'THE SITUATION IN SPAIN.
Restless State of the Kingdom
The N. Y. Herald's Madrid
correspondent telegraphs hearing
that rumors of a crisis had been
spread after the council presided
over by the king: "I endeavored
to obtain the opinion of Marshal
Campos. He declares that he
cannot answer for the future,
though he will not desert his post.
He is disposed to resist the revo
lutionary movement, even if it
breaks out in Madrid, as some of
the revolutionary agents have an
nounced that it would. Campos
and Sagasta differ on the constitu
tionality guaranty and the keep
ing up of a state of siege. Sagas
ta says the siege ought to be
raised before the kinjr groes the
round of the provincial garrison.
All the late intrigues and move
ments were entirely military. They
were far more extensive than Cam
pos confesses. The military au
thorities, by numerous arrests of
civilians, wish to put public opin
ion off the scent. In official
circles the friends of Sagasta ad
mit that he may seize this oppor
tunity to get rid of Campos, whose
unpopularity in the army has con
tributed to slacken the energy on
the part of military authorities in
the discovery of revolutionary
work. Sagasta thinks that the
moment is opportune for placing
some Alfonsis general in the war
office and at the same time of
obliging the dynastic left. Serra
no announces that it is a move of
liberalism in defense of monarchy
and against democracy; in placing
the king between the dilemma of
acceptance or rebellion. Tiie
king is disposed blindly to follow
the conservative course. Campos
deceived him in the state of the
army and wanted to make him
pander to military insubordina
tion by visits to the barracks. The
king chose to have a review on
Tuesday instead. The king does
not even relish the proposition of a
military tour.
"I have seen coppies of a procla
mation issued by the revolution
ists in Baradoes, Soo de Urgel
Barcelona, and Seville. They all
proclaim a republic, with a consti
tution of 18G9, religious liberty,
separation of church and state and
the autonomy of the communes,
with judicial reforms everywhere.
The people looked on at the mili
tary movement and showed hosti
lities to its military signification,
but made no attempt at a royalist
counter demonstration. Even the
royalists around the king believed
that, although the revolution has
failed, it will break out again later
if Sagasta does not succeed in
forming a new cabinet. The king
would prefer some conciliating
cabinet, with Marshal Concha or
Posada Lerrettia. The king's
journey to Germany is not at all
decided in diplomatic circles. The
people say that it will bo aban
doned for fear of fresh outbreaks.
The news from the south and
Andalusia is still disquieting.
This prevents the king from leav
ing Madrid for a few days."
The French speculators raised
750000 francs for the purpose of
corrupting the Spanish army and
bringing about the rising. The
paper making this assertion
promises to give more particulars
concerning the scheme when the
censorship concerning the press is
abolished. Some official journals
admit that there may be some
foundation for the story.
Equal Taxation.
The discussion of the "mortgage
tax" law in this state recalls a case
in Jackson county that upsets all
theories of political economy and
makes money the real value in
stead of the representative. A
citizen of Jacksonville loaned $4,
500 on & ranch. Being an honest
man he paid taxes on the full
amount of the note for several
years making no attempt to hide
the investment Subsequently he
ra&do improvements on the place
costing $1,500 more, making $6,--000:
cash invested. Finally he was
liged to take the ranch for his
claim and the very first year git
was in his possession the assessor
fixed its value at $2,500. Since
that valuation the ranch has been
sold to a California party for
8000, cash, and if the assessor in
creases the valuation this 3'ear he
will only acknowledge a previous
error. Now, is taxation equal?
or, is real estate made to bear its
just share of taxation? Certainly
not for if the last owner of the
land referred to were found in
possession of S000 in coin he
would have been taxed on that
amount, as it is, he has exchanged
it for land and,for purposes of tax
ation, has virtually hidden two
thirds of it away. The equality of
taxation under our system, that
places full power to fix valuation
with the assessor, is all moonshine

The Northern Pacific.
A Xew York special gives a
column interview with vice presi
dent Oakes of the Northern Pa
cific who said: "I can state that
all our enterprises under control
of cither the Northern Pacific or
Oregon Transcontinental are now
so far advanced that, at the expi
ration of fifty or ninety days, no
more money will be required for
construction purposes. The earn
ings for August will be at the rate
of 9,000.000 per annum, or 800,
000 for October; $1,:)00,000 of
these earnings include earnings
from construction, which, for the
last fiscal year, were 10 per cent
of the gross amount reported."
A circular from Commissioner
Fink, announces that the standing
committee of the joint executive
railroad committee, at a meeting
held in New York August Sth,
acted upon the following matters:
The committee considered the ap
plication of the Northern Pacific
Railway made through John
Muir, superintendent of traffic
that upon the opening of that
company's road for through traffic
on September 8, 1S83, the roads
east of Chicago accept the same
rates and portions of rates on
freight traffic to and from points
from Portland, Or., and Lake Pen I
D'Oreille inclusive as are accepted
on Pacific coast traffic on the
Union Pacific and Central Pacific
railroads. A letter from Commis
sioner Starman was read, stating
that thelines of the Northwestern
Traffic Association would accept
the same divisions between Chi
cago or Milwaukee and St. Paul
on general traffic via the Northern
Pacific Railroad as are accepted!
by the Jowa Trunk Lines' Associ
ation on California business via
the "Union and Central Pacific. It
was agreed that, until further no
tice, the existing divisions east of
Chicago on Pacific coast business
in both directions will be accepted
on shipments via the Northern
Pacific.
The contemplated opening of
the Northern Pacific has been
well advertised in Germany. The
Berlin Tagblatt states that invita
tions to attend, through delegates,
at the opening ceremonies, have
been sent to all the larger cities of
Germany, and the invitations have
been accompanied by railway and
steamer tickets, coming and going.
Thirty of these tickets have been
accepted and will be turned to
use. "Upon a splendid vessel,"
says the TaffMutt, "thirty of the
best berths have been reserved for
the guests of the great North
American railroad. That these
gentlemen will be treated in the
most hospitable manner after their
arrival in the United States is also
self-evident." One of this party
is to be Max "Weber, the national
liberal deputy in the German par
liament. Another is expected to
be Dr. Kapp, formerly a resident
of the United States. Thev ex
pect the trip to occupy about two
months. The German press does
not seem to suspect that the. hope
of selling stock to German capi
talists and of influencing emigra
tion to the wheat lands of the
Northern Pacific railroad may
have had something to do with
this display of international courtesy.
The lawyer who has a bad crim
inal case to defend does not court
the intelligent juror. A great
many sensible men are summoned
on the panel, but it is rarely one
of the number is willingly ac
cepted. The sort of person who
is desired in that capacity is the
illiterate man who never reads,
and who, if he can be found, has
at some time been a violator of
the law himself, and is supposed
to have sympathies with the pris
oner at the bar. A farce of jury
selecting has just been performed
in Tennesee. Polk, the defaulting
state treasurer, was up for trial.

upon which there is a unanimity
of opinion among the people, it is
that the jury system should be re
formed; and yet nothing is done

they continue to distend, giving

called hunger.

About six hundred visitors en
tered Mammoth cave, Kentucky,
last month, most of them comincr
from the Eastern States, England
and Scotland. The short route
has an extent, going and return
ing of nine miles, and the long
route is twenty miles. The fee to
guides is two dollars the short
route aud three dollars the lonjr
route, including lights. The cav
ern is illuminated by. Bengal
lights. The temperature of the
cavern is uniform, being' fii de
grees Fahrenheit the year round.
The old saltpetre works, which
were abandoned since the war of
1S12, are still seen, the vats and
pumps being still in a good state
of preservation.
