Bar Improvement.
Time was when Tin: Astorian,
singly and alone kept up the agi
tation concerning the necessity for
improving the Columbia river bar,
and demonstrated that as a matter
of public policy the improvement of
the mouth of the Columbia was
paramount to all other considera
tions of river improvement on this
coast. Of late the Ornjonutn and
other papers have given valuable
aid in this respect: unity of effort
an'd opinion on the part of news
papers will insure ultimate suc
cess: if every paper published in
the territory drained by our great
river would give the matter the
favorable consideration its import
ance demands, and which results
would justify, the time would be
hastened when vessels of the deep
est draught could safely enter and
load in the Columbia river.
On this point, the Portland
Journal of Commerre, of the 17th,
says: If the political" influences
which have controlled our stale on
both sides of the Cascades as
also Eastern Washington and
Idaho, had been illumined by busi
ness foresight for the past half
dozon years, and directed the ex
pended volume of federal appro
priations for river improvements
with a definite purpose to supple
ment the approaching overland
railway system with ship naviga
tion through Columbia Gateway,
instead of disintegrated outlay
upon the Columbia and its tribu
taries in spots likely "to do the
most good" to catch votes, the
city of Portland would not now be
in the fix of the five "foolish vir
gins" we read of, whose lamps
were not trimmed on an important
occasion parallel to what will be
our situation when that golden
spike is driven on the Sth prox
imo. The federal appropriations re
ferred to have amounted to over a
million or more, with but slight
beneficial results; whereas, had at
tention been first devoted to the
main channel of the lower Colum
bia, with the upper river and ths
tributaries following in due order
of improvement, the agricultural
and business interests of I lie Pa
cific Northwest included in the
entire Columbia basin would have
been already permanently en
hanced, and the effect "would have
added increased value to the pro
ducer upon every bushel of
wheat passing over Columbia bar,
by reduced charter rates, insur
ance, etc.
This policy is imperatively de
manded under the new conditions
presented by the railway terminal
system at this point, in which all
the inhabitants of the "Willamette
valley, Eastern Oregon and Wash
ington, as also Northern Idaho,
are alike interested. Even if a
branch line to Puget Sound should
be constructed from the upper
Columbia via Yakima, it is more
than important for that section to
have two competing points of
trade and export.
Our Portland contemporary sug
gests that a general convention be
held in Portland composed of rep
resentative men from all sections
interested, the object being to
demonstrate to congress the great
demand for river and bar improve- j
ment and the magnitude of the in
terests involved. In the main
the idea is a good one and should
be endorsed.
Programme of the Celebration,
The programme of the opening
exercises on the Northern Pacific
Railroad, published last Wednes
day, announces the departure of
the excursion trains from New
York City, August 29th, via
Pennsylvania, Erie and New York
Central roads, arriving at Chicago
on the 31st and visiting the Pull
man Car Works. The special
trains of. sleepers and dining cars
leave Chicago the next day, one
via Rock Island and Pacific and
the other via North Western, ar
riving in St. Paul September 2d,
and proceeding without change- of
cars to lake Mmnetonka, remain
ing two days and participating in
a banquet given by the citizens oi
St. Paul and Minneapolis. Septem
ber 4th, the trains arrive at Fargo,
at midnight at Bismarck, and
leave Billings on the Gth, after
witnessing a war dance by the
Grow Indians, arriving at Helena
at one o'clock the next morning.
The train will leave Helena on tne
Sth and reach the point where the
last rails are to be laid at half-past
nine in the morning. The cere
monies begin at ten and end at
noon. Trains leaving at two
o'clock the same, day arrive at
Spokane Falls on the 9th, Walla I
Walla .Junction the 10th, and
Portland on the evening of the
10th. An excursion on the Co
lumbia and Willamette rivers and j
to the Sound then follows, until
September 20th, when the trains
leave at 7 r. r. for St. Paul, pass- !
ing by daylight over the divisions j
ot the road traversed m night on I
the outward journey. At Sr.
Paul the guests are furnished trans
portation to their homes.

Some of the railroad people
seem to be of the opinion that the
Astorians want the land grant for
feited in order that it may be giv
en to some other company. That
is incorrect. There is no desire to
have the grant transferred to an'
other company. It would be use
less to try it All is asked is that
the grant be forfeited so that the
country may be settled and the
way opened for a railroad to be
built.
Jay Gould being asked recently
if a commission of the telegraph
strikers called upon the officials of
the company, would they treat
with them, replied: "We are
ready to receive a committee of
our old employes, but not if they
represent the brotherhood." "Will
you compromise with them?" was
asked. tlYou had better see the
superintendent about that."
Walt VimiAX says that
Americans, impressed by New
England wn ters and schoolmasters,
tacitly abandon themselves to the
notion that the United States have
been fashioned from the British
Islands only, and essentially form
a second England, which he re
gardsas a verv great mistake.
