the same as in
state taxes the owner of the other
half pays all the county tax. Only
one-half the property is taxed
while the other half costs the
county just as much but pays
nothing toward that cost. For
purposes of county taxation, why
not allow only the indebtedness in
the county, and the same in
other taxable districts. "What,
however, might be considered a
better way would be to allow no
deduction for indebtedness. All
taxable property, coin, etc., should
be taxed whenever found and in
the place where located. The
borrower objects that the niuiiey
loaner would not pay taxes. Sup
pose he does not; if the borrower
has all the Ioaner's money ho
pays on it so that nothing is lost
from the actual profit of the
district. As to its working a hard
ship on the borrower, we think it
would benefit him. The loaner
would lend for an interest as muoh
less as the taxes would be, or
even lower. Interest in this state
is ten per cent., hard to get at that
rate, yet thousands perhaps mil
lions are invested in U. S. four per
per cent because they are more
taxable. Taxation in this slate is
not over 4 per cent., which with
interest at 10 per cent, would
make money worth net 0 per cent.,
but as wo have seen by its being
more taxable the lender is satis
fied with 4- per cent. net.
People who loan money for a
business are cautious; they don't
like to risk much, and shrink from
being subject to uncertainties. If
they loan money on a long .time
liable to taxation, they cannot bo
assured of any given net amount.
Taxes may be increased. Special
taxes might be levied," and the
lender is all the time subject to
attaches on his income and profit.
But exempt his notes and accounts
from taxation and he will at onco
put his money down to low
rates. Money from outside
will flow into the state until it be
comes so plenty that borrowers
will bo hard to find and interest
will be correspondingly low. In
terest was lower in this state be
fore the taxation of mortgages
than it has been since. The whole
matter lies here. The laws of
supply and demand can not be
regulated by arbitrary legislation.
In all instances, the borrower has
to pay for the use of money, and
whatevcradditional expense may be
entailed by crude legislation must
be borne by the-borrower. Hence,
his interests demands less tinker
ing with the matter and more op
portunity for these relations to ad
just themselves.
'A Successful Newspaper Reporter.
Speaking of Henry Yillard's
enterprise, a Washington j Sunday
paper says: "In 187G Mr. Villard
began to examine into the North
ern Pacific. He already knew
more about it than any one in its
directory. It had an enormous
land grant that ran through the
great wheat belt of Dakota, which
was becoming more and more val
uable. His examination made
him determined to buy the stock,
franchise and all: at that time it
had very little value and was
worth S to 10 cents, and at these
figures Villard and his associates
bought not less than 80,000 shares,
and five years ago, when the an
nual meeting occurred, to the
amazement of the old owners, Mr.
Villard reconstructed the directo
ry, electing himself president of
the compauy. Mr. Villard's en
ergy since his election has been
untiring. He has sold nearly
$30,000,000 worth of land, and
has two-thirds of the grant yet
untouched. It is estimated that
this land grant alone is worth
100,000,000. That which has
been sold has brought from 2.o0
to $5 per acre, and much of the
rest is the most valuable portion
of the grant. The road will be
opened in a few weeks from the
Pacific ocean to the great lakes,
and as thoroughly equipped as
any in the country. At forty
nine Mr. Villard is among the rich
men of the country, and he has
made all his fortune in ten years
and from absolutely nothing.
His Oregon steamship stock is
worth $G,000,000, and his interest
in the Northern Pacific not less
than 10,000,000, a very fair for
tune for a newspaper reporter to
make in ten years.
Speaking of the Union Pacific
earnings, the Wall Street Daily
JVeics says: The earnings of the
Union Pacific for the first four
teen days of August show a de
crease of $121,000. Need an--
thing more bo said than just to
mention the fact? Does it stand
to reason that the road can lose 30
per cent, of the Denver business,
50 per cent, of Salt Lake, 50 per
cent, of Helena. 75 per cent, of
the Oregon and "Washington Ter
ritory business, and keep up its
earnings to the standard of for
mer years?
